10 AVENUE AND DESCRIBED AS LOT 13, BLOCK 3, REVISED
11 AMENDED PLAT OF RIVIERA VILLAGE, KEY LARGO,
12 HAVING PROPERTY IDENTIFICATION NO. 00510660-000000
13 IN THE FORM OF A PURCHASE OFFER BY THE MONROE
14 COUNTY LAND AUTHORITY FOR CONSERVATION.

17 WHEREAS, Grey Properties LLC submitted an application for administrative relief
18 under Policy 101.7.1 of the Monroe County Year 2030 Comprehensive Plan; and
19
20 WHEREAS,the Department of Planning and Environmental Resources provided a staff
21 report to the Monroe County Board of County Commissioners regarding the application; and
22
23 WHEREAS, the Monroe County Board of County Commissioners makes the following
24 findings of fact and conclusions of law:

26 1. The application for administrative relief 20301937 from 1/13/2026, is for Lot 13, Block 3,
27 Revised Amended Plat of Riviera Village, Key Largo in Monroe County, Florida having
28 Property Identification No. 00510660-000000.
29 2. The date of the ROGO application is 8/9/2021.
30 3. The ROGO allocation application has been in the ROGO system for at least four (4)
31 consecutive years and qualifies for administrative relief under Policy 101.7.1 of the Monroe
32 County Year 2030 Comprehensive Plan.
33 4. Monroe County Code (MCC) Section 138-27 provides a mechanism whereby an applicant
34 who has not received an allocation award in ROGO may apply to the Board of County
35 Commissioners for administrative relief.
36 5. The Board of County Commissioners (BOCC)has the authority to grant administrative relief
37 under Policy 101.7.1 and may grant the applicant a building allocation, offer to purchase the
38 property at fair market value, or provide such other relief as may be necessary and
39 appropriate.
40 6. The applicant applied for administrative relief on 1/13/2026, under Section 138-27 of the
41 MCC and Policy 101.7.1 of the Monroe County Year 2030 Comprehensive Plan.
42 7. Policy 101.7.1, Policy 101.7.3, and Policy 105.2.8 of the Monroe County Year 2030
43 Comprehensive Plan provides criteria to be used for determining lands that are appropriate
