18 WHEREAS, Keys Property Holdings LLC submitted an application for
19 administrative relief under Policy 101.7.1 of the Monroe County Year 2030
20 Comprehensive Plan; and
21
22 WHEREAS, the Department of Planning and Environmental Resources provided
23 a staff report to the Monroe County Board of County Commissioners regarding the
24 application; and
25
26 WHEREAS, the Monroe County Board of County Commissioners makes the
27 following findings of fact and conclusions of law:

29 1. The application for administrative relief 21301201 from 12/11/2025, is for Lot 24,
30 Block 14, Key Largo Park Amended, Key Largo in Monroe County, Florida having
31 Property Identification No. 4 00526490-000000.
32 2. The date of the ROGO application is 9/17/2021.
33 3. The ROGO allocation application has been in the ROGO system for at least four (4)
34 consecutive years and qualifies for administrative relief under Policy 101.7.1 of the
35 Monroe County Year 2030 Comprehensive Plan.
36 4. Monroe County Code (MCC) Section 138-27 provides a mechanism whereby an
37 applicant who has not received an allocation award in ROGO may apply to the Board
38 of County Commissioners for administrative relief.
39 5. The Board of County Commissioners (BOCC) has the authority to grant
40 administrative relief under Policy 101.7.1 and may grant the applicant a building
41 allocation, offer to purchase the property at fair market value, or provide such other
42 relief as may be necessary and appropriate.
43 6. The applicant applied for administrative relief on 12/11/2025, under Section 138-27
44 of the MCC and Policy 101.7.1 of the Monroe County Year 2030 Comprehensive Plan.
