A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
AUTHORIZING THE TRANSFER OF ANY OWNERSHIP
INTERESTS THAT MONROE COUNTY HAS IN THE
MEDFLEX 2000 AUTOMATED DISPENSING CABINETS,
THE PORTABLE FIRE PUMP, AND THE 200 KILOWATT
DIESEL DRIVEN GENERATOR RECEIVED BY OCEAN
REEF VOLUNTEER FIRE DEPARTMENT, INC.;
PROVIDING FOR SEVERABILITY; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the Ocean Reef Volunteer Fire Department, Inc. (hereinafter referred to as
"Fire Department") is a Florida 501(c)(3) not-for-profit corporation; and
WHEREAS,the Fire Department provides emergency medical,rescue, and fire protection
services for a community located in unincorporated Monroe County, commonly known as Ocean
Reef Club, in conjunction with Monroe County Fire Rescue; and
WHEREAS, the Fire Department is in need of "Medflex 2000" Automated Dispensing
Cabinets, a Portable Fire Pump, and a 200 kW Diesel Driven Generator, and such equipment will
directly support the Fire Department in the provision of fire protection and emergency medical
services for the Ocean Reef Club; and
WHEREAS, the Fire Department has requested assistance from Monroe County in
paying for the purchase of the above-mentioned personal property to facilitate the delivery of
life safety services as described herein; and
WHEREAS,Monroe County has entered into various reimbursement agreements with the
Fire Department whereby Monroe County has agreed, upon receipt of proper documentation, to
reimburse the Fire Department for the purchase of such personal property and equipment in order
to meet the needs of Monroe County residents and visitors in that region; and
WHEREAS, the purchases are supported by a lawful public purpose consistent with
County Ordinance No. 010-2022, and when required by law for use of local infrastructure surtax

funds, each item has a minimum expected life of at least five (5)years; and
WHEREAS,the Monroe County Board of County Commissioners finds that the purchase
of"Medflex 2000" Automated Dispensing Cabinets, a Portable Fire Pump, and a 200 kW Diesel
Driven Generator by the Fire Department and subsequent reimbursement by the County,consistent
with the 2nd Amendment to the 2024 Reimbursement Agreement, serves the public health, safety,
and welfare of Monroe County, Florida.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1: That the foregoing "WHEREAS"clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution.
Section 2: That the Monroe County Commission hereby donates all rights, title and
interest that it may have in the"Medflex 2000"Automated Dispensing Cabinets, the Portable Fire
Pump, and the 200 kW Diesel Driven Generator, to the Ocean Reef Volunteer Fire Department,
Inc.
Section 3: That the County Administrator, or designee, is hereby authorized to take all
necessary action(s), including but not limited to the execution of documentation,to divest Monroe
County of any legal interest(s)to the personal property herein described that was purchased by the
Ocean Reef Volunteer Fire Department, Inc. and such purchase was later reimbursed by Monroe
County, consistent with a separate reimbursement agreement duly approved and executed on
behalf of the Monroe County Board of County Commissioners.
Section 4: That if any clause, section, other part or application of this resolution is held
by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it
shall not affect the validity of the remaining portion or applications of this resolution.
Section 5: That this resolution shall be in full force and effect immediately upon its
adoption.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a meeting of said Board held on the this 15th day of April , 2026.
