Days to Complete 365 days. Lump Sum Fee $49,134.00
Payment for Services shall be in their entirety as per PSO.

1 . Consolidated Rental Car
Facility Business and Financial Plan
Implementation Phase
The County of Monroe (County) has requested that Ricondo &Associates, Inc., (Ricondo) provide the following
scope of work to support the development of a consolidated rental car facility (CONRAC) at Key West
International Airport (the Airport or EYW).
1 .1 CONRAC BUSINESS AND FINANCIAL PLAN
General Services
• Participate as a member of the Airport's team during the CONRAC business and financial terms negotiation
phase.
• Provide support to Airport staff and consultant team in advance of meetings with stakeholders, and rental
car industry; attend and participate in rental car concession business and financial terms negotiation
meetings; plan and conduct meetings with the rental car industry.
• Ensure coordination of facility design, business planning and financial planning elements.
• Advise the Airport concerning anticipated actions and reactions of the rental car industry.
• Continually update integrated project timeline.
• Provide assistance and advice to the Airport on on-going operational and business matters as directed.
Conceptual/ Policy Planning
Ensure that the Airport's strategic business, finance, and policy goals and objectives for the rental car
concession program and the CONRAC are followed during the business and financial plan implementation
phase.
Business Planning
• Support the Airport in its discussions and implementation of the business and finance plan terms with the
rental car industry.
• Coordinate initial space allocation and re-allocation scenarios for ConRAC facility concept with the design
tea m.

Draft ConRAC Concession and Lease Agreement;draft New Entrant Request for Qualifications;coordination
with County legal counsel.
Financial Planning
Continually update Customer Facility Charge (CFC) debt capacity and sizing model as project assumptions
and timelines are developed. Coordinate development of a plan of finance with the County`s financial
advisor.

Ricondo estimates that the above-described scope of work will be completed within twelve (12) months from
the date of the Airport's notice to proceed.
1 .3 Budget
Ricondo proposes completing the above-described scope of work for a lump sum fee of $49,134.00,
