SFWMD Permit Modifications
SCOPE OF WORK
This supplemental request covers additional services necessary to meet the requirements
for a minor permit modification with the South Florida Water Management District
(SFWMD). The modification is required by SFWMD to incorporate necessary clearing
needed adjacent to the haul route to complete the proposed water channel at the
northeast (NE) corner of the Hawk Missile Site (HMS) mitigation area, see Figure 1 and 2.
The original SFWMD permit was obtained in 2023. At that time clearing in the vicinity of
the haul route was not identified as a requirement.
The start of construction for this project was delayed until late 2025 due to the delayed
issuance of USACE permit. With the delay in construction, it now became apparent that
the haul route would now need clearing to facilitate construction activities. A detailed
description of these services is provided below.

Task 1: Project Description
Jacobs will manage and support the development, coordination, and review of the
revised Project Description in response to SFWMD comments and the RAI by serving as
the primary coordinator with SFWMD, Birkitt Environmental, and Optimal Survey;
participating in regulatory teleconferences to clarify requirements; developing and
refining Project Description narrative and supporting exhibits based on RAI discussions;
and reviewing subconsultant deliverables and proposals to ensure technical accuracy,
consistency, and alignment with SFWMD permitting expectations, resulting in a
coordinated and defensible package suitable for regulatory submittal.
Task 2: Environmental Services Support(Birkitt Environmental Services, Inc.)
Jacobs will provide environmental services support by reviewing environmental and
mitigation-related deliverables prepared by Birkitt Environmental for accuracy,
completeness, and suitability for SFWMD review and site visits; attending the SFWMD
onsite visit alongside the project team to support discussions and coordination; reviewing
supplemental and final documents developed to address mitigation plan updates and
assessment/agency requirements; and providing technical review and RAI support to
ensure responses and final deliverables are consistent, coordinated, and responsive to
SFWMD and Birkitt inquiries, supporting a complete and defensible regulatory submittal.

Task 3: Survey Services Support(Optimal Surveying &Mapping, Inc.)
Jacobs will provide survey services support by reviewing survey deliverables prepared by
Optimal Surveying & Mapping for technical accuracy and suitability for environmental
and regulatory calculations; performing area calculations of impacted clearing limits
using provided survey data; and developing clear, defensible exhibits to support Birkitt
Environmental's Uniform Mitigation Assessment Method (UMAM) and mangrove
clearing calculations in response to the SFWMD RAI, ensuring survey-based inputs are
accurate, well-documented, and properly integrated into the overall environmental and
permitting submittals.
Assumptions/Design Parameters
1. This scope of work is limited to activities necessary to satisfy the SFWMD minor
permit modification requirements by responding to the Request for Additional
Information (RAI).This supplemental agreement also includes survey and
environmental efforts as required to address the permitting agency comments.
2. The scope includes one (1) site visit involving Jacobs, Birkitt, and the SFWMD.
3. It is assumed that any compensatory wetland mitigation required by the SFWMD will
be provided via excess credits from the existing permit and no re-planting or
monitoring will be required.
4. Additional tasks to address permit compliance with the modified permit requirements
if needed are not included.
S. On-going post construction monitoring for the Haul Road at HMS is not included.
6. Birkitt will have full access and authorizations to the sites.
7. Services not covered under this proposal will require additional scope and fee.
8. All work will be performed pursuant to the Master Agreement for Professional
Services between Project Management Co. and Monroe County, FL agreement signed
between the parties on February 16, 2022.

Hawk Missile Site SFWMD Permit Modification
Dear Mr. Bowker,
The following is an addendum to Birkitt Environmental Services, Inc. (Birkitt) contract
dated July 7, 2021, and executed on January 24, 2024, along with subsequent
modifications. Additional scope and budget is needed to support a permit modification
and subsequent Request for Additional Information (RAI) responses in order receive
authorization to access through mangrove habitat for construction of the mitigation site
at the Hawk Missile Site (HMS).
Task 16.0 HMS Permit Modification Support
Birkitt will provide support to Jacobs on assessing action needed to allow Haul Road
access at the HMS Mitigation Area for channel excavation required by the SFWMD
permit. Guidance to be provided for coordination with SFWMD regarding a minor permit
modification.
Birkitt will provide support for the modification of the existing South Florida Water
Management District (SFWMD) Environmental Resource Permit (ERP) to allow the
clearing of mangroves for access to the area of the flushing channel approved as part of
the mitigation plan. We will support Jacobs on submittals and coordination with SFWMD
re: haul road access to channel excavation on HMS; discussions with SFWMD,
guidance on plans, surveys, response to email received from SFWMD on 2/19/2026
and to the official RAI provided by SFWMD on 3/20/26.
Upcoming tasks include a Uniform Mitigation Assessment Method (UMAM) analysis of
the area of clearing (acreage to be provided by survey) to determine the number of
credits required to mitigate for the proposed impacts. Birkitt will then perform one site

visit with SFWMD to gain concurrence on the UMAM scoring. Finally, if required, Birkitt
will revise or provide a supplement to the previously approved mitigation plan based on
the assessment and agency requirements. This task also includes responses to the
March 20, 2026, RAI issued by SFWMD and agency and internal team coordination
regarding the response and site visit and review of final permit modification issued.
Assumptions:
• No more than 1 agency site visit will be required.
• It is assumed that any compensatory wetland mitigation required by the SFWMD
will be provided via excess credits from the existing permit and no re-planting or
monitoring will be required.
• Additional tasks to address permit compliance with the modified permit
requirements if needed are not included.

Limits of Survey are depicted on the attached Exhibit"A" (provided by the client)
Optimal Surveying and Mapping, Inc. (OSM) is pleased to provide you with a scope of services for the above-mentioned
project in Key West, Florida.
Objectives and Background for this project were provided to OSM by the client and are described as follows:
The purpose of this survey is to provide X-Sections of a 100'x12' Haul Road/Path/Corridor and location of
Mangroves within the corridor to facilitate trimming of said mangroves.
Project Datum:
North American Datum of 1983 (NAD83 (2011 Adjustment)
Florida State Plane Coordinate System—East Zone
North American Vertical Datum of 1988 (NAVD88)
United States Survey Feet
SURVEY SCOPE OF SERVICES:
TASK 1 - Topographic Survey of Existing Conditions. Extents of survey outlined in Red on the attached Exhibit "A",
provided by the client.
Scope will include:
1. Recovery of Horizontal and Vertical Control established on a previous survey adjacent to this site.
2. Locate the Centerline of the existing path (100'+/-)with X-Sections taken every 10 feet,secondary shots
taken (x-sections)6 feet each side of the centerline.
3. Locate all Mangroves whose limbs/canopy extend into the path (100' long x 12'wide path)
4. Flag trees/limbs with survey ribbon that will need to be trimmed. Measure height of limbs (above ground).
S. Each overhanging limb will have a survey ribbon tied and that ribbon will be numbered.ATable will be
created on the survey that contains
a.Tree/Limb number
b.Type Tree and diameter(if measurable). Mangroves do not have a single discernable "truck" and the
diameter cannot be measured.
4. Photos once survey is complete.
Deliverables:
• Survey information will be provided in Civil 3d format.
• Photos
Survey Accuracy:
Elevations of pavement, structures, inverts, and paved swales to the nearest 0.03 foot at 95%
confidence level. Spot elevations on hard surfaces will be depicted to the nearest 0.01 feet.
Elevations of non-paved areas to the nearest 0.1 foot.
Horizontal location of all features to the nearest 0.1 foot. The horizontal location of utility structures,
lights, and small slabs shall be referenced to the center of structure.
All vertical controls shall be referenced to the North American Vertical Datum of 1988 (NAVD1988).
All horizontal controls shall be referenced to the NAD1983 State Plane Coordinate System. (2011
Adjustment)
Miscellaneous Requirements:
All OSM vehicles operating within the secured AOA shall be marked with company logos and have
flashing lights. OSM staff will coordinate with the Owner to arrange access to the site.
If applicable, OSM staff will coordinate with Jacobs to arrange for background data, drawings, and
records on existing conditions and underground utilities. Plans to be provided to OSM in digital Civil3D
format.
Items Excluded From this Proposal:
This proposal assumes that no badging will be required, but that an escort might be required in certain areas. If an
escort is required, it will be provided by Jacobs.
Weather delays, or airport operations and administrative delays caused by others, of no more than 4 days (Monday
thru Friday). Delays in excessive of 4 days, by weather or others)will extend the schedule proportionally for number
of days the survey is delayed.
Schedule:
Upon Notice to Proceed, OSM will have two weeks to mobilize and begin the field survey. All work is to be
completed within 30 consecutive calendar days, once the project has begun.
Total Lump Sum Survey Fee $ 12,500.00
Project Assumptions
1. This is strictly a daytime operation and with the exception of weather, crews will be allowed to work for up to 10
hours per day, Monday through Friday.
2. Notice to Proceed expected in 2026.

Work Zone Safety:
All work zone and Airport safety, rules and procedures as required by EYW will be observed and strictly adhered to by OSM.
All survey activity will be coordinated with Jacobs staff prior to and during commencement.Any and all vehicles to be utilized
in said survey activities will be authorized by and registered as required. Said vehicles to have current decal, display
company name/identification and maintain proper lighting requirements.
Quality Control/Quality Assurance and Field Review:
Verification of the field conditions as related to the collected survey data prior to any topographic survey data submittal.
All activities required to supervise and coordinate the survey project will be performed by the OSM project supervisor, a
Florida P.S.M. or their delegate.
OSM will implement their QA/QC plan to include review, response to comments and any resolution meetings if required,
preparation of submittals for reviews, etc.
