This scope of services includes coordination with the FAA on NEPA requirements and includes preparation of a Documented CATEX, if FAA concurs the project is CATEX-eligible and does not require additional site work, detailed technical analyses, or public coordination. If FAA concurs on preparation of a Documented CATEX, the final product shall conform to NEPA(42 U.S.C. 4321 et seq.), applicable Department of Transportation (DOT) Orders, and FAA Orders 1050.1 G, FAA National Environmental Policy Act Implementing Procedures.The Documented CATEX will also be prepared in accordance with Appendix A of FAA ARP SOP 5.2, Standard Operating Procedure(SOP), CATEX Determinations(March 31, 2025). During coordination with FAA and preparation of the CATEX documentation, issues may arise that will necessitate modification of this scope of services and the associated budget.This scope of services does not include the preparation of an Environmental Assessment. TASK 1 . PROJECT DESCRIPTION (RICONDO) The Jacobs team will prepare a project description for use in the NEPA strategy review with FAA and preparation of the Documented CATEX. It is assumed the project will consist of a new three- level ConRAC on Airport property, in the area of existing rental car operations. Improvements to support the facility are anticipated to include modifications to Airport roadways, utilities, and landscaping.The new ConRAC is not expected to change the existing or forecast number of passengers using the Airport once operational. In addition, the project is not expected to permanently affect traffic levels or patterns on Jimmy Buffett Memorial Highway. It is assumed that the County will provide data to support development of the project description.At a minimum, this includes relevant drawings in CAD format for use in exhibits and any preliminary descriptions or presentations that provide an overview of the proposed ConRAC. Page 1 of 6 The project description will be refined based on the information provided, and exhibits will be developed to support analysis of potential impacts to the environmental resources identified in the Appendix A checklist of FAA ARP SOP 5.2.A draft project description will be provided to the County for review and input.The Jacobs team will finalize the project description based on comments and revisions received from the County. This task assumes up to two teleconferences with the County to support development of the project definition. Formal meeting notes will not be prepared as a part of these meetings. It is assumed that no major project changes will occur after completion of this task that would affect the level of NEPA review or documentation required to support the Documented CATEX. FAA COORDINATION (RICONDO) The Jacobs team will lead coordination with the FAA to confirm eligibility of the proposed ConRAC project with FAA-defined categorical exclusions from NEPA review. It is anticipated that this coordination will include the preparation of materials to support FAA consultation with the State Historic preservation Office (SHPO) for concurrence on project effects.The Jacobs team will prepare a Phase 1 Cultural Resources Assessment Study(CRAS) and SHPO consultant materials to satisfy Section 106 consultation requirements.The Jacobs team will coordinate with the cultural review team member to provide project information, support, and review of the CRAS documentation. It is also anticipated that coordination with FAA will include discussions around the presence of hazardous substances at the proposed ConRAC project site, based on building assessments prepared by Monroe County. With clarification on historic and hazardous materials effects, the Jacobs team will review applicable categorical exclusions with FAA and confirm next steps for NEPA processing of the ConRAC project. Page 4of6 The purpose of the survey will be to locate, identify, and bound any previously recorded or unrecorded prehistoric or historic period cultural resources associated with this project and to assess the significance in terms of eligibility for listing on the National Register of Historic Places (NRHP) according to criteria set forth in 36 CFR Section 60.4. Literature Review and BackgroundResearch A literature and background search for information pertinent to the project area will be conducted to determine previously recorded archaeological and historic resources within the project area as well as the potential for unrecorded resources.This will include a search of the Florida Master Site File (FMSF), County and local site inventories, books and journal articles, and unpublished cultural resource reports. Historic maps and environmental variables known to be associated with prehistoric and historic sites will be reviewed for the purpose of developing a predictive model of archaeological site occurrence. Historic Resources Survey An architectural historian will conduct a historic resources survey of the area of potential effect (APE) to ensure that resources that date from 1981 or earlier are identified, mapped, and photographed. For this proposal it is assumed that we will record at least two buildings, one building within the New Conrac Facility and the restaurant immediately adjacent to the improvements. Background research also identified the previously recorded historic airport resource group, which has been determined ineligible and the National Register-eligible Martello Tower;these will be noted in the report but not recorded. FMSF forms will be completed for each historic resource identified within the APE, its location will be marked on an aerial map and a digital photograph will be taken.A log will be kept with the resource's physical location and compass direction of each photograph.The resources' significance will then be evaluated for its potential eligibility for listing on the National Register. Historic physical integrity will be determined from site observations, field data, and photographic documentation. Historic research and informant interviews with individuals with knowledge of local history and the airport will conducted to assist in the evaluation of historic resources. Report A report presenting the methods, findings, evaluations, and recommendations of the CRAS will be prepared and submitted for review and comment.After receiving the comments, the document will be revised and prepared for a final report that can be submitted to the FAA, SHPO, and federally recognized Native American Tribes, if necessary,for review and/or concurrence.We will provide a digital version of the report on CD and the hard copy and associated material required by the SHPO.
