The U.S. Fish &Wildlife Service would like to donate a Type 6 Fire
Engine (Brush Truck) to the Monroe County Fire Rescue. The Engine
specifications are: 2012 Ford F450 with 81, 500 miles on it. In good
working order. The Engine comes with a 300 Gallon water tank, gas
powered pump and storage boxes as well as red emergency lights.
Everything is in good working order. Based on past sales of these excess
trucks, the estimated value is $59,000. The U.S. Fish & Wildlife Service
will also deliver this engine to the Big Pine Key fire station and provide
a day of training on the apparatus for the folks on shift.
MCFR has always been very supportive of our prescribed burning
operations and the protection of the community of Big Pine Key and the
surrounding wildlands. This donation is just an extension of that
partnership as we rely heavily on your organization for wildfire
suppression in the absence currently of the Florida Forest Service.

Purpose:
This policy establishes Department of the Interior(DOI) specific guidelines for disposing of fire-
fighting equipment that is no longer needed to carry out the functions of the wildland fire
management program.
Scope:
This policy applies to DOI firefighting and emergency equipment no longer needed to carry out
the functions of the wildland fire management program, which includes, but is not limited to, the
following items: fire engines, heavy equipment, communication devices, protective clothing and
gear, pumps and accessories, hand tools, and fire line packs, etc.
Effective date:
This policy is effective upon signature.
Background:
Congress recognizes that safe and effective protection in the urban wildland interface demands
close coordination between local, State, Tribal, and Federal firefighting resources. For the
FY2018 Interior Appropriations Act, P.L. 115-141, SEC. 427, the Secretary of the Interior is
authorized to enter into grants and cooperative agreements with volunteer fire departments,
rural fire departments, rangeland fire protection associations, and similar organizations to
provide for wildland fire training and equipment, including supplies and communication devices.
Notwithstanding 121(c) of title 40, United States Code, or section 521 of title 40, United States
Code, the Secretary is further authorized to transfer title to excess DOI firefighting equipment no
longer needed to carry out the functions of the DOI wildland fire management program to such
organizations.
This authority supports the National Cohesive Wildland Fire Management Strategy by improving
the safety, capacity, and capabilities of rural and volunteer local cooperators (fire departments
and Rangeland Fire Protection Associations) that protect remote communities and natural
resources and play a substantial cooperative role in the suppression of wildland fires.
Action:
Bureaus and offices are authorized to complete the following actions:

• Transfer the title of DOI firefighting equipment no longer needed to carry out the
functions of the wildland fire management program to one of the following organizations:
Rangeland Fire Protection Associations (RFPA), local volunteer fire departments, or
cooperators that protect remote communities and play a substantial cooperative role in
the suppression of wildland fires on DOI and other federal lands.
• Bypass the GSAXcess process for excess firefighting equipment and perform direct
transfers to RFPAs and similar local firefighting cooperators. Please note the following
exception: Working Capital Fund (WCF) equipment, must be processed as a negotiated
sale coordinated by the controlling WCF Office.
Bureaus and offices must complete the following actions:
• Develop supplemental policy or adhere to existing policy to ensure equipment is
transferred based on sound evaluation and strategic priorities. Equipment transfers must
be awarded strategically to enhance collaborative wildland fire efforts.
• Coordinate equipment transfers with bureau property managers.
• Record equipment transfers through retirement transaction within the Financial Business
and Management System.
• Use the appropriate disposal reason code, accounting for Federal Automotive Statistical
Tool (FAST)-relevant and non-FAST-relevant equipment.
Direct bureau-specific questions to bureau and office internal rural assistance agreement
specialists as noted in bureau-specific guidance.
