AGENDA ITEM WORDING: Staff Update Regarding the Status of Monroe County's List of Priority
Projects to Increase Traffic Flow on U.S.1, Adopted as BOCC Resolution No. 244-2025 on July 16,
2025, Per the Recommendation of the Florida Keys Transportation Coordination Committee, and
Transmitted to the Florida Department of Transportation on July 24, 2025.
ITEM BACKGROUND:
In 2021, following a process of data collection, stakeholder engagement, and public participation, the
Board of County Commissioner adopted the U.S. I Transportation Master Plan(available on the County
website: 1..J,S. 1 u �a ortation ]Masb� i 1� ), including Appendix G — a list of 183 projects providing
potential solutions to improve traffic flow and level of service and to provide multimodal improvements
on U.S.I. In 2022, the potential projects list was reviewed by the Florida Keys Transportation
Coordination Committee (FKTCC) to recommend prioritization of the projects. The FKTCC is made
up of elected officials and their representatives from each city and the county. The BOCC adopted a
county-wide prioritization list in 2022 (Resolution No. 075-2022) and transmitted to FDOT 12 Primary
Priority Recommendation, and 24 Secondary Priority Recommendations. The County worked
cooperatively with FDOT and the incorporated jurisdictions to evaluate, make progress on and/or
complete projects on the priorities list, and others identified in the Transportation Master Plan. A total
of 75 of the 183 projects were addressed by FDOT. Many of those 75 projects addressed have been
added to FDOT's 5 year work plan and continue to be implemented.
In 2025, the FKTCC met and evaluated the remaining 108 projects for prioritization. In addition,
projects from the FDOT Freight Mobility Plan as well as new and updated projects were added to the
list of projects for consideration. Each incorporated city reviewed the project lists with their respective
boards and each city passed a resolution supporting a prioritization of the projects. The FKTCC created
a final recommended prioritization list: 25 categorized as Tier I (top priority) and 22 as Tier 2
(secondary priority) projects. Projects within a Tier are weighted equally against each other.
Subsequently each and every municipality within the County voted unanimously to support their own
resolutions in favor of the recommended priority project list.
On June 11, 2025 the FKTCC voted unanimously to approve a resolution in recommending the new
priority project list. On July 16, 2025, the BOCC adopted the FKTCC's recommended priority list
(BOCC Resolution No. 244-2025), and staff transmitted the list to FDOT for their review/evaluation of
the projects and incorporation of the projects into the FDOT work plan as appropriate.
Staff has continued to meet with FDOT to provide clarification and additional information regarding
individual priority projects. FDOT has been working with the county and each incorporated jurisdiction
to make progress on the projects within the list, and has clarified the role and next steps needed for
many items on the list. While there are several items that FDOT is not supportive of, the majority are
either complete or in progress. To further support coordination with FDOT, the BOCC added an FDOT
representative as an ex-officio member to the FKTCC in November, 2025. (BOCC Resolution 502-
2025).
On February 23, 2026, the FKTCC met to review the status of the 2025 priorities list and coordinate
with FDOT on next steps for both FDOT and each local government. The staff presentation summarizes
the status of the individual priority projects on the BOCC's 2025 priorities list.

October 20, 2021 —BOCC adopted Resolution No. 402-2021, approving the U.S.l Transportation
Master Plan including Appendix G—List of Potential Solution projects.
February 16, 2022—BOCC adopted Resolution 075-2022 providing Primary and Secondary Priority
recommendations to FDOT.
July 26, 2025—BOCC adopted Resolution 244-2025 providing updated Tier 1 and Tier 2 Priority
recommendations to FDOT.

A RESOLUTION BY THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS PRIORITIZING TRAFFIC FLOW IMPROVEMENT
PROJECTS FROM THE POTENTIAL SOLUTION LIST OF PROJECTS
WITHIN APPENDIX G OF THE APPROVED U.S. I TRANSPORTATION
MASTER PLAN THAT COULD ALLEVIATE CONGESTION ON U.S. 1
AND ASSIST IN IMPROVING THE LEVEL OF SERVICE ON U.S. 1;AND
FORWARDING THE PRIORITIZED RECOMMENDATIONS TO THE
FLORIDA DEPARTMENT OF TRANSPORTATION.
WHEREAS, Monroe County policies and regulations adopted in the Monroe County
Comprehensive Plan and Land Development Code are to maintain public health, safety, and
welfare of the citizens of the Florida Keys and to strengthen our local government capability to
manage land use and development; and
WHEREAS, Policy 301.4.1 of the Monroe County Comprehensive Plan requires Monroe
County to complete a Transportation Strategy Master Plan,through its Long-Range Transportation
Plan, by May 2021, incorporating an intermodal transportation system and considerations of
climate change implications; and
WHEREAS, Policy 301.5.2 of the Monroe County Comprehensive Plan requires by May
2021, Monroe County shall complete the County's Long Range Transportation Plan incorporating
the considerations of climate change implications; and
WHEREAS, Policy 401.3.1 of the Monroe County Comprehensive Plan states by May
2021, Monroe County shall complete a Transportation Strategy Master Plan, through its Long-
Range Transportation Plan, to enhance mass transit for all residents and visitors, in coordination
with municipalities and Miami-Dade County; and
WHEREAS,Monroe County Comprehensive Plan Policy 301.1.2 and Land Development
Code Sections 114-2 and 114-200 adopt the overall and segment level of service (LOS) standard
for U.S. I as LOS "C," represented by a median speed of 45 mph; and
WHEREAS, on February 17, 2021, the Monroe County Board of County Commissioners
(BOCC) adopted the recommendations of the U.S. I LOS Task Force and the 2021 Updated
Methodology Document, A Methodology To Assess Level-Of-Service On US-1 In The Florida
Keys for County use; and
WHEREAS, the 2021 U.S. 1 Arterial Travel Time and Delay Study (ATTDS) reports an
overall LOS C on U.S. 1 with a median speed of 45.5 mph and two (2) segments within the
Islamorada, Village of Islands operate below the adopted LOS standard (LOS D for Windley,
Segment 20 and LOS E for Upper Matecumbe, Segment 19); and
WHEREAS, the ATTDS has continually identified one or more segments within the
Islamorada, Village of Islands as operating below the adopted LOS standard for the County; and
WHEREAS, the Florida Keys are a chain of islands that are connected to each other and
the mainland by 112 miles of U.S. Highway 1 (U.S. 1), extending from Key Largo to Key West;
and
WHEREAS, traffic issues on. U.S. 1 affect the health, safety, welfare, economic
sustainability and quality of life of the residents and visitors to the Florida Keys; and
WHEREAS, the Florida Keys are dependent on a safe, attractive, resilient, sustainable,
and efficient access and travel along U.S. I throughout Monroe County; and
WHEREAS, on March 18, 2020, the Monroe County BOCC approved the completion of
a Transportation Master Plan to provide recommendations for U.S. 1 improvements to remedy
Level of Service issues and to improve traffic flow within Monroe County and multimodal
improvements; and
WHEREAS,the development of the U.S. I Transportation Master Plan includes reviewing
relevant existing data, such as traffic volumes, crash data, transit information; meetings with
stakeholders to get input on transportation issues and improvement opportunities; public input
from numerous sources and public meeting; analyzing these factors to identify potential issues and
develop potential high-level solutions, including roadway and multi-modal solutions to address
the needs of pedestrians, bicyclists public transit, and vehicular traffic; and
WHEREAS, on October 20, 2021, at their regular meeting, the Monroe County BOCC
adopted the U.S. 1 Transportation Master Plan; and
WHEREAS, the U.S. 1 Transportation Master Plan recommended potential project list
will be further reviewed by the Monroe County BOCC to evaluate the opportunities constraints
and to select and prioritize the projects at future meetings; and
WHEREAS, the municipal jurisdictions provided Monroe County BOCC with.
recommendations from U.S. 1. Transportation Master Plan recommended potential project list; and.
WHEREAS, the compiled list of potential projects from the County and municipalities
were prioritized through the review and input from the Florida Keys Transportation Coordination
Committee (FKTCC) at a meeting on January 24, 2022; and
WHEREAS, the FKTCC provided an overall recommendation to the Monroe County
Board of County Commissioners via FKTCC Resolution 01-2022: and
WHEREAS,the Monroe County BOCC considered the recommendations of the FKTCC
at a meeting on February 16, 2022, provided for public input and prioritized the potential project
list with the coordinated submission to Florida Department of Transportation (FDOT); and
WHEREAS, following public input and board discussion at the February 1.6, 2022
meeting, the Monroe County BOCC passed and adopted BOCC Resolution 075- 2022 providing
primary priority recommendations to the FDOT; and
WHEREAS, the FKTCC met on May 6,2025 and voted unanimously to adopt the new
priority project list and provided recommendations for second phase priority projects to the
Monroe County Board of County Commissioners; and
WHEREAS, the FKTCC met on June 11th and unanimously approved a resolution in
support of the new priority project list via FKTCC Resolution 01-2025: and
WHEREAS,the Monroe County BOCC considered the recommendations of the FKTCC
at a meeting on July 16, 2025, provided for public input and prioritized the potential project list
with the coordinated submission to Florida Department of Transportation (FDOT); and
WHEREAS, coordinated and comprehensive solutions are necessary for the traffic flow,
congestion, safety and other transportation issues that affect the Florida Keys; and
WHEREAS, the FDOT is tasked with providing a safe statewide transportation system
that ensures the mobility of people and goods, enhances economic prosperity, and preserves the
quality of our environment and communities, and
WHF.REAS, the partnership with FDOT is important to address and solve transportation
issues affecting the Florida Keys and recognizing the importance of and support for maintaining a
safe, resilient and efficient access and travel along U.S. 1.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1. Pursuant to the goals of improving traffic flow, alleviating congestion, improving
and maintaining the level of service for U.S. 1, enhancing safety and improving
intermodal transportation systems, the Board of County Commissioners has
identified recommendations for second phase priority projects from the potential
solution list for the traffic goals listed above.
Section2. The Board of County Commissioners does hereby provide the following
recommendations listed in Exhibit 1 and incorporated herein.
Section 3. The Board of County Commissioners recommendations are projects that benefit
and serve all Monroe County residents,enhancing their quality of life, while also
considering visitors and fostering economic sustainability for the Florida Keys.
Section 4. The Board of County Commissioners authorizes staff to forward this list of Primary
Priority.Recommendations addressing the predefined Potential Solutions List of
concerns defined in the TMP as ranked and notated by the County and the
municipalities, to the FDOT.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of the Board held on the l6th day of July 2025.

PHASE RECOMMENDATIONS TO THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS ON THE PRIORITIZATION OF THE
ENTIRE COMPILED LIST OF U.S.1 TRANSPORTATION MASTER PLAN
(APPENDIX G) PROJECT RECOMMENDATIONS PROVIDED BY THE
COUNTY AND MUNICIPALITIES FOR MONROE COUNTY BOARD OF
COUNTY COMMISSIONER REVIEW,APPROVAL AND TRANSMITTAL
TO THE FLORIDA DEPARTMENT OF TRANSPORTATION.
WHEREAS, the Florida Keys are a chain of islands that are connected to each other and
the mainland by 112 miles of US Highway 1 (U.S. 1), extending from Key Largo to Key West;
and
WHEREAS,traffic characteristics in the Florida Keys are unique and traffic volumes vary
significantly during different seasons; and
WHEREAS, traffic issues on U.S. 1 affect the health, safety, welfare, economic
sustainability and quality of life of the residents and visitors to the Florida Keys; and
WHEREAS, the Florida Keys are dependent on a safe, attractive, resilient, sustainable,
and efficient access and travel along U.S. 1 throughout Monroe County; and
WHEREAS, on July 17, 2019, the Monroe County Board of County Commissioners
adopted Resolution 201-2019, establishing the Florida Keys Transportation Coordination
Committee to coordinate transportation efforts between the County and its five municipalities; and
WHEREAS, the Florida Keys Transportation Coordination Committee (FKTCC) is
charged with developing recommendations for potential solutions to the traffic issues that exist
throughout the Florida Keys; and
WHEREAS, pursuant to Resolution 201-2019, the mission and purpose of the FKTCC is
to develop and promote a system of public transportation in various modes to support the needs of
the residents throughout the County in a coordinated and comprehensive manner; and
WHEREAS, on March 18, 2020, the Monroe County Board of County Commissioners
approved the completion a Transportation Master Plan to provide recommendations for U.S. 1
improvements to remedy Level of Service issues and to improve traffic flow within Monroe
County and multimodal improvements; and
WHEREAS,the development of the U.S. 1 Transportation Master Plan includes reviewing
relevant existing data, such as traffic volumes, crash data, transit information; meetings with
stakeholders to get input on transportation issues and improvement opportunities; public input
from numerous sources and public meetings; analyzing these factors to identify potential issues
and develop potential high-level solutions, including roadway and multi-modal solutions to
address the needs of pedestrians, bicyclists, public transit, and vehicular traffic; and
WHEREAS, on October 20, 2021, at their regular meeting, the Monroe County Board of
County Commissioners adopted the U.S. I Transportation Master Plan; and
WHEREAS, the U.S. I Transportation Master Plan recommended potential project list
(Appendix G) was further reviewed by the Monroe County and the municipalities to select
recommended projects; and
WHEREAS, based on the purpose and focus of the established committee, the knowledge
gained of the transportation issues/opportunities from the participation efforts of the committee
members, and with the committee representation including a member from each local jurisdiction;
the FKTCC can provide an inclusive and balanced forum for prioritization of the entire compiled
list of project recommendations from the County and municipalities; and
WHEREAS, the compiled list of potential projects from the County and municipalities
will be prioritized through the review and input from the FKTCC; and
WHEREAS, on the 24th day of January 2022 the FKTCC approved resolution 001-2022
recommending an overall prioritized project list to the Monroe County Board of County
Commissioners.
NOW THEREFORE, BE IT RESOLVED BY THE MONROE COUNTY FLORIDA
KEYS TRANSPORTATION COORDINATION COMMITTEE:
Section 1. The FKTCC has reviewed the master list of projects and desires to update the list
for second phase priority projects it is recommending to the Monroe County Board
of County Commissioners for transmittal to FDOT.
Section 2. The FKTCC recommendations are being provided to assist the County in
identifying transportation projects to evaluate and forward to the Florida.
Department of Transportation.
Section 3. The FKTCC recommends the following prioritized project list (primary and
secondary priority lists) to the Monroe County Board of County Commissioners,
as listed in Attachment A, and incorporated herein.

WHEREAS, the U. S. 1 Transportation Master Plan was developed in coordination with the
public, stakeholders, and municipalities; and
WHEREAS, the U. S. 1 Transportation Master Plan was provided to the municipalities in
draft and final format to encourage each community to review the Potential Solution List and
provide feedback to the County, and
WHEREAS, on October 20, 2021, at their regular meeting, the Monroe County Board of
County Commissioners ("BOCC") adopted the U. S. 1 Transportation Master Plan; and
WHEREAS, the U.S. 1 Transportation Master Plan recommended potential project list will
be further reviewed by the BOCC to evaluate the opportunities, constraints and to select and
prioritize the projects at future meetings; and
WHEREAS, on January 11, 2022, the Village Council adopted Resolution No. 22-01-01
approving a list of transportation recommendations from the potential solution list of projects
within Appendix G of the approved U.S. 1 Transportation Master Plan; and
WHEREAS, the Florida Keys Transportation Coordination Committee ("FKTCC") has
adopted Resolution No. 001-2022 providing the prioritized project list to the BOCC.
WHEREAS, the BOCC adopted Resolution No. 075-2022, prioritizing the traffic flow
improvement projects and forwarding the prioritized recommendations to the Florida Department
of Transportation ("FDOT").
WHEREAS, the FKTCC has reconvened and is providing an updated list of second phase
recommendations to the BOCC via a FKTCC resolution for review, approval, and transmittal to
FDOT; and
WHEREAS, it is anticipated that the BOCC will adopt a resolution with the entire prioritized
project list, with the coordinated submission to FDOT; and
WHEREAS, FDOT is tasked with providing a safe statewide transportation system that
ensures the mobility of people and goods, enhances economic prosperity, and preserves the
quality of our environment and communities; and
WHEREAS, the partnership with FDOT is important to address and solve transportation
issues affecting the Florida Keys and recognizing the importance of and support for maintaining
a safe, resilient and efficient access and travel along U.S. 1; and
WHEREAS, the Village Council finds that providing the BOCC with the Village's
transportation project recommendations and supporting the FKTCC second phase project
recommendations is in the best interest of the Village and its residents.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF ISLAMORADA,

WHEREAS, on March 18, 2020, the Monroe County Board of County
Commissioners approved the completion a Transportation Master Plan to provide
recommendations for U.S. 1 improvements to remedy Level of Service issues and to
improve traffic flow within Monroe County and multimodal improvements; and
WHEREAS, the development of the U.S. 1 Transportation Master Plan includes
reviewing relevant existing data, such as traffic volumes, crash data, transit information;
meetings with stakeholders to get input on transportation issues and improvement
opportunities; public input from numerous sources and public meetings; analyzing these
factors to identify potential issues and develop potential high-level solutions, including
roadway and multi-modal solutions to address the needs of pedestrians, bicyclists, public
transit, and vehicular traffic; and
WHEREAS, the U.S. 1 Transportation Master Plan was developed in coordination
with the public, stakeholders, and municipalities; and
WHEREAS, the U.S. 1 Transportation Master Plan was provided to the
municipalities in draft and final format to encourage each community to review the

Florida Keys Transportation Coordination Committee to coordinate
transportation efforts between the County and its five
municipalities; and
WHEREAS, the Florida Keys Transportation Coordination
Committee (FKTCC) is charged with developing recommendations for
potential solutions to the traffic issues that exist throughout
the Florida Keys; and
WHEREAS, pursuant to Monroe County Resolution 201-2019, the
mission and purpose of the FKTCC is to develop and promote a system
of public transportation in various modes to support the needs of
the residents throughout the County in a coordinated and
comprehensive manner; and
WHEREAS, the FKTCC compiled priorities from all member
governments which was passed via Resolution 408-2021 by Monroe
County' s Board of County Commissioners on November 3, 2022 and
presented to FDOT as the 2022 Recommendations to the Monroe County
Transportation Master Plan; and

and has asked FKTCC to update their Recommendations to the Monroe
County Transportation Master Plan; and

Committee followed a robust scoring effort to rank the 2025

Please accept this official transmittal by the Monroe County Board of County Commissioners (BOCC)
under their authority, and the Florida Keys Transportation Coordination Committee (FKTCC), of the
Second Phase 2025 US1 Priority Project List. The BOCC transmittal Resolution #244-2025 officializes
the submission of the FKTCC new 2025 project listing under their Resolution #001-2025. This effort is
supported by each municipality of Monroe County by their individual Board and Council Resolutions,
included in the packet for your reference. Each municipality appointed their own elected official
representative to the FKTCC and were involved in the construction of the 2nd Phase US1 Priority Project
List from the start.
This second phase listing picks up where the original Priority Project list submitted to FDOT in 2022 left
off. We are pleased with the outcomes of the first priority project listing pulled from the County's
Transportation Master Plan of 183 projects, with highlighted priorities from the FKTCC. FDOT's
response was phenomenal with 75 projects either addressed by studies, in the process of being
addressed, or actual work projects undertaken, such as critical turning lanes to expediate traffic flow.
These are small projects, on the low end of expenditure, but extremely effective in eliminating
bottleneck areas, and we are extremely pleased with the results. The second phase list continues this
historical partnership established between Monroe County and FDOT.
