AGENDA ITEM WORDING: Discussion and Direction Concerning the Establishment of a Stock
Island Specific Overlay District with the Goal of Preserving and Protecting the Unique Character of
the Stock Island Community while Encouraging Orderly and Sustainable Development and
Redevelopment. TIME APPROXIMATE 10:10 A.M.
ITEM BACKGROUND:
On January 14,2025, County Staff joined local business and property owners to discuss ongoing challenges
related to the redevelopment of existing nonresidential structures,parking constraints, and long-term
improvement opportunities on the island. The tour focused on the realities faced by property owners and
businesses seeking to redevelop or expand their businesses and improve areas prone to dumping and illegal
construction.
The Planning and Environmental Resources Department is seeking direction on the creation of an Overlay
District that would be specific to Stock Island.
The purpose for the creation of the Overlay District would be:
To preserve and protect the unique character of the Stock Island community and encourage orderly and
sustainable development and redevelopment.
Issues Staff has Identified that should be addressed include:
Required Setbacks
Parking Requirements
Floor Area Ratios
Landscaping and Bufferyard Requirements
Storage Areas
Open Space Requirements
A de minimus Threshold that can be used to determine when a parking study is needed
