This project is funded by Florida Department of Environmental Protection Grant#22-FRP-132. ITEM BACKGROUND: The change order increases the volume of rock riprap from 7,904 TN to 101092 TN to account for field condition changes and complete the breakwater as designed and permitted. It was also determined based on field conditions that additional rock riprap would be required at the Living Shoreline feature to stabilize the slopes, entry and exit points to minimize erosion and help provide attenuation in order to allow for the new plants to establish. Repairs to the breakwater structure will help provide protection from storm surge and high winds as it increases the resilience of the neighborhood. The Duck Key Living Shoreline Project is rebuilding and enhancing 10,650 linear feet of existing breakwater wall and rehabilitating it as a Living Shoreline which includes natural vegetated aspects from mangrove plantings, seagrass beds, and other living shoreline applications to reduce climate risks while enhancing habitat and benefiting the Florida Keys Natural Marine Sanctuary, designated as among Florida's Outstanding Waters. The County received a $3,327,266.00 grant from the Florida Department of Environmental Protection (FDEP)under Grant#22-FRP-132 as part of the Resilient Florida program. There is no match required. Work must be completed by June 30, 2026 to qualify for reimbursement from FDEP. Although partial completion of work will qualify for reimbursement, all work is anticipated to be completed prior to the deadline due to the vendor's commitment to the project and bringing in additional crews and resources to complete the project on time. However,based on their ability to bring in additional resources along with efficiency in placement and identifying reuse of existing rock riprap meeting the specifications within the project,they are able to account for an additional 2,188 TN of rock riprap,which will help complete all phases of the project as designed and permitted. It was also determined based on field conditions that additional rock riprap would be required at the Living Shoreline feature to stabilize the slopes, entry and exit points to minimize erosion and help provide attenuation to allow for the new plants to establish. Based on these items,the Contractor is requesting a change order by increasing the volume of rock riprap from 7,904 TN to 10,092 TN to account for the field condition changes and help complete the project.
