ITEM BACKGROUND: F.S 125.74(l)(j) vests the County Administrator the power to organize the work of County Departments, subject to the administrative code by the Administrator and adopted by the Board and to routinely review the departments, administration and operation of the County and make recommendations regarding reorganization to the Board. The statute requires that the Boards approve the organizational table and confirm the department heads. The recently updated Section 2- 58 of the County Code further expounds upon the County Administrator's authority in F.S. 125.74 to reorganize County departments subject to the approval of the County Commission. Under the recently updated Section 2-58(d)(1)(R) of the Code, the County Administrator is responsible for reorganizing the work of county departments subject to BOCC approval. The Administrator is proposing a mid-year update to the County's table of organization to effectuate some adjustments that she believes will improve the operation of the county. In summary, the Administrator is proposing: 1. Creating a position for Division Director of Public Works; 2. Elevating two positions Department Head to Division Director: Growth Management and Emergency Services. 3. Reconfirm all department heads. 4. Add an office for an Administrative Director of Administrative Code and Directives. No additional Full Time Equivalent positions (FTE's) are needed because vacant positions are being used to create the positions of Division Director of Public Works and Administrative Director of Administrative Code and Directives. The resolution also directs the County Attorney review the County Code to determine if any amendments are necessary as a result of the updated table of organization and, if he determines changes are necessary, the resolution authorizes him to draft an ordinance proposing such amendment(s) and advertise a public hearing on proposed ordinance. WHEREAS, Sec. 125.74(1)(j), Florida Statutes vests the County Administrator with the power and duty to organize the work of the County departments, subject to an administrative code developed by the Administrator and adopted by the Board, and to review the departments, offices, administration, and operation of the County and make recommendations pertaining to thereto for reorganization by the Board; and WHEREAS, Section 2-58 of the Monroe County Code adopts and incorporates the County Administration Law into the County Code; and WHEREAS, the County Administrator proposes a reorganization of County departments, assigning various Divisions, Departments, and Offices to be managed by the County Administrator and two Assistant County Administrators; and WHEREAS, F.S. 129.01, F.S. 218.32, F.S. 218.33, and various administrative regulations adopted by the Department of Financial Services require the County, when adopting a budget, to report proposed expenditures by the organizational units at the department level; and WHEREAS, two new positions, Public Works Division Director and Administrative Director of Administrative Code and Directives are being added to the County Management Organizational Chart; and WHEREAS, two positions are being elevated to Division Director: Growth Management and Emergency Services; and WHEREAS, nothing herein rescinds Resolution 437-2025, which confirmed the County Administrator's appointment of Cory Schwisow as the County's Emergency Management Director; and WHEREAS, the table of organization adopted herein represents a graphical depiction of such organizational units of County government. Board of County Commissioners NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: SECTION 1. Recitals. Each "WHEREAS" clause set forth above is incorporated herein as a finding of fact by the Board. SECTION 2. Adoption of Table of Organization. The Board accepts the recommendation of the County Administrator regarding the re-organization of County Departments and offices and hereby adopts the Table of Organization as revised which is attached hereto and incorporated by reference herein as "Exhibit A". SECTION 3. Division Director confirmation. The Board confirms the following Division Directors as listed herein: Emily Schemper—Growth Management Division Director Chief R.L. Colina—Emergency Services Division Director Vacant—Public Works Division Director SECTION 4. Department Head confirmation. The Board rescinds all previous Department Head confirmations and confirms the following Department Heads as listed herein: Cathy Crane-Department of Community Services Daryl Greenlee—Department of Fleet Dr. Michael Steckbauer—Department of Medical Examiner Richard Strickland—Department of Airports Bryan Cook—Department of Employee Services Alan MacEachern—Department of Information Technology Kimberly Matthews—Department of Libraries Judith Clarke—Department of Engineering and Roads/Bridges William Desantis—Department of Facilities Management John Allen—Department of Parks and Recreation Cheryl Sullivan—Department of Solid Waste Rick Griffin—Department of Building Cynthia McPherson—Department of Code Compliance Devin Tolpin—Department of Planning and Environmental Resources SECTION 4. Effective Date. This Resolution shall become effective upon adoption and the new Table of Organization shall take effect on May 20, 2026 and shall continue to be in full force and effect until modified or rescinded by subsequent resolution of this Board. SECTION 5. The County Attorney is directed to review the Monroe County Code of Ordinances, Land Development Code, and Comprehensive Plan to determine if any amendments are required to be made as a result of the updated Table of Organization and is authorized to draft aproposed ordinances made necessary to effectuate those updates and advertise and schedule a public hearing where the Board will consider that proposed ordinance.
