AGENDA ITEM WORDING:
Ratification of previous Agenda Item C10-26-6322, approved on May 20, 2026, which awarded
surplus units and equipment to the highest bidder(s), as set forth in the attached Purchasing
Department Tabulation sheet, and authorized the award of surplus items to the next highest bidder(s),
if necessary, until the items are disposed of, this agenda item further authorizes the County
Administrator to sign the Bills of Sale, Absolute, or other title transfer documentation, including
certificates of title, as may be applicable,relating to the award of said surplus units and equipment.
ITEM BACKGROUND:
The substance of this item was approved in bulk as Item C10 at the May 20, 2026 BOCC meeting.
The delegation of authority for the County Administrator to execute all documents, including the
certificates of title (when applicable) was inadvertently omitted. This item is intended to ratify the
Agenda Item C10 and expressly delegate the signature authority to the County Administrator. Certain
surplus units and equipment were approved to be removed from County inventory at the October 15,
2025 BOCC meeting as shown in attached Agenda Item M2, and at the November 12, 2025 BOCC
meeting as shown in attached Agenda Item 03. The Notice of Request for Competitive Solicitations
was advertised in local newspapers, The Key West Citizen, on 3/14/26, Keys Weekly on 3/19/26, and
News Barometer on 3/20.26. The bid tabulation spreadsheet noting the bids for each surplus item is
attached and sets for the highest bidder for each surplus unit and equipment to be awarded. If the
highest bidder fails to complete the purchase transaction after reasonable notification of the award and
time limits in which to respond, then authorization to award to the next highest bidder(s) until final
disposition of the surplus units and equipment is complete in accordance with the Monroe County
Purchasing Policy Manual ("Manual"). Following payment, the County Administrator may be
required to sign the Bills of Sale, Absolute,Notices of Sale, Certificates of Title, and other title
transfer documentation as may be applicable, and such authority, which is consistent with the
requirements set forth in the Manual, is hereby conveyed by this BOCC by this approval.

ITEM BACKGROUND:
F.S. 274.05-274.07 and Monroe County Purchasing Policy state that the Board of County
Commissioners shall approve the disposal of items that have been declared to be surplus by the
Property Manager within the office of the Clerk of the Courts. Each of the items on the attached list has
been certified by its department to be of no value. Once disposal is approved, the items will be removed
from the Fixed Asset Inventory List.
