Easton, Trustee; and Guherqui International, S.A. (the Applicant) submitted an Application for Development Approval (ADA) for the proposed City Park project to the South Florida Regional Planning Council (SFRPC)and Miami-Dade County, accompanied by an executed Agreement to Delete that outlines the specific questions to be addressed and the methodologies, data sources, and assumptions to be used, developed in coordination with federal, state, regional, and local agency partners. City Park is a proposed 954-acre master-planned development located on agricultural land outside the County's Urban Development Boundary (UDB), requiring concurrent Comprehensive Development Master Plan and zoning approvals.As a Development of Regional Impact (DRI), the project is subject to coordinated, multi-agency review due to its scale and potential cross-jurisdictional effects,with a long procedural history including an initial ADA submission in 2005, a sufficiency finding in 2008, subsequent timeline waivers, and reactivation of the review process in 2021 with updated data and analysis. The Council formally began, in October 2025, a coordinated review with partner agencies of the applicant's responses to the agreed-upon sufficiency questions. The ADA was found to be 'insufficient,' and a Statement of Information Needed (SIN1) was transmitted to the applicant. On March 23, 2026, a second submittal from the applicant, ADA2, was forwarded to the reviewing agencies to determine sufficiency. ADA2 reflects the applicant's responses to the executed Agreement to Delete and incorporates a reduction of 75,251 square feet of retail (from 749,153 to 673,902 SF)as well as responses to prior agency comments (Statement of Information Needed-1). On May 7, 2026, the Council found ADA2 insufficient and transmitted a second Statement of Information Needed (SIN2)to the applicant. Hurricane Preparedness Under the 2014 Hurricane Preparedness Rule (73C-40.0256), hurricane vulnerability zones are defined based on areas requiring evacuation during a Category 3 storm, with Zones A, B, and C designated as evacuation zones. Because the City Park DRI is located within Zone D—outside the designated evacuation zones—the applicant is not required to evaluate impacts on hurricane evacuation routes; however, to address broader regional planning concerns, the South Florida Regional Planning Council (SFRPC) nonetheless conducted an analysis. Using the Transportation Interface for Modeling Evacuations (TIME) model outputs provided by FDOT Central Office, the Council, in coordination with its consultant Via Planning, assessed whether the proposed development would result in significant adverse impacts to regional evacuation routes, with findings documented in the attached technical memorandum. The conclusion of the assessment was that the proposed development would not trigger the thresholds for significant adverse impact to regional hurricane evacuation routes. (via) conducted a hurricane evacuation routes capacity examination for the City Park Development of Regional Impact (DRI) using the evaluation framework established under Florida Administrative Code (FAC) Section 73C-40.0256(4)(c).This framework provides criteria for assessing whether the proposed development's anticipated evacuation traffic would have a significant impact on the hurricane evacuation by comparing the project's anticipated evacuation traffic to twenty-five percent (25%) of the peak hour directional level-of-service (LOS) E service volume threshold. Although FAC Section 73C-40.0256 has been repealed, this criterion was applied for consistency with the DRI evaluation analysis that the applicant is conducting, due to the grandfathering in law of this particular application. This technical memorandum presents the assumptions, data sources, and results of that evaluation. Finding Based on the assumptions, data sources, and methodologies documented in this memorandum, the analysis indicates that, under peak hour evacuation conditions, the City Park's anticipated evacuation traffic is not expected to have a significant impact when evaluated using the criterion described in FAC Section 73C-40.0256(4)(c). Methodology The evacuation roadway network used in this analysis was obtained from the Florida Department of Emergency Management's (FDEM) Storm Surge Planning Zone and Evacuation Routes map for Miami-Dade County, dated August 2021. The map is provided in Attachment A. Context classification and laneg�ge information for the analysis segments were obtained from the Florida Department of Transportation's (FDOT's) GIS Open Data Hub.' Level-of-service (LOS) thresholds for the analysis segments were evaluated based on FDOT's Multimodal Quality Level of Service Handbook, dated January 2023. Excerpts from the handbook I https://gis-fdot.opendata.arcgis.com are included in Attachment B. For roadway segments where LOS E thresholds were not available, LOS D thresholds were used as a conservative substitute. The peak-hour evacuation volume from the DRI was estimated using project-specific data, published evacuation studies information, and assumptions based on engineering judgment and reasonableness. The total evacuation demand was calculated for the DRI's 7,800 residential dwelling units. The average vehicle ownership in Miami-Dade County is two (2) vehicles per household, as reported by Miami-Dade County2; however, a rate of 1.5 vehicles per household was applied for this analysis assuming that on average, every other household will take two (2) cars to evacuate. It is expected that most families would evacuate together in one single vehicle, particularly given practical challenges associated with evacuation, such as fuel,food, and shelter availability. Using 1.5 vehicles per household is a conservative estimate. An evacuation participation rate of 72 percent was assumed, consistent with evacuation behavior assumptions documented in the FDEM Database.3 This rate corresponds to site-built development in Miami-Dade County, located within Surge Evacuation Zone D for a Category 5 storm event. Miami-Dade MPO's Simulation and Analysts of Potential Mass Evacuation of Miami-Dade Residents documents a twenty percent (20%) peak hour factor, corresponding to a five (5) hour evacuation window.4 For a Category 5 hurricane, mandatory evacuation orders are typically issued 36 to 48 hours in advance, with evacuation demand distributed over a multiday window. Under these conditions, the average hourly evacuation rate would be approximately three percent (3%). However, for a conservative estimate, a peak hour factor of ten percent (10%) was applied to estimate the peak hour evacuation volume from the City Park DRI. A summary of the data, assumptions, and peak hour evacuation volume calculation is provided in Table 1.
