Approval of a Resolution rescinding Resolution Numbers 232-2022, 277-2009, 093A-2002, 056-
1992, and 077-1991, all related to the Human Services Advisory Board ("HSAB"); dissolving the
HSAB; and clarifying that all related HSAB policies,procedures, administrative directives, formal
motions, formal motions, and past related actions pertaining to the HSAB will sunset concurrent with

ITEM BACKGROUND:
The Human Services Advisory Board ("HSAB") was previously established by the Board of County
Commissioners (`BOCC") to review and provide recommendations regarding certain human services
funding requests within Monroe County. Over time, the BOCC adopted multiple resolutions relating
to the creation, administration, governance, and operation of HSAB, including Resolution Nos. 077-
1991, 056-1992, 093A-2002, 277-2009, and Resolution No. 232-2022, which consolidated prior
HSAB-related provisions and maintained certain aspects of earlier HSAB resolutions in effect.
On April 15, 2026, the BOCC discussed the future administration and oversight of County-supported
health and human services and considered alternative structures for the administration of related
funding and services. Following such discussion and policy direction, the BOCC determined that the
existing HSAB structure, associated funding framework, and related administrative processes are no
longer necessary to accomplish the County's intended governmental objectives and policy direction.
The Resolution rescinds Resolution Numbers 232-2022, 277-2009, 093A-2002, 056-1992, and 077-
1991, together with any other HSAB related resolutions, or parts thereof, and any related authority
formerly vested in HSAB; formally dissolves the Human Services Advisory Board as an advisory
board to the BOCC; and provides that all associated HSAB policies,procedures, administrative
directives, formal motions, application processes, guidelines, and related actions shall sunset
concurrent with final close-out procedures for Fiscal Year 2026.
PREVIOUS RELEVANT BOCC ACTION:
On April, 15, 2026, the BOCC discussed future direction regarding human services funding and
directed staff to develop an alternative funding and services structure utilizing existing County
departments and intergovernmental partnerships.
Additionally, on August 17, 2022, the BOCC adopted Resolution No. 232-2022, which repealed and
replaced prior HSAB resolutions and consolidated provisions relating to HSAB.
On September 16, 2009, the BOCC adopted Resolution No. 277-2009 establishing administrative
financial requirements and reporting related to HSAB funding recommendations.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
RESCINDING RESOLUTION NOS. 232-2022, 277-2009,
093A-2002,056-1992,AND 077-1991,ALL RELATED TO THE
HUMAN SERVICES ADVISORY BOARD, AND
DISSOLVING THE HUMAN SERVICES ADVISORY
BOARD; CLARIFYING THAT ALL POLICIES,
PROCEDURES, ADMINISTRATIVE DIRECTIVES,
FORMAL MOTIONS, AND PAST RELATED ACTIONS
PERTAINING TO THE HUMAN SERVICES ADVISORY
BOARD WILL SUNSET CONCURRENT WITH THE
FISCAL YEAR 2026 BUDGET CLOSE-OUT PROCEDURES;
PROVIDING FOR CONFLICTS; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Board of County Commissioners of Monroe County, Florida ("BOCC")
previously established the Human Services Advisory Board ("HSAB") as an advisory board to
review and provide recommendations regarding certain human services funding requests within
Monroe County; and
WHEREAS, on August 17, 2022, the BOCC adopted Resolution No. 232-2022 which
repealed and replaced Resolution No. 077-1991, Resolution No. 056-1992, and Resolution No.
093A-2002 in order to consolidate all current information related to HSAB; however, there are
provisions within Resolution No. 232-2022 that kept certain aspects of the earlier HSAB
resolutions in effect; and
WHEREAS, handled as a separate earlier measure on September 16, 2009, the BOCC
adopted Resolution No. 277-2009, in order to establish specific administrative financial
requirements and reporting that would facilitate decision-making by the BOCC and HSAB; and
WHEREAS,the BOCC has determined that the existing HSAB, its funding structure, and
associated policies, procedures, and administrative processes are no longer necessary to
accomplish the County's desired administration and oversight of human services funding; and
WHEREAS, in an effort to provide clarity moving forward, the BOCC hereby seeks to
rescind the following Resolution Nos.: 232-2022,277-2009,093A-2002,056-1992,and 077-1991,

in their totality, and rescind any other resolutions, or parts thereof, that relate to the authority
created and formerly vested in the HSAB; and
WHEREAS,additionally,BOCC hereby seeks to sunset, or render ineffective, any and all
policies,procedures, administrative directives, formal motions, and past related actions pertaining
to HSAB as of the date for final close-out of the County's Fiscal Year 2026 Budget; and
WHEREAS, the BOCC has broad powers to perform governmental functions, and
exercise its power to promote the health, safety, welfare, and quality of life of Monroe County's
residents, and hereby finds that it is in the best interest of the health, safety, and welfare of the
residents of Monroe County to rescind the existing HSAB framework and its associated processes.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA:
Section 1: That the foregoing"WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution.
Section 2: That the County Commission hereby rescinds Resolution Nos. 232-2022,
277-2009, 093A-2002, 056-1992, and 077-1991, in their totality; and rescinds any other
resolutions, or parts thereof, that relate to the authority created and formerly vested in the Human
Services Advisory Board.
Section 3: That the County Commission hereby dissolves the Human Services
Advisory Board (HSAB), and such board is hereby eliminated as an advisory board to the Board
of County Commissioners of Monroe County, Florida.
Section 4: That the County Commission further directs that all associated Human
Services Advisory Board policies, procedures, administrative directives, formal motions,
application processes,guidelines, and related actions previously approved or utilized in connection
with the Human Services Advisory Board will sunset as of the date for final close-out of the
County's Fiscal Year 2026 Budget.
Section 5: That nothing herein shall prohibit Monroe County from exercising any
authority required by law relating to procurement, contracting, budget approval, auditing,
monitoring of contractual compliance, or expenditure of County funds.
Section 6: That all resolutions or parts of resolutions in conflict with this resolution are
hereby rescinded to the extent of such conflict.
Section 7: That if any clause, section, other part or application of this resolution is held
by any court of competent jurisdiction to be unconstitutional or invalid, in part or in application, it
shall not affect the validity of the remaining portion or applications of this resolution.

Section 8: That this resolution shall be in full force and effect immediately upon its
adoption.

Florida, at a meeting of said Board held on this day of 52026.

- RESOLUTION NO. 077 -1991
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS,
MONROE COUNTY, FLORIDA CREATING THE HUMAN SERVICES
ADVISORY BOARD, PROVIDING FOR THE APPOINTMENT OF
MEMBERS, ENUMERATING THE PURPOSES OF THE BOARD,
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, there is a need for the Board of County
Commissioners to purchase services from Community based
agencies that impact on the health, safety and welfare of
the Citizens of Monroe County, and
WHEREAS, there is a need for a board of citizens that
will review requests for financial contributions from human
service (non-profit) agencies, and
WHEREAS, the purpose of this board is to evaluate
County needs and agency performances using established
guidelines so as to determine where the community will
derive the greatest benefit from the tax dollars expended,
and
WHEREAS, the Board of County Commissioners has approved
the assignment of responsibility for the administration of
funding for the agencies receiving County support to the
Director of Management Services through the Office of
Management and Budget,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, AS FOLLOWS:
SECTION I . There is hereby created and established the
Human Services Advisory Board, which shall be appointed by
the County Commission and shall have staff support
designated by the Director of Social Services .
SECTION II . The Advisory Board may obtain information
and counsel from the Clerk of Courts, the Division of
Management Services, and the Department of Social Services .
SECTION III . The board shall consist of 7 members, who
shall serve terms of 3 years each, provided, however, of
those members initially appointed to the board, 3 shall
serve until January 1993, 2 shall serve until January 1994,
and 2 shall serve until January 1995 .
SECTION IV. Membership of the committee shall include
one representative appointed by each of the five County
Commissioners and the two persons subsequently elected by
the committee at large.
SECTION V. No appointee shall be employed by, serving
on the board of, or be directly or indirectly associated
with any agency that is an applicant for or in receipt of
funds from the County.
SECTION VI . The board shall establish eligibility
guidelines and application procedures which shall become
effective upon approval by the County Commission. The board
shall ( 1) carefully evaluate the County's human services
needs, (2) recommend the most cost effective way of
obtaining needed services, (3) develop measures of the
services provided, and (4 ) determine which of those services
are appropriate for public funding.
SECTION VII . The board shall hold an organizational
meeting annually to elect a chairman, vice chairman and
secretary. Officers may serve no more than three
consecutive years in such office.
SECTION VIII . The board shall meet at the call of the
chairman or the Director of Social Services acting as
designated staff representative for the Board of County
Commissioners . All meeting shall be conducted in accordance
with the requirements of the Sunshine Law of the State of
Florida and all records shall be maintained in accordance
with the public records laws of the State of Florida. The
board shall abide by the rules and procedures of the Monroe
County Board of County Commissioners .
SECTION IX. The Monroe County Department of Social
Services shall provide staff assistance to the Board
including the preparation of all agendas and meeting
notices, taking of all minutes and scheduling appropriate
meeting places .
SECTION X. This Resolution shall become effective
immediately upon its adoption.

RESOLUTION NO. 77-1991, WHICH CREATED THE

RENT WITH THE TERMS OF THE COMMISSIONERS WHO
MADE SAID APPOINTMENT; PROVIDING FOR REMOVAL
OF A MEMBER FOR EXCESSIVE ABSENTEEISM;
PROVIDING FOR TRAVEL TO BE PAID TO ADVISORY
BOARD MEMBERS, AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, on March 13, 1991, the Board of County Commission-
ers did pass Resolution No. 77-1991, creating the Human Services
Advisory Board, and
WHEREAS, the Board of County Commissioners has determined
that the purposes of providing for each County Commissioner to
appoint one Advisory Board member will be best served by making
Advisory Board members ' terms concurrent with the term of their
appointing County Commissioner, and
WHEREAS, Section 112.061, Florida Statutes authorizes
payment of travel expenses of authorized persons conducting
government business, and
WHEREAS, the Board of County Commissioners has determined
that it is fair and equitable to reimburse the Advisory Board
members for travel expenses necessary to carry out their respon-
sibilities to the County, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows :
Section 1. Resolution No. 77-1991 , Section III is hereby
amended to read as follows :
(a) The Board shall consist of five
members, each of whom shall be appointed by
each individual County Commissioner and
limited to a term of two years or the
termination of the respective appointing
Commissioner's term, whichever shall first
occur; provided, however, that each Board
member shall serve on the Board until the
appointment of a successor.
(b) Any member of the Human Services
Advisory Board who absents himself from any
three (3) consecutive regular meetings of
said Board, unless excused from such attend-
ance by consent of the Board, expressed by
action of record in its official minutes, or
who is absent from a total of four (4)
regular meetings of said Board in any fiscal
year wihtout having been excused from such
attendance by consent of the Board expressed
by action of record in its offiical minutes,
shall thereby automatically forfeit his
position and office as a member of the Human
Services Advisory Board; and the name of such
person shall be automatically removed from
the membership of said Board immediately
after the adjournment of any such third
consecutive meeting or any such fourth
meeting in any fiscal year, as the case may
be, at which such member has not appeared.
The Board shall thereupon promptly notify the
member so removed and the Board of County
Commissioners for Monroe County. The
appointing Commissioner or remaining Board
members, depending on the method by which the
member so removed had been appointed to the
Board, shall thereupon appoint a new member
to serve the remainder of the unexpired term
of the member so removed.
Section 2. Section XI is hereby added to Resolution No.
77-1991, and shall read as follows :
Members of the Advisory Board shall be
compensated for those travel expenses
necessarily incurred in the performance of
their official duties .
Section 3. Section IV of Resolution No. 077-1991 is
hereby deleted.
Section 4. This resolution amendment shall become
effective immediately upon its adoption.

A RESOLUTION OF THE BOARD OF COMMISSIONERS OF MONROE COUNTY,
FLORIDA AMENDING RESOLUTION NUMBER 077-1991, WHICH CREATED THE
HUMAN SERVICES ADVISORY BOARD, REVISING THE CONFLICT OF INTEREST
PROVISION.
WHEREAS, on March 13, 1991, the Board of County Commissioners did pass
Resolution Number 077-1991, creating the Human Services Advisory Board; and
WHEREAS, on January 8, 1992, the Monroe County Board of Commissioners did pass
Resolution Number 056-1992, amending Resolution Number 077-1991; and,
WHEREAS, the Board of County Commissioners has often observed that those County
residents who are willing to serve on advisory boards are often active as volunteers or paid
employees or contractors of entities involved in the field for which the advisory board was
established; and,
WHEREAS, it is desired to enable volunteers with appropriate expertise and experience
to serve on advisory boards and yet prohibit only those conflicts of interest which are prohibited
by state statute; and,
WHEREAS, Resolution Number 077-1991, as previously amended, is more restrictive
than the state statute; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, that Section V of Resolution Number 077-1991 is hereby deleted, and
that the Human Services Advisory Board members shall comply with the Florida statutes
regarding ethics of county officers and employees.

RESOLUTION NO. 27,7.- 2009
RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, ESTABLISHING AUDIT AND OTHER REPORTING
REQUIREMENTS FOR NOT-FOR-PROFIT ORGANIZATIONS RECEIVING
GRANTS FROM MONROE COUNTY.
WHEREAS, Monroe County annually grants funding to a number of not-for-profit
providers of human and community-based services that benefit the health, welfare and
safety of the general public; and
WHEREAS, for a number of years the grant contracts have required all such grantees
to provide audited financial statements regardless of the size of their operations,
amount of grant, or the total revenues and expenditures of the organizations; and
WHEREAS, the Board of County Commissioners recognizes that the audit requirement
is a financial burden, particularly for the organizations operating with very limited funds
and/or not already obligated to provide audited financial statements to other grantors;
and
WHEREAS, the Board of County Commissioners also recognizes that if independent
financial accountability is not required by the grantees, the burden will have to be borne
by the taxpayers to cover more extensive auditing by the Clerk's office; and
WHEREAS, it is desired to provide a compromise solution that alleviates the financial
burden on the grantees which operate on minimal revenues yet retain a level of
accountability that minimizes the additional burden to the Clerk and, ultimately, the
taxpayers; and
WHEREAS, it is also desired to obtain additional information as to the services
provided by the grantees in order to assist the Human Services Advisory Board and the
BOCC in decision-making regarding grant applications; now therefore,
BE IT RESOLVED BY THE Board OF COUNTY COMMISSIONERS OF MONROE
COUNTY that:
Section 1. Agreements for the grant of funds to a not-for-profit organization for the
provision of services to the public shall require submission to the Office of Management
and Budget, Grants Department of the following:
A. For organizations with total annual expenditures of $150,000 or more, including the
amount of County grant, an annual audited financial statement from the organization's
most recently completed fiscal year and an IRS Form 990 also from the organization's
most recently completed fiscal year. (If the audit is qualified, the organization must
include a statement of deficiencies with corrective actions recommended/taken.)
B. For organizations with total annual expenditures of less than $150,000, including the
amount of County grant, an IRS Form 990 from the most recently filed tax return (but no
more than one fiscal year earlier than the grant award).
C. For all organizations, two performance reports; a performance report describing
services provided during the prior fiscal year (to be furnished at the start of the grant
period) and a final performance report describing services provided during the current
grant period (to be furnished within 30 days after the contract end date.) The
performance reports shall include statistical information regarding the types and
frequencies of services provided, a profile of clients (including residency) and numbers
served, and outcomes achieved.
D. All organizations receiving funding from Monroe County are subject to a financial
audit by and at the discretion of the County Clerk.
Section 2. This resolution shall replace any previously established policies on
contractual requirements for submissions of financial statements, both audited and non-
audited, and shall be supplemental to any requirements previously established for
reports regarding services.
Section 3. This resolution shall become effective for grants commencing October 1,
2009.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, CLARIFYING AND UPDATING THE
MEMBERSHIP PROVISIONS AND UPDATING THAT STAFF
SUPPORT IS PROVIDED BY THE DEPARTMENT OF BUDGET AND
FINANCE AND RESTATING THE FUNCTIONS OF THE HUMAN
SERVICES ADVISORY BOARD; PROVIDING FOR REPEAL OF
CONFLICTING RESOLUTIONS; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS,the Human Services Advisory Board (HSAB) was established on March 13, 1991, to
evaluate County needs and agency performances using established guidelines so as to determine where
the community could derive the greatest benefit from the expenditure of tax dollars; and
WHEREAS,the HSAB,which formerly received support from the Department of Social Services,
now operates with the support of the Department of Budget and Finance; and
WHEREAS,the resolutions which established and modified the HSAB refer to the Department of
Social Services, and are therefore outdated; and
WHEREAS,these resolutions contain other language that is outdated or needs clarification; and
WHEREAS, Resolution No. 077-1991, which established the HSAB, has since been modified by
Resolution No. 056-1992 and Resolution No. 093a-2002, and there is no single source containing all
current information about the HSAB; and
WHEREAS,the Board of County Commissioners finds that this resolution is warranted to clarify,
update, and consolidate prior resolutions;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA that:
Section 1. Resolution No. 077-1991, Resolution No. 056-1992, and Resolution No. 093a-2002 are
hereby repealed and replaced with this resolution.
Section 2.The Human Services Advisory Board (HSAB), established on March 13, 1991, shall
continue and shall be comprised of 5 members who are to be appointed by the Board of County
Commissioners as set forth in more detail below. The Department of Budget and Finance shall oversee
and assist with carrying out the functions of the HSAB as outlined in detail below.The HSAB shall have
staff support as designated by the Budget and Finance Director.
Section 3.The HSAB may obtain information and counsel from the Department of Budget and
Finance.The Department of Budget and Finance will assist with gathering information or counsel from
other County, state, or federal departments or agencies as needed.
Section 4.
(a) The HSAB shall consist of five (5) members, one of whom shall be appointed by each
individual County Commissioner.Terms will be for a two (2)year period or the
termination of the respective appointing Commissioner's term, whichever shall first occur;
provided, however,that each HSAB member shall serve on the HSAB until the
appointment of a successor. Nothing contained in this section shall be construed to place
any limit on the number of terms, consecutive or otherwise, any individual member can
serve.
(b) This resolution shall not be construed to alter the terms of HSAB members who hold their
positions at the time of this resolution's adoption.
(c) Any member of the Human Services Advisory Board who absents himself from any two (2)
consecutive regular meetings of said Board, unless excused from such attendance by
consent of the Board, expressed by action of record in its official minutes, shall thereby
automatically forfeit his position and office as a member of the Human Services Advisory
Board, and the name of such person shall be automatically removed from the
membership of said Board immediately after the adjournment of any such second
consecutive meeting at which such member has not appeared.The HSAB shall thereupon
promptly notify the member so removed and the Board of County Commissioners for
Monroe County.The appointing Commissioner shall thereupon appoint a new member to
serve the remainder of the unexpired term of the member so removed.
(d) In the event that a vacancy occurs on the HSAB while the seat of the appropriate
appointing commissioner is also vacant,the Mayor may nominate an individual to be
confirmed by the Board of County Commissioners.This individual shall serve as a member
of the HSAB until such time as the vacant commissioner's seat is filled and the new
commissioner selects a new appointee.
Section 5. Members of the HSAB shall comply with the Florida Statutes regarding ethics of
county officers and employees.The HSAB members are not required to file financial disclosure forms
under the provisions of F.S. 112.3144 and 112.3145.
Section 6.The HSAB shall establish, monitor, and update eligibility guidelines and application
procedures which shall become effective upon approval by the County Commission.The HSAB shall
(1) carefully evaluate the County's human services needs,
(2) recommend the most cost-effective way of obtaining needed services,
(3) develop measures of the services provided, and
(4) determine which of those services are appropriate for public funding.
Section 7.The HSAB shall hold an organizational meeting annually to elect a chairman,vice
chairman, and secretary. Officers may serve no more than three (3) consecutive years in such office.
Section 8.The HSAB shall meet at the call of the chairman or the Budget and Finance Director
whom acts as the designated staff representative for the Board of County Commissioners.All meetings
shall be conducted in accordance with the requirements of the Sunshine Law of the State of Florida and
all records shall be maintained in accordance with the public records laws of the State of Florida. The
HSAB shall abide by the rules and procedures of the Monroe County Board of County Commissioners.
Section 9.The Monroe County Department of Budget and Finance shall provide staff assistance
to the HSAB including the preparation of all agendas and meeting notices,taking of all minutes, and
scheduling of appropriate meeting places.
Section 10. Members of the HSA B shall be compensated for those travel expenses necessarily
incurred in the performance of their official duties.
Section 11.This Resolution shall become effective immediately upon its adoption.
