VALUE ADJUSTMENT BOARD
Final Meeting
Marathon Government Center
June 11, 2026, 10:00 A.M.
The 2025 Final Meeting of the Monroe County Value Adjustment Board was convened at
10:08 a.m. at the Marathon Government Center. In attendance and constituting a quorum were
Vice Chair County Commissioner David Rice, County Commissioner Jim Scholl, School Board
Member John Dick and School Board Citizen Member Jason Koler. Also in attendance were
Clerk of Court Kevin Madok, VAB Counsel Jennifer Sanchez, Deputy Clerk Sally Abrams,
Property Appraiser Scott Russell, Property Appraiser Supervisors Mike Russo, DeeDee Harnish
and Tina Malgrat and Counsel for the Property Appraiser Jennifer McClain. Members not
present were VAB Chair County Commissioner Craig Cates, School Board Member Mindy
Conn, and County Commission Citizen Member John Repetto. Vice-Chairman David Rice
chaired the meeting in the absence of Chairman Commissioner Craig Cates.
Item 1. Call to Order. Vice-Chairman David Rice called the meeting to order and lead the Pledge
of Allegiance.
Item 2.Chairman's Statement. Vice-Chairman David Rice read the Chairman's Statement on
Public Comment.
Item 3. Public Comment. There were no members of the public present.
Item 4 Motion was made by School Board Member John Dick and seconded by School Board
Citizen Member Jason Koler to approve the 2025 VAB Organizational Meeting minutes of
August 22, 2025. Motion carried unanimously.
Item 5.Motion was made by School Board Member John Dick and seconded by School Board
Citizen Member Jason Koler to adopt the Special Magistrate's 2025 Recommended Decision on
Valuation. Motion carried unanimously.
Item 6. Motion was made by School Board Member John Dick and seconded by School Board
Citizen Member Jason Koler to approve the 2025 VAB Expenditures for the Special Magistrates,
VAB Counsel, & Publication of Legal Notices including any invoices that remain outstanding as
of the conclusion of this meeting. Motion carried unanimously.
Item 7.Motion was made by School Board Member John Dick and seconded by School Board
Citizen Member Jason Koler to approve the 2025 Certification of Tax Roll for Real Property &
Tangible Personal Property. Motion carried unanimously.

Item 8. Motion for discussion was made by School Board Member John Dick and seconded by
School Board Citizen Member Jason Koler. With no objection, School Board Member John Dick
questioned how the numbers were calculated. VAB Counsel Jennifer Sanchez explained. No
objection.
