This increase is requested due to increased diesel fuel cost since entering into the contract. This is paid from the Solid Waste Enterprise Fund. ITEM BACKGROUND: Rules regarding tire disposal in landfills changed in 2024,restricting whole tires could no longer be put into landfills. Using the county's haul out contractor came with a large cost increase to dispose of tires. County staff researched tires disposal options and found FP Junk Tires more cost effective for collection and disposal of used tires. The Monroe County, BOCC entered into an agreement with FP Junk Tires in February 2025 for collection and disposal of used tires. Amendment I to the Agreement was approved by the board to correctly reflect the name and address of the company. The Attachment Memo further explains the tire disposal service and request for the increase. PREVIOUS RELEVANT BOCC ACTION: March 2024 Amendment 1 —Correction of name and address from original contract agreement and added language for servicing and pricing of oversized tires. Scholl District 3 Holly Merrill Raschein,District 5 TO: BOARD OF COUNTY COMMISSIONERS FROM: CHERYL SULLIVAN, DIRECTOR MONROE COUNTY SOLID WASTE MANAGEMENT, RECYCLING AND POLLUTION CONTROL REF: CONSIDERATION FOR APPROVAL TO INCREASE MILEAGE RATE FOR TIRE REMOVAL VENDOR Commissioners, I offer the following information in support of increasing the requested mileage rate for our current tire removal vendor, FP Junk Tires. Mr. Pujol, owner of FP Junk Tires, is requesting an increase in his contracted mileage rate from .55 cents to .66 cents per mile (.11 increase). Mr. Pujol entered a contract with Monroe County in February 2025 for collection and disposal of tires. Mr. Pujol states his reason for the increase is due to increased costs of diesel fuel since entering into his contract. Rules relating to the disposal of tires changed in 2024, restricting that whole tires could no longer be taken to landfills, tires must be shredded first. There were substantial savings in contracting with FP Junk Tires in lieu of utilizing the haul out contractor Waste Management, Inc., to handle tire disposal from Monroe County. There are no other collection and disposal services offered to the public throughout the county, only the county transfer stations accept tires. If there are no collection/disposal sites, the county could see an increase of illegal dumping of tires, and the collection of water in stored tires creates a health, safety issue regarding mosquito larva. Because no other municipality accepts used tires for disposal, the county transfer stations have seen an increase in tires. The increase has resulted in Mr. Pujol collecting tires more frequently than previously anticipated. Due to the increased number of tires coming into the transfer stations there may be a future need to increase the current fee being charged at the scales. Mr. Pujol disposes of the used tires at American Tire Recycling Group in Miami, which supports the county recycling initiative for reporting to DEP. The current solid waste budget can support this increase for collection and disposal, and I support the increase for this needed service in Monroe County. WHEREAS the parties entered into Agreement for tire disposal services on February 19, 2025 CAgreement"); and WHEREAS,the parties entered into an Amendment I to the Agreement dated Match 25, 2025, which corrected the Contractor's name, added a remittance address of P.O.
