AGENDA ITEM WORDING: Discussion and direction to allow staff to develop a Request for
Proposals for qualified firms to design, build, and manage 16 units of workforce housing at South Cliff
Estates, 95295 Overseas Highway, Key Largo, Florida, and to provide and manage an additional 11
existing rental units at that location that provide workforce housing for employees of the private-sector
tourism-based industry and to provide and manage an additional (1) unit of workforce housing for a
Monroe County employee.
ITEM BACKGROUND: On June 18, 2025, the Board approved the purchase of the property located at
95295 Overseas Highway, Key Largo, known as South Cliff Estates. The property consisted of twelve
existing one-bedroom, one-bathroom residential units, each approximately 616 square feet. Eleven of those
units are designated as workforce housing for private-sector tourism-based employees, while one unit is
reserved for the Monroe County Employee Rental Housing Program. There are also sixteen (16) reserved
affordable housing building rights, providing the opportunity for future residential development.
The Board is authorized to lease county-owned real property when it determines that doing so is in the best
interest of the County. F.S. 125.35. Since acquiring the property, the County has managed the existing
units and has recently placed its first tenant. However, the property's development potential can be better
utilized and managed by firms with experience and expertise in the development and management of
workforce housing.
Monroe County has successfully partnered with private developers on previous affordable housing projects
for the design, construction, and long-term management of residential units. Accordingly, staff requests
Board approval to draft a Request for Proposals(RFP)to solicit qualified firms to design,build, and manage
additional affordable housing at South Cliff Estates,maximizing the property's available affordable housing
building rights while ensuring continued operation of the existing workforce housing units. If approved,
the RFP will be brought back before the Board for approval to issue.
PREVIOUS RELEVANT BOCC ACTION: December 11, 2024, Resolution No. 544-2024 was
adopted, establishing the Monroe County Affordable Tourism Housing Program for purposes of funding
affordable housing development projects which provide affordable housing to Employees of Private
Sector Tourism-Related Business in the County in accordance with Ch. 24-219, Section 4, Laws of Fla.
June 18, 2025, Resolution No. 229-2025 was adopted approving the acquisition of 95295 Overseas
Highway, Key Largo, Florida.
June 10, 2026, Discussion and direction to allow staff to explore options for completion of sixteen
remaining workforce housing units to be built at 95295 Overseas Highway, Key Largo (RE#00484390-
000000) and to apply to preserve development potential pursuant to the Live Local Act.
