The purchased item will be deployed in the field upon receipt and will assist in sustaining and enhancing law enforcement services within Monroe County. ITEM BACKGROUND: Monroe County Sheriff's Office is the fiduciary for South Florida HIDTA, which covers 8 counties, consists of 38 task forces and includes over 1,000 law enforcement and civilian personnel. Funds from federal asset forfeitures are deposited, depending on the investigating agency, into one of two accounts managed by MCSO: Justice Account or Treasury Account. Funds may be spent by participating agencies through the "equitable sharing program". Funds must be spent in accordance with the guidelines for equitable sharing. One permissible use is for law enforcement equipment and a Mini Caliber Robot is law enforcement equipment. Expenditure of federal shared funds must be approved by the Sheriff and the BOCC. DiGiovanni Date: June 15, 2026 Re: ICOR Robot Justification Chief Rice, The Monroe County Sheriff's Office Bomb Squad currently consists of 3 technicians. Our area of responsibility consists of the entire county including Ocean Reef, Key West, NAS and the Coast Guard station. Current trends and training are focused on rapid response to active assailant and crisis situations. Having the large area of coverage means we need to have units available for rapid deployment to the initial call. We currently have one large robot and x-ray equipment centrally located for standard operational responses. This ICOR robot kept in my patrol vehicle would allow for an easily deployed smaller robot for rapid response throughout the county. The ICOR Mini Caliber has been tested in the field and is capable of handling Bomb Squad deployment including disruption capabilities. Th ICOR Mini is capable of climbing stairs and has multiple camera systems. It's size and weight make it a great unit to store in the back of a pick up truck. Miami Dade, Broward County and Palm Beach County all utilize the same platform which makes interoperability between the teams more effective. The closest comparable model which is manufactured by Remotec is priced more than double the cost of this unit. Thank yqd , _t. While I have used a robot before, the technical operators are typically the ones controlling and maneuvering the robot for our team. Therefore, I sought their assistance in conducting this review, and the Mini Caliber really got put through a tough test. Overall, we were quite impressed with the ICOR Mini Caliber. We rated it highly in most categories. The compact size of the Mini Caliber makes it ideal for storage in a standard pick-up truck and allows for easy deployment by a single operator. Its small size also enhances use in tight spaces. One standout feature of the Mini Caliber is its impressive mobility. The robot navigated stairs and climbed over debris with ease. It demonstrated greater stability compared to our current robot platform. While we did encounter a minor 7150 Campus Drive,Suite 215-Colorado Springs, CO 80920-800-279-9127 a . issue with a track slipping off the rubber flipper during a stair ascent while turning, it was quickly resolved. The Mini Caliber was also really easy to use. The experienced operators were quickly able to complete advanced tasks like they have been using the same setup for years. Even as a new user, I was able to operate at a basic level with little to no instruction. As mentioned earlier, we were pretty rough on the Mini Caliber and it held up pretty well. We did have to make two repairs. One to the track that we stated earlier and a second to a coax/RCA adapter that loosened. This caused a temporary loss of picture on the monitor. Again, these fixes were easy to diagnose and repair in the field unlike our current robot. In conclusion, the ICOR Mini Caliber has demonstrated itself as a dependable and effective robot for SWAT operations. Examples include furniture, audio-visual equipment, office supplies,telecommunications equipment,copiers, safes, fitness equipment, computers,computer accessories and software,body armor,body- worn cameras,cloud data storage, uniforms,firearms and related equipment, ammunition, radios, cellular telephones, electronic surveillance equipment,vehicles (e.g.,patrol and unmarked vehicles), and animals and animal-care-related expenses. e. Joint law enforcement and public safety operations—Costs associated with the purchase of multi-use equipment and operations used by both law enforcement and non-law enforcement personnel. Shared funds may be used to pay the costs for commemorative plaques,displays,or memorials on law enforcement property to recognize or memorialize a law enforcement officer's contributions,such as a memorial plaque or stone in honor of an agency's officers killed in the line of duty.
