Approval of a request by Monroe County Sheriffs Office for expenditure of South Florida Law
Enforcement Asset Forfeiture Treasury Funds for the FY2026 in the amount of$15,224.78 to procure
two (2) additional Visitor Badging & Tracking systems for the Miami Task Force facility in
Sweetwater, FL and the Aces facility in Plantation, FL. These additional units will serve as add-ons
for the main server that was installed in the Weston facility and connect via VPN.
ITEM BACKGROUND:
Monroe County Sheriff's Office is the fiduciary for South Florida HIDTA, which covers 8 counties,
consists of 38 task forces and includes over 1,000 law enforcement and civilian personnel. Funds from
federal asset forfeitures are deposited, depending on the investigating agency, into one of two
accounts managed by MCSO: Justice Account or Treasury Account. Funds may be spent by
participating agencies through the "equitable sharing program". Funds must be spent in accordance
with the guidelines for equitable sharing. One permissible use is public safety operations and facility
safety upgrades. Expenditure of federal shared funds must be approved by the Sheriff and the BOCC.

PREVIOUS RELEVANT BOCC ACTION:
Previous requests have been made for expenditure of Shared Funds, with the most recent being Item
25-0135 in January 2026, corrected by Item 26-0385, for the purchase of a vehicle. Items 26-0386 and
26-0393 were approved in February authorizing expenditures for safety upgrades to the Miami Task
Force facility.

Please be as descriptive as possible: The Monroe Sheriff's Office is the primary fiduciary fbr the South Florida High Intensity Drug
Trafficking Area(SFLHIDTA) project. The SFLHIDTA covers eight counties(Monroe, Miami-Dade, Broward, Martin, St. Lucie,
Collier,Palm Beach, Lee)and consists of 38 Law Enforcement Tasks Force initiatives dedicated to a myriad of tasks related to narcotics
trafficking,including interdiction,money laundering,street gangs,and cyber-crime.There are over 1,000 participating law enforcement
and civilian personnel,with over 600 located in the three South Florida HIDTA facilities in Miami-Dade and Broward Counties.
Detail of Request for Shared Funds(must include breakdown of initiatives to be accomplished with shared monies,costs,and
timeframes for completion):
Funds will be used to procure two visitor tracking systems for the Miami Task Force facility in Sweetwater,Florida,and the ACES
facility in Plantation,FL. These systems will be add-ons for the main server that was purchased in January,2026 for the Weston
facility.The systems will be connected through a VPN.
A quote of$8,927.80 was obtained from PDC corp,who is the supplier for the original system. HIDTA IT and security staff are already
trained on that system. In addition, printers, scanners and cameras will be purchased through open-market suppliers at a significant cost
savings:These are the products recommended for the badging software.

Detail activity's connection to furthering law enforcement efforts. For example,direct connection(paying for information),
preventative connection(drug awareness program),or developmental connection(funding law enforcement awareness in a youth
program).
The visitor tracking and badging system will be part of a revamp of security protocols at the MTF.All personnel assigned to the
facility will be required to have their 1 D badge visible at all times,and all visitors will be issued a temporary badge,issued via the
visitor management software,and must have that ID displayed while in the facility. The software allows management to generate
audits of visitors during specific time periods and will replace a manual sign-in protocol.

& Law enforcement equipment—Costs associated with the purchase,lease, maintenance
(including repairs or service agreements), or operation of law enforcement equipment for use
by law enforcement personnel that supports law enforcement activities, Examples include
furniture, audio-visual equipment, office supplies, telecommunications equipment, copiers,
safes, fitness equipment, computers,computer accessories and software,body armor, body-
worn cameras,cloud data storage, uniforms, firearms and related equipment, ammunition,
radios,cellular telephones, electronic surveillance equipment,vehicles (e.g., patrol and
unmarked vehicles), and animals and animal-care-related expenses.
e. joint law enforcement and public safety operations—Costs associated with tile purchase of
multi-use equipment and operations used by both law enforcement and non-law enforcement
personnel. Examples include 911 call center equipment, defibrillators, Naloxone, search
and rescue boats, aircraft, and diving equipment. These expenditures are exempt from the
pro-rota calculation of law-enforcement-related costs. "There must be a law enforcement use;
the equipment cannott be solely for non-law enforcement operations, such as fire and EMS
vehicles.
f. Contracts for services—Costs associated with a contract for a specific service that supports
or enhances law enforcement. Examples include translation and language assistance services,
outsourced laboratory testing, staffing and feasibility studies, auditing of equitable sharing
funds, Employee Assistance Program services,subject matter expert consultations,grant
writing, or software development..
Ernployment-related contracts or contracts involving inherently law enforcement functions
are prohibited. Examples include hiring an attorney, investigator,or civilian personnel to
perform tasks typically or previously performed by agency or jurisdiction personnel.
Under no circumstances should any agency enter a contract that bases payment on a
percentage of the seizures and forfeitures of the law enforcement agency.
g. Law enforcement travel and per diem—Costs associated with travel and transportation
for law enforcement agency personnel to perform or support law enforcement duties and
activities. Travel and per diem for personnel from other agencies is not permitted. All related
Costs must be in accordance with the jurisdiction's travel and per diem policies and must not
create actual or the appearance of extravagance,waste,or impropriety.
h. Law enforcement awards and memorials—Costs associated with the purchase of plaques,
certificates,con-imemorative badges, and challenge coins in recognition of a la%v enforcement
achievement, activity, or training. Shared funds may not be used to pay monetary awards in
any form, including cash, cash equivalents, or stored value cards.
Shared funds may be used to pay the costs for commemorative plaques, displays, or
memorials on law enforcement property to recognize or memorialize a law enforcement
officer's contributions, such as a memorial plaque or stone in honor of an agency's officers
killed in the line of duty. Ihe plaque, display, or memorial must not create actual or the
appearance of extravagance,waste, or impropriety. justice shared funds may not be used for
memorials involving construction. See Section V.B.2.ni.
