Approval of a request by Monroe County Sheriffs Office for an additional $750.00 expenditure of
South Florida Law Enforcement Asset Forfeiture Treasury Funds for the FY2026 due to unanticipated
Tariff fees for the purchase of a 2026 Nissan Armada vehicle, the purchase of which was previously
approved at the December 10, 2025, meeting, Bulk Item N-1.
ITEM BACKGROUND:
Monroe County Sheriff's Office is the fiduciary for South Florida HIDTA, which covers 8 counties,
consists of 38 task forces and includes over 1,000 law enforcement and civilian personnel. Funds from
federal asset forfeitures are deposited, depending on the investigating agency, into one of two
accounts managed by MCSO: Justice Account or Treasury Account. Funds may be spent by
participating agencies through the "equitable sharing program". Funds must be spent in accordance
with the guidelines for equitable sharing. One permissible use is for law enforcement equipment, such
as vehicles. The purchase of this vehicle was approved but due to unanticipated tariffs, additional
money is necessary. This vehicle will be assigned to the SFLHIDTA Intelligence Support Center.
Expenditure of federal shared funds must be approved by the Sheriff and the BOCC.

PREVIOUS RELEVANT BOCC ACTION:
Previous requests have been made for expenditure of Shared Funds, with the most recent being Item
25-0135 in January 2026, corrected by Item 26-0385, for the purchase of a vehicle. Items 26-0386 and
26-0393 were approved in February authorizing expenditures for safety upgrades to the Miami Task
Force facility.
The purchase of this vehicle was also previously approved in December, however, due to
unanticipated tariffs, an additional $750.00 is requested to purchase this vehicle.

ITEM BACKGROUND:
Approval of a request by the Monroe County Sheriff s Office for TRAP funding. The funds will be used
for the purchase of a 2026 Nissan Armada vehicle to be assigned to the SFLHIDTA Intelligence
Support Center. The vehicle will be titled under MCSO and will be on MCSO inventory. The purchase
will be made under Florida Sheriffs Association contract number FSA25-VE133.0.
PREVIOUS RELEVANT BOCC ACTION:
At the September 16, 2020, the BOCC approved a budget amendment to accommodate the new
directive issued by the Department of Justice and the Department of Treasury to transition the Sheriffs
equitable sharing accounts to the county finance offices.

The Monroe Sheriffs Office is the primary fiduciary for the South Florida High Intensity Drug Trafficking Area (SFLHIDTA)
project.The SFLHIDTA covers eight counties(Monroe, Miami-Dade, Broward, Martin, St. Lucie, Collier,Palm Beach, Lee)and
consists of 38 Law Enforcement Tasks Force initiatives dedicated to a myriad of tasks related to narcotics trafficking,
including interdiction, money laundering, street gangs, and cyber-crime. There are over 1,000 participating law enforcement
and civilian personnel,with ouve 60 located in the three South Florida HIDTA facilities in Miami-Dade and Broward Counties,

This Treasury Asset Forfeiture request is for the purchase of a 2026 Nissan Armada vehicle to be
assigned to the SFLHIDTA Intelligence Support Center. The vehicle will be titled under MCSO and will be
on MCSO inventory. The purchase will be made under Florida Sheriffs Association contract number
FSA25-VEL33.0 (quote attached).
Total Price of the vehicle is $56,394 .00, including delivery to Weston, FL.
Detail activity's connection to furthering law enforcement efforts.For example,direct connection(paying for information),
preventative connection(drug awareness program),or developmental connection(funding law enforcement awareness in a youth
program).
The vehicle will be a "pool" vehicle to be used by MCSO authorized personnel for administrative and
intelligence analysis related functions including attending meetings, conducting audits, site visits, and
other functions as authorized. This vehicle may also be used to tow a 500 gallon mobile gasoline tank in
emergency situations. The Intelligence Support Center provides support covering an 8 county area in
South Florida, which requires extensive local travel by administrative personnel and intelligence analysts.
Will the grant monies requested be used as matching funds for another grant.

This request is for an expense that was not budgeted. This request complies with the 2024 Treasury
Guide to Equitable Sharing, Section V. page 18c. d.
Law enforcement equipment—Costs associated with the purchase, lease, maintenance (including repairs
or service agreements), or operation of law enforcement equipment for use by law enforcement personnel
that supports law enforcement activities. Examples include furniture, audio-visual equipment, office
supplies, telecommunications equipment, copiers, safes, fitness equipment, computers, computer
accessories and software, body armor, body-worn cameras, cloud data storage, uniforms, firearms and
related equipment, ammunition, radios, cellular telephones, electronic surveillance equipment, vehicles
(e.g., patrol and unmarked vehicles), and animals and animal-care-related expenses.

annual reports.
