ITEM BACKGROUND: This Resolution authorizes the submission of a capital grant application for the Flagler Avenue Resilient Road Adaptation Project that County staff proposes to be submitted under the state Resilient Florida Grant Program for 2026/27 for construction and CEI services. An application submitted in 2025 was not funded. The application this year is being enhanced to increase the probability of award, which includes the submittal of a $250,000 match with local County funds. This Resolution also authorizes the submission of a planning grant application for $240,000 for Living Shoreline Nature-Based features feasibility planning study which would create an inventory and assessment of the existing shoreline infrastructure and make specific adaptation project recommendations for the design and cost of living shoreline projects. The county's vulnerability assessment indicated several areas where County infrastructure was vulnerable to sea level rise. This study would identify those areas and provide conceptual designs for potential projects for future capital grant applications. There are $54.1 Million to $60 Million of federal HMGP funds potentially available for the Flagler Avenue project, which represents up to a 72.5% match of the $82.7 Million project cost, leaving a shortfall of $22.7 Million. The Resilient Florida program provides up to 50% of the grant funds for capital projects. Staff propose submitting a grant application to the State for an amount not-to-exceed $25 Million,which is up to a 32.5%match. The actual amount of the grant application may vary slightly by the time it is completed, but the request will not exceed $25 Million in Resilient Florida funds. County funds of$250,000 are being offered to enhance the application. A contract for engineering design and permitting of the project was completed in June 2026 and plans were submitted to the Florida Division of Emergency Management (FDEM) for review. FDEM will perform a cost benefit analysis to determine if the federal funds can be released for use. Flagler Avenue is a main thoroughfare serving the largest population center and tourism hub in the Florida Keys. After a storm, it often becomes the only usable travel route, as the other main avenues, located along the shoreline, are frequently blocked by sand and storm debris. Its central location and reliable access make Flagler Avenue vital to post-storm recovery and everyday mobility. RESOLUTION NO. -2026 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY TO APPROVE THE GRANT APPLICATIONS AND AUTHORIZE THE COUNTY ADMINISTRATOR TO SUBMIT SUCH APPLICATIONS WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR THE RESILIENT FLORIDA GRANT PROGRAM; PROVIDING AN EFFECTIVE DATE; AND FOR OTHER PURPOSES. WHEREAS, the Florida Department of Environmental Protection has a grant program pursuant to Section 380.093, Florida Statutes known as the "Resilient Florida" Grant Program; and WHEREAS, the Resilient Florida Grant Program provides funds to local governments to undertake capital resilience projects addressing flood risk; and WHEREAS, the Monroe County Board of County Commissioner seeks to apply for a road adaptation capital grant application for Flagler Avenue and a planning grant application for a Shoreline Nature-Based Features Feasibility Planning Study; and WHEREAS, the Board of County Commissioners for Monroe County approves the applications and authorizes the County Administrator to submit the applications under the 2026/26 Resilient Florida Program.
