07/12/1989 Special PP 124 Special Meeting Board of County Commissioners Wednesday, July l2, 1989 Key Colony Beach A Special Meeting of the Monroe County Board of County Commissioners convened at 9:00 a.m. on the above date at the Key Colony Beach City Hall in Key Colony Beach. Present and answering to roll call were Commissioner wilhelmina Harvey, Commissioner Douglas Jones, and Commissioner Eugene Lytton. Mayor Michael Puto arrived after roll call and took his seat. Absent from the meeting was Commissioner John Stormont. Also present were Rosalie L. Connolly, Deputy Clerk1 Randy Ludacer, County AttorneY1 Tom Brown, County Administrator1 George Harper, Assistant County Administrator/Management Services1 Stacey Williams and Gerri Sidoti, Office of Management and Budget 1 County Staff1 members of the Press and Radi01 and the general public. Commissioner Lytton advised that Commissioner Stormont was attending a meeting of the National Association of Counties. All stood for the Invocation and Pledge of Allegiance. The Chairman announced that all approvals and con- siderations of proposed Tentative Budgets would be subject to future action of the Board at the scheduled Public Hearings as required by law. Board. Tom Brown, County Administrator, addressed the Motion was made by Commissioner Lytton and seconded by Commissioner Harvey to accept the County Administrator's proposed Tentative Budget, direct him to trim $l28,OOO.00 from it in an arbitrary and capricious manner, and vote for the zero growth budget right at this very moment. Roll call vote was taken with the following results: Commissioner Harvey Commissioner Jones Commissioner Lytton Mayor Puto Yes NO Yes No Motion failed. Tom Brown, County Administrator, addressed the Board regarding the Blue Ribbon Budget Committee's reports. DIVISION OF PUBLIC WORKS Dent Pierce, Assistant County Administrator, and members of his division staff addressed the Board. Card Sound Road and Toll Facility Motion was made by Commissioner Lytton and seconded by Commissioner Harvey to tentatively approve the proposed Budget of Card Sound Road and Toll Facility at $6l8,Sll.00, subject to future actions by the Board concerning the I pp 125 Tentative and Final Budgets. Motion carried unanimously. Boot Key Bridge Motion was made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed Budget of Boot Key Bridge at $ll3,6l2.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. The Board directed the County Administrator and County Attorney to proceed with a report as to what could be legally done with the bridge. Facilities Maintenance After lengthy discussion, motion was made by Commissioner Lytton and seconded by Commissioner Jones to tentatively approve the proposed Budget of Facilities Maintenance at $2,687,793.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. Corrections Facilities Motion was made by Commissioner Lytton and seconded by Mayor Puto to tentatively approve the proposed Budget of Corrections Facilities at $ll5,2l0.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. Animal Shelters The County Administrator was directed to bring back to the Board a report as to why the County should not adopt Federal standards for replacement of vehicles. After lengthy discussion, motion was made by Commissioner Lytton and seconded by Mayor Puto to ten- tatively approve the proposed Budget of Animal Shelters at $489,l62.00, subject to future actions by the Board con- cerning the Tentative and Final Budgets. Local Option Gas Tax 0 ~ M Motion was made by Commissioner Lytton and seconded by Commissioner Harvey to tentatively approve the proposed Budget of Local Option Gas Tax 0 & M at $252,000.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. Street Lighting Motion was made by Mayor Puto and seconded by Commissioner Lytton to approve the proposed Budget of Street Lighting at $253,735.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. PP 1 26 West Martello/Joe Allen Garden Club - - Motion was made by Commissioner Lytton and seconded by Commissioner Harvey to tentatively approve the proposed Budget of West Martello/Joe Allen Garden Club at $22,445.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. Historic Florida Keys Preservation Board Motion was made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed Budget of Historic Florida Keys Preservation Board at $8,550.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unani- mously. East Martello Art Gallery and Historic Museum Motion was made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed Budget of East Martello Art Gallery and Historic Museum at $7,6l5.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unani- mously. The County Attorney was directed to report back to the Board regarding the County's obligations in this regard. Lighthouse Museum Motion was made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed Budget of Lighthouse Museum at $l2,535.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. Unincorporated Parks and Beaches Motion was made by Commissioner Jones to ten- tatively approve the proposed Budget of Unincorporated Parks and Beaches at $305,l77.00. Motion died for lack of a second. Motion was then made by Commissioner Lytton and seconded by Commissioner Harvey to tentatively approve the proposed Budget of Unincorporated Parks and Beaches at $3l0,370.00, subject to future actions by the Board con- cerning the Tentative and Final Budgets. Motion carried unanimously. Road Department Motion was made by Commissioner Lytton and seconded by Commissioner Harvey to tentatively approve the proposed Budget of Road Department at $l,852,723.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. County Engineer Motion was made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed Budget of County Engineer at $281,040.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. School Crossing Guards Motion was made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed PP 127 Budget of School Crossing Guards at $97,382.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. Garages Motion was made by Commissioner Jones and seconded by Commissioner Lytton to approve the proposed Budget of Garages at $675,273.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Incorporated Parks and Beaches Motion was made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed Budget of Incorporated Parks and Beaches at $280,676.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. Pigeon Key Motion was made by Commissioner Jones and seconded by Mayor Puto to tentatively approve the proposed Budget of Pigeon Key at $56,5l3.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. MEDICAL EXAMINER Dr. Nelms addressed the Board. Motion was made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed Budget of the Medical Examiner at $l90,464.00, subject to future actions by the Board concerning the Tentative and Final Budgets. Motion carried unanimously. DIVISION OF GROWTH MANAGEMENT Donald Craig, Assistant County Administrator, and members of his staff addressed the Board. Planning Department Motion was made by Commissioner Jones and seconded by Commissioner Harvey to tentatively approve the proposed Budget of Planning Department at $l,l62,570.00, subject to future actions by the Board concerning the Tentative and Final Budgets. During discussion, motion was withdrawn by the maker and seconder. Motion was then made by Commissioner Jones and seconded by Commissioner Lytton to tentatively approve the proposed Budget for Planning Department at $l,l86,706.00, which includes reclassifica- tions and one Planning Aide I at $20,783.00, subject to future actions by the Board concerning the Tentative and Final Budgets. During discussion, Commissioner Lytton withdrew his second. Mayor Puto seconded the motion. Motion carried unanimously. Parks ! Recreation Department Motion was made by Commissioner Lytton and seconded by Commissioner Jones to delete this departmental budget entirely.
