~
A Special Meeting of the Monroe County Board of
County Commissioners convened at 1:00 p.m. on the above date
at the Key West City Hall in Key West. Present and
answering to roll call were Commissioner Wilhelmina Harvey,
Commissioner Douglas Jones, Commissioner Eugene Lytton, and
Mayor Michael Puto. Absent from the meeting was
Commissioner John Stormont. Also present were Danny L.
Kolhage, Clerk; Randy Ludacer, County Attorney; Tbm Brown,
County Administrator; County Staff; members of the Press and
Radio; and the general public.
All stood for the Invocation and Pledge of
Allegiance.
As a point of personal privilege, Commissioner
Lytton read a letter from Judge Marvin dated November 20,
1841 in connection with construction of a jail in Monroe
County.
Danny Kolhage, Clerk of the Court, discussed his
Budget submission for Fiscal Year 1989/1990. Motion was
made by Commissioner Lytton and seconded by Commissioner
Jones to approve the Clerk's Budgets as originally sub-
mitted, with the removal of a $15,000.00 appropriation from
the Budget of the Clerk to the Board of County
Commissioners, subject to future actions by the Board con-
cerning the Tentative and Final Budgets. Motion carried
unanimously.
Sheriff Allison DeFoor addressed the Board con-
cerning his Budget proposal for Fiscal Year 1989/1990.
After discussion, motion was made by Commissioner Harvey and
seconded by Commissioner Lytton to approve the Sheriff's
Budget in the amount of $16,231,731.00, subject to future
actions by the Board concerning the Tentative and Final
Budgets. Motion carried unanimously.
Chief Judge Richard Fowler addressed the Board con-
cerning the Budgets of the Circuit and County Courts, the
Jail Overcrowding Project, and the CJIS Project. Motion was
made by Commissioner Jones and seconded by Commissioner
Harvey to approve the Circuit Court, County Court and Jail
Overcrowding Project Budgets, in the total amount of
$463,206.00, and the CJIS Budget in the amount of
$172,052.00, subject to future actions by the Board con-
cerning the Tentative and Final Budgets. Motion carried
unanimously.
Tom Long, Court Administrator, addressed the Board
concerning the Witness Management activities and the request
for funding from the State Attorney for that project. After
discussion, motion was made by Commissioner Lytton and
seconded by Commissioner Jones to add one employee to the
Budget of the State Attorney, in an amount not to exceed
$25,000.00, per the recommendation of the Court
Administrator, Tom Long. Motion carried unanimously.
Ervin Higgs, Property Appraiser, addressed the
Board concerning his Budget. Motion was made by

Commissioner Harvey and seconded by Commissioner Jones to
approve the Property Appraiser's Budget on the basis of last
year's Budget increased by income from commission from
Special Districts and the amount of any roll-over from the
current fiscal year. Motion carried unanimously.
Harry Knight, Tax Collector, addressed the Board.
No action was taken.
Dr. Robert Nelms, Monroe County Medical Examiner,
addressed the Board. Motion was made by Commissioner Lytton
and seconded by Commissioner Jones to tentatively approve
the Medical Examiner's Budget in the amount of $161,650.00,
subject to future actions by the Board concerning the
Tentative and Final Budgets. Motion carried unanimously.
Harry Sawyer, Supervisor of Elections, addressed
the Board. No action was taken.
Wright Langley of the Historical Key West
Preservation Board addressed the Board concerning his
Budget. No action was taken.
Merilee McCoy of the Key West Garden Club and Susan
Olsen of the Key West Art and Historical Society addressed
the Board. No action was taken.
Randy Strickland of the Monroe County Fine Arts
Council addressed the Board concerning their Fiscal 1989/90
Budget. Motion was made by Commissioner Lytton and seconded
by Commissioner Harvey to appropriate the sum of $87,500.00
for the Monroe County Fine Arts Council for Fiscal 1989/90,
subject to future actions by the Board concerning the
Tentative and Final Budgets. Roll call vote was taken with
the following results:

David Rice of the Middle Keys Guidance Clinic
addressed the Board. Motion was made by Commissioner Harvey
and seconded by Commissioner Lytton to tentatively approve
the proposed Budget of the Middle Keys Guidance Clinic at
$33,837.00 and MARC at $80,474.00, subject to future actions
by the Board concerning the Tentative and Final Budgets.

Marshall Wolfe of the Lower Keys Guidance Clinic
addressed the Board. Motion was made by Commissioner Harvey
and seconded by Commissioner Lytton to tentatively approve
the proposed Budget of the Lower Keys Guidance Clinic at
$70,975.00, subject to future actions by the Board con-
cerning the Tentative and Final Budgets. Roll call vote was
taken with the following results:

-- Richard Matthews of the Upper Keys Guidance Clinic
addressed the Board. Motion was made by Commissioner Lytton
and seconded by Commissioner Harvey to tentatively approve
the proposed Budget of the Upper Keys Guidance Clinic at
$77,640.00, subject to future actions by the Board con-
cerning the Tentative and Final Budgets. Roll call vote was
taken with the following results:

The Clerk read a letter from City Commissioner
Harry Powell requesting the County Commission to continue to
support the Community Pool.
