11/17/1989 Special QQ 134 Special Meeting Board of County Commissioners Friday, November l7, 1989 Key Wes t A Special Meeting of the Monroe County Board of County Commissioners convened at 2:00 p.m. on the above date at the Key West City Hall in Key West. Present and answering to roll call were Commissioner Wilhelmina Harvey, Commissioner Douglas Jones, Commissioner Eugene Lytton, Commissioner Michael Puto, and Mayor John Stormont. Also present were Danny L. Kolhage, Clerk; Randy Ludacer, County Attorney; Tom Brown, County Administrator; County Staff; members of the Press and Radio; and the general public. Mayor Stormont called the meeting to order and read the call for the Special Meeting signed by Commissioners Jones and Harvey. He indicated that the purpose of the meeting was to discuss transferring funds to the Sheriff's Department for additional deputies to patrol areas that are of critical concern. The City Commission was in attendance at the same time on the basis of an Emergency Meeting called by the Mayor of the City of Key West. Commissioner Jones and Key West Mayor Tarracino discussed the purpose of the meeting. Key West Police Chief Tom Webster addressed the Board concerning the progress on the case of the shooting of two City policemen and a suspect on Tuesday, November 14th. Major Mertz also discussed the status of the case. Discussion by both Boards ensued. During discussion by the Board of County Commissioners, the Chairman ruled that the discussion taking place by Commissioner Jones was out of order. Motion was made by Commisioner Harvey and seconded by Commissioner Jones to overrule the Chair. Roll call vote was taken with the following results: Commissioner Harvey Commissioner Jones Commissioner Lytton Commissioner Puto Mayor Stormont Yes Yes No No No Motion failed. The motion to overrule the Chair failed. The City Commission adopted a motion to recess for fifteen minutes and left the room. Monroe County Sheriff DeFoor addressed the Board concerning a proposal to provide law enforcement services in the Bahama Village area. After discussion by the Board, motion was made by Commissioner Harvey and seconded by Mayor Stormont that upon the request of the City Commission, the County would provide funding in the amount of $425,531.85 to the Sheriff of Monroe County for the purpose of funding his proposal dated November 17, 1989 for law enforcement ser- vices in the Bahama Village area for the balance of the fiscal year to see if said program meets the needs of the City and if conditions improve in the area. Roll call vote was unanimous. After further discussion of law enforcement matters, motion was made by Commissioner Puto and seconded by Commissioner Jones to request the Sheriff to present at the November 2lst County Commission Meeting a plan for additional law enforcement services in the 4lst Street area in Marathon, Hibiscus Park in Key Largo, and Stock Island. Roll call vote was unanimous with Commissioner Lytton absent from the meeting. There being no further business, the meeting was adjourned. * * * * *
