06/14/1990 Special SSw 0 0 5 8 Special Meeting Joint County/City Commissions Thursday, June 14, 1990 Key West A Special Meeting of the Monroe County Board of County Commissioners and the Key West Board of City Commissioners convened at 9:00 a.m. on the above date at City Hall, Angela and Simonton Streets, Key West. The following members of the County Commission were present: Commissioner Wilhelmina Harvey, Commissioner Douglas Jones, Commissioner Eugene Lytton, Commissioner Michael Puto, and Mayor John Stormont. The following members of the City Commission were present: Commissioner Sally Lewis, Commissioner Virginia Panico, Commissioner Harry Powell, Commissioner Jimmy Weekley, and Mayor TOny Tarracino. Also present were Danny L. Kolhage, County Clerk: Randy Ludacer, County Attorney: TOm Brown, County Administrator: County and City Staff: members of the Press and Radio: and the general public. All stood for the Invocation and Pledge of Allegiance. The Joint Boards discussed the Rules of Procedure. Motion was made by Commissioner Puto and seconded by Commissioner Jones to allow the public to speak prior to and after presentation of the items before the Boards and before a motion is offered and that the presentations before the motion be limited to two minutes. During discussion, motion was withdrawn. Motion was made by Commissioner Jones and seconded by Commissioner Powell to suspend the Rules and to observe the following procedure: that there will be a pre- sentation from consultants and staff, following which the public will be allowed to speak for, five minutes: that the public will be allowed to address the Boards for another two minutes prior to the making of any motion and that presen- tations in that phase will be limited to only those who originally spoke for five minutes. Roll call vote was una- nimous. TOm Brown, County Administrator, presented to the Board proposed integrated municipal solid waste management plans. Both Boards questioned and discussed. The following individuals spoke: Kieran Mahoney of Sugarloaf Shores: Al Griffin, President of Sugarloaf Shores Property OWners Association: Tina Henize of Cudjoe Key who submitted for the record a copy of a memorandum from Paul Wick, Executive Director of the Monroe County Land Authority, to Commissioner Jones' Office: Mike Tinnell of TOrch Key: David Paul Horan, attorney. Thomas Henderson, Broward County Resource Recovery Project Director, concerning the proposal to dispose of Monroe County's solid waste at the Broward County facility. The Boards recessed. * * * * * The Boards reconvened at 3:08 p.m. with all Commissioners present. 55' 0059 Mayor Tarracino discussed the decision of the City Commission to cease spending any money on plans to site a landfill in Monroe County. Both Boards then proceeded to discuss the issue. David Paul Horan, attorney, addressed the Board. Motion was made by Commissioner Lytton and seconded by Commissioner Harvey for the Board to continue with consideration of Agenda Item B-3 - coordination and integration of City/County/Navy Comprehensive Plan. Motion carried unanimously. Commissioner Powell discussed the joint coordination and integration of the City/County/Navy Comprehensive Plan processes. After a brief discussion, this matter was referred to the Joint Staffs for further consideration. Motion was made by Commissioner Harvey and seconded by Commissioner Jones to adjourn the meeting.
