Plantation Key
A Public Hearing of the Monroe County Board of
County Commissioners convened at 5:05 p.m. on the above date
in Courtroom "B" of the Plantation Key Government Center.
Present and answering to roll call were Commissioner
Wilhelmina Harvey, Commissioner Douglas Jones, Commissioner
Eugene Lytton, Commissioner Michael puto, and Mayor John
Stormont. Also present were Danny Kolhage, Clerk; Randy
Ludacer, County Attorney; Tom Brown, County Administrator;
County Staff; members of the Press and Radio; and the
general public.
All stood for the Invocation and Pledge of
Allegiance.
Mayor Stormont opened the meeting with a discussion
of the purpose of the Public Hearing on the Tentative Budget
for Fiscal Year 1990/91.
County Administrator Tom Brown made a presentation
and announced that the proposed Aggregate Millage Rate for
Fiscal Year 1990/91 was 6.8525, representing a 15.66%
increase over the roll-back rate.
The following individuals addressed the Board:
Melvin Levitt , Eva Steinka, Gene Hinton, Ron Mobley.
The Board then entered into a general discussion of
the Budget. Mayor Stormont requested that the Staff con-
sider, for the Final Hearing, the adjustment by the
Department of Revenue to the Property Appraiser's Budget,
TDC approval of funding for legal services in the amount of
$27,322 and TDC approval (subject to District approval) of
$263,766 for Public Works projects. Commissioner Lytton
requested that the Staff be prepared to demonstrate and
discuss the effects of a possible $1.7 Million reduction in
the Sheriff's Budget at the Final Hearing. There being no
amendments to the Tentative Budget, the County Administrator
announced that the proposed Tentative Millage remained the
same as announced at the opening of the meeting - an
Aggregate Millage Rate of 6.8525, representing a 15.66%
increase over the roll-back rate. Motion was made by
Commissoner Puto and seconded by Commissioner Lytton to
adopt the Tentative Aggregate Millage Rates and the
Tentative Budget summaries as attached hereto. Roll call
vote was taken with the following results:

Motion carried.
The Mayor indicated and announced for the record
that a workshop would be held at 5:00 p.m. in Key West on
September 12th for the purpose of receiving input, but no
action, on the proposed Budget for Fiscal Year 1990/91 and

that the Final Hearing on the Budget would be held on
September 24th at 5:05 p.m. at Key Colony Beach.
There being no further business, the Commission
adjourned.

A Public Hearing of the Board of Governors of the
District #1 Lower and Middle Keys Fire and Ambulance
District convened on the above date in Courtroom "B" of the
Plantation Key Government Center. Present and answering to
roll call were Commissioner "Mickey" Feiner, Commissioner
Hal Halenza, Commissioner Eugene Lytton, Commissioner John
Stormont, and Chairman Michael Puto. Also present were
Danny Kolhage, Clerk; Randy Ludacer, County Attorney; Tom
Brown, County Administrator; County Staff; members of the
Press and Radio; and the general public.
The Board proceeded to a discussion of the proposed
Fiscal Year 1990/91 Budget for Special Tax District #1.
County Administrator Tom Brown made a presentation
and announced that the proposed Tentative Millage for Fiscal
Year 1990/91 was 1.4220 and the total Tentative Budget was
$5,104,554. There was no public input. Motion was made by
Commissoner Lytton and seconded by Commissioner Halenza to
approve the proposed Tentative Millage for District #1 at
1.4220 and the Tentative Budget of $5,104,554. Motion
carried unanimously.
Chairman Puto indicated and announced for the
record that a workshop would be held at 5:00 p.m. in Key
West on September 12th for the purpose of receiving input,
but no action on the proposed Budget for Fiscal Year
1990/91, and that the Final Hearing on the Budget would be
held on September 24th at 5:05 p.m. at Key Colony Beach.
There being no further business, the Board of
Governors of the Lower and Middle Keys Fire and Ambulance
District #1 adjourned.
