Special Meeting
Board of County Commissioners

Key West
~ A Regular Meeting of the Monroe County Board of
County Commissioners convened at 11:00 a.m. on the above date
at the Florida Keys Youth Center "Teen Center" in Key West.
Present and answering to roll call were Commissioner Michael
Puto, Commissioner John Stormont, and Mayor Eugene Lytton.
Absent from the meeting were Commissioner William Freeman
and Commissioner Jerry Hernandez, Jr. Also present were
Danny L. Kolhage, Clerk; Lucien Proby, County Attorney; Tom
Brown, County Administrator; Donald Craig, Planning
Director; Tom Pelham, Department of Community Affairs
Secretary; Messrs. White, Treadway, and McNeil, Jr., from the
Department of Revenue; Ervin Higgs, Property Appraiser; John
Dent, Attorney representing the Property Appraiser; Tony
Wilds, Planner representing the Property Appraiser; County
Staff; members of the Press and Radio; and the general
public.
The Mayor announced that the meeting was called for
the sole purpose of discussing the problems experienced by
the Property Appraiser with regard to certain provisions of
the Land Use Plan.
Ervin Higgs, Property Appraiser, addressed the
Board concerning a report prepared by his attorney, John
Dent, and his planner, Tony Wilds, reviewing the plan from
the standpoint of the Property Appraiser. Mayor Lytton and
the Commissioners gave their comments.
John Dent, attorney for the Property Appraiser,
addressed the Board. Secretary Tom Pelham of the Department
of Community Affairs addressed the Board concerning the
Property Appraiser's concerns. Tony Wilds, planner and
co-author of the report for the Property Appraiser addressed
the Board concerning certain issues in the Land Use Plan.
Gene White, Deputy Director of the Division of Ad Valorem
Taxes of the Department of Revenue advised the Board that
his staff would be proceeding with an in-depth audit which
should be completed in 1989 and, further, that they would
provide Mr. Higgs with whatever assistance they could and
whatever assistance he required. Al Fried, President of the
Tax Payers League, addressed the Board concerning his view
on some of the problems with the Land Use Plan. Grace
Manillo representing the Florida Keys Citizens' Coalition,
Big Pine Key Citizens' Association, and the Florida Keys
Land Trust, addressed the Board and indicated that in her
opinion, Mr. Higgs had some valid concerns, but that the
plan should not be repealed or substantially altered for
that reason.
After general discussion by all present, the
meeting concluded at approximately 12:15 p.m.
