IN RECOGNITION OF THE LATE WILBUR SALEM ,;,~:,:: ,4

WHEREAS, Wilbur Salem Franklin, Sr., a longtime resident of Key:West, has~assea)
away at the age of 76; and
WHEREAS, Mr. Franklin served during World War II with the 26th Statistical Conrol
Service Command, stationed in the Middle East, Cairo, London and Paris, as well as in
North Carolina and Florida; and
WHEREAS, Mr, Franklin served as principal of Truman Elementary School
(including Reynolds kindergarten) from 1951 until the closing of the school in 1978; and
WHEREAS, Mr, Franklin was awarded "Principal of the Year" as well as the
DeNolay Legion of Honor Award for his work with youngsters; and
WHEREAS, Mr. Franklin served as director of the State Elementary Principals
Association, and was listed in Who's Who in American Education; and
WHEREAS, Mr. Franklin was a member of the National Elementary Principals
Association, Phi Delta Kappa, the National Education Association and Florida Education
Association, and a life member of the County Council of the Parent-Teachers
Association; and
WHEREAS, Mr. Franklin authored a hurricane shelter plan for Truman School
which was highly successful and hailed as a model for its response to the vastly differing
needs of all, from families with babies to the elderly; and
WHr:REAS, Mr. Franklin will be an important part of the history of Truman School
and the County of Monroe and Key West, Florida; and
WHEREAS, Mr. Franklin was a member of F,&A.M., receiving his 40-year pin this
year from Anchor Lodge No. 182; NOW THEREFORE
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA that
Section 1.
The Board hereby adopts this Resolution as evidence of its regret
and mourning for the passing of the late and in recognition of his extensive dedication
and vast public service to the people of Key West and Monroe County, Florida,
particularly in regard to educational opportunity for children.
Section 2.
The Board hereby requests the Clerk to forward copies of this
Resolution to Mr. Franklin's widow, Geraldine Shields Franklin, and family, to express the
Board's sorrow.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of the Board held on the 16th day of
October , 1996,
