07/06/1988 Special LL 172 Special Meeting Joint County/City Commissions Wednesday, July 6, 1988 Key West A Special Meeting of the Monroe County Board of County Commissioners and the Key West Board of City Commissioners convened at 10:00 a.m. on the above date at City Hall, Angela and Simonton Streets, Key West. The following members of the County Commission were present: Commissioner William Freeman, Commissioner Jerry Hernandez, Jr., Commissioner John Stormont, and Mayor Eugene Lytton. The following members of the City Commission were present: Commissioner Sally Lewis, Commissioner Virginia Panico, Commissioner Harry Powell, Commissioner Jimmy Weekley, and Mayor Richard Heyman. Also present were Danny L. Kolhage, County Clerk; Josephine Parker, City Clerk; Randy Ludacer, County Attorney; Tom Brown, County Administrator; Richard Witker, City Manager; Staff; members of the Press and Radio; and the general public. Bob Harris of Post, Buckley, Schuh & Jernigan introduced Lonnie Ryder of the Florida Department of Natural Resources, who proceeded to discuss beach restoration pro- jects in general in the State of Florida and, in particular, the proposed projects in Key West. Mr. Ryder responded to several questions from the Joint Commissions and the public. Mayor Heyman advised the Commissions that the County would be required to obtain a permit for its renova- tion of the first floor of the Courthouse Annex Building and obtain a concensus from the members of the City Commission present that City Staff should proceed to issue the building permit and that the City Commission would deal with the matter of the exemption of the County from the payment of permit fees at its next regular meeting. City Commissioner Virginia Panico, County Commissioner John Stormont and County MSD Manager Charles Aguero and Paul Cates of the City Staff proceeded to discuss the work of the Solid Waste Study Committee and presented the Joint Commissions with their report. Mr. Aguero discussed disposal and recycling procedures which would be required under the new Solid Waste Law passed by the 1988 Legislature. Mayor Lytton, Ty Symroski and George Garrett then addressed the Board concerning certain City-owned land adja- cent to the Cudjoe Key Landfill. Both City and County Staffs were directed to work together and prepare and submit to both Boards proposed Interlocal Agreements between the City and County for a recycling program and the cooperation between the two governments concerning the disposal of Lower Keys garbage at the Key West/Stock Island Incinerator Plant in return for the disposal of the ash by the County at the Cudjoe Key Landfill. There being no further business, the Joint City/ County Commission Meeting adjourned. * * * * *
