A Special Meeting of the Monroe County Board of
County Commissioners convened at 9:00 a.m. on the above date
at the City Hall in Key Colony Beach. Present and answering
to roll call were Commissioner William Freeman, Commissioner
Eugene Lytton, Commissioner Michael Puto, Commissioner John
Stormont, and Mayor Jerry Hernandez, Jr. Also present were
Danny L. Kolhage, Clerk: Tom Brown, County Administrator:
Michael Managan, Assistant County Administrator: members of
the Press and Radio: and the general public.
The Chairman announced that all approvals and con-
siderations of Tentative Budgets would be subject to future
action of the Board at the scheduled Public Hearings as
required by law.
The Board proceeded to discuss the Planning Budget.
Charles Pattison and Bob Herman addressed the Board. Motion
was made by Mayor Hernandez and seconded by Commissioner
Stormont to reduce the Personal Services in the proposed
Planning Budget by $113,263. Roll call vote was taken with
the following results:

Motion failed. Motion was then made by Commissioner Freeman
and seconded by Commissioner Lytton to tentatively approve
the Planning Budget at $1,010,788. Roll call vote was taken
with the fOllowing results:

Motion was made by Commissioner Stormont and
seconded by Commissioner Lytton to tentatively approve the
Building Budget at $1,213,752. Roll call vote was taken
with the following results:

Commissioner Lytton briefly discussed the proce-
dures on merit pay increases.
Dent Pierce, Wilda Gibson and Jeannie Price
appeared before the Board on behalf of the Public Works

Department. Motion was made by Commissioner Lytton and
seconded by Commissioner Freeman to tentatively approve the
Courthouses and Annexes Budget at $908,138. Motion carried
unanimously.
Motion was made by Commissioner Lytton and seconded
by Commissioner Freeman to tentatively approve the Bud~et
for Other Administrative Buildings at $1,225,561. Mot10n
carried unanimously.
The Board directed that $15,000 be added to reve-
nues in the General Fund for anticipated rental income from
the Land Authority.
Motion was made by Commissioner Puto and seconded
by Commissioner Freeman to tentatively approve the Pigeon
Key Budget at $50,447. Motion carried unanimously.
Motion was made by Commissioner Puto and seconded
by Commissioner Freeman to tentatively approve the following
Budgets:
East Martello at $12,200
Garden Club at $22,565
Lighthouse Museum at $15,200
Motion carried unanimously.
Motion was made by Commissioner Stormont to re-
distribute $14,000 share of Parks and Beaches between
Incorporated and Unincorporated Area. Motion died for lack
of a second.
Motion was made by Commissioner Puto and seconded
by Commissioner Freeman to tentatively approve the Parks and
Beaches Budget at $314,039. Motion carried unanimously.
Motion was made by Mayor Hernandez and seconded by
Commissioner Freeman to add $10,000 to the previous ten-
tatively approved Parks and Beaches Budget for a fence for
the tennis courts. Motion carried unanimously.
Motion was made by Commissioner Lytton and seconded
by Commissioner Puto to approve all of the tentatively sub-
mitted Public Works Budgets less Road and Bridge. Motion
carried unanimously.
Motion was made by Commissioner Lytton and seconded
by Commissioner Freeman to tentatively approve the Road and
Bridge Budget at $5,312,692. Motion carried unanimously.
The Board recessed for lunch.

The Board reconvened at 2:00 p.m. with all
Commissioners present.
Marianne Lancaster, Library Director, addressed the
Board regarding the proposed Library Budget. Motion was
made by Commissioner Stormont and seconded by Commissioner
Puto,to reconsider the Law Library Budget. Motion carried
unan1mously with Mayor Hernandez not present. Motion was
then,ma~e by Commissioner Stormont and seconded by
Comm1ss10ner Puto to tentatively approve the Library Budget
at a total of $922,892. Motion carried unanimously.

Reggie Paros, EMS Director, addressed the Board
concerning the Budgets of the Special Districts. Motion was
made by Commissioner Puto and seconded by Commissioner
Freeman to tentatively approve the EMS Administrative Budget
at $244,645. Motion carried unanimously.

Motion was made by Commissioner Lytton and seconded
by Commissioner Puto to tentatively approve the EMS'
Communications Budget at $38,550. Motion carried unani-
mously.
Motion was made by Commissioner Lytton and seconded
by Commissioner Puto to approve the Air Emergency Budget at
$30,000. Motion carried unanimously.
Motion was made by Commissioner Lytton and seconded
by Commissioner Puto to tentatively approve all of the 911
Budgets as submitted. Motion carried unanimously.
Motion was made by Commissioner Puto and seconded
by Commissioner Freeman to tentatively approve all of the
Special District Budgets as proposed, with the exception of
District No.2. Motion carried unanimously.
Joe London addressed the Board concerning the Fire
Marshal's Budget. Motion was made by Commissioner Lytton
and seconded by Commissioner Puto to tentatively approve the
Fire Marshal's Budget at $112,935. Motion carried unani-
mously.
Commissioner Lytton briefly discussed the budgeted
Capital Improvements as they affect millage rates.
William Wagner and Bill Lowden of the Civil Defense
Department addressed the Board. Motion was made by
Commissioner Puto and seconded by Commissioner Lytton to
tentatively approve the Civil Defense Budget at $270,978.
Motion carried unanimously.
Ron Stack and Wendy Key Buxton addressed the Board.
Motion was made by Mayor Hernandez and seconded by
Commissioner Lytton to increase the salary of Ron Stack to
$26,170.06. Roll call vote was taken with the following
results:

Motion carried. Motion was then made by Commissioner Puto
and seconded by Commissioner Lytton to tentatively approve
the Code Enforcement Budget at $350,850. Roll call vote was
unanimous.

Parvan Bakardjiev of the Monroe County Fine Arts
Council addressed the Board. Motion was made by
Commissioner Freeman and seconded by Mayor Hernandez to ten-
tatively approve the Budget of the Monroe County Fine Arts
Council at $150,000. Roll call vote was unanimous.
Dr. David Rice of the Middle Keys Guidance Clinic
addressed the Board. Motion was made by Commissioner
Freeman and seconded by Commissioner Puto to tentatively
approve the Budget of the Middle Keys Guidance Clinic in the
amounts of $104,662 and $76,834. Motion carried unani-
mously.

Motion was made by Commissioner Puto and seconded
by Commissioner Freeman to tentatively approve the Safety
Budget at $40,367. Motion carried unanimously.
Motion was made by Commissioner Puto and seconded
by Commissioner Freeman to tentatively approve the Budget of
the Personnel Department at $178,682. Motion carried unani-
mously.
There being no further business, the meeting was
adjourned.
