A Special Workshop of the Monroe County Board of
County Commissioners and the Key West Board of City
Commissioners convened at 10:00 a.m. on the above date at
City Hall, Angela and Simonton Streets, Key West. The
following members of the County Commission were present:
Commissioner William Freeman, Commissioner Eugene Lytton,
Commissioner John Stormont, and Mayor Jerry Hernandez, Jr.
Absent from the meeting was Commissioner Michael Puto. The
following members of the City Commission were present:
Commissioner Emma Cates, Commissioner George Halloran,
Commissioner Sally Lewis, Commissioner Jimmy Weekley, and
Mayor Tom Sawyer. Also present were Danny L. Kolhage,
Clerk1 Lucien Proby, County AttorneY1 Tom Brown, County
Administrator 1 Dent pierce, County Public Works Director1
Bob Harrison, County Consulting Engineer 1 members of the
Press and Radio1 and the general public.
The Board discussed a request by the County
City to share in the expense of a public educational
concerning the referendum on the additional one cent
tax for infrastructure. It was agreed that the City
consider participation on the same pro rata basis as
distribution of the sales tax.

The Board discussed the policy of conducting regu-
lar City/County Workshops. The Board agreed that they would
meet once every Quarter if possible, all meetings to be held
at 10:00 a.m. at City Hall.
City Commissioner George Halloran discussed the
possible cooperation between the City and the County for
solid waste disposal in the Lower Keys.
City Commissioner Weekley advised both Commissions
that the Affordable Housing Study was about to be completed
and that it would be presented to both Boards some time in
the first week of November.
City Commissioner Weekley also commented that the
Animal Control Services in the City had improved.
City Commissioner Halloran briefly discussed source
separation and a Bottle Law.
County Mayor Hernandez discussed storm drainage
problems in the City of Key West.

Both Boards proceeded to a discussion of proposals
for improvements to the White street Pier, Rest Beach and
Higgs Beach area.
Mr. Ed Swift addressed the Board and made a presen-
tation concerning the acquisition of certain Truman Annex
JJ 040
property to provide for parking for both the Jackson Square
and Downtown areas.
There being no further business, the meeting was
adjourned.
