Key Colony Beach
A Special Meeting/Public Hearing of the Board of
County Commissioners convened at 9:00 a.m. on the above
date at City Hall in Key Colony Beach. Present and
answering to roll call were Commissioner William Freeman,
Commissioner Eugene Lytton, Commissioner John Stormont, and
Mayor Jerry Hernandez, Jr. Absent from the meeting was
Commissioner Michael Puto. Also present were Danny L.
Kolhage, Clerk; Michael Halpern, Special Counsel; Dorr Fox,
Land Use Planning Coordinator; Paula nJennien Luxton,
Planning Technican; Staff; members of the Press and Radio;
and the general public.
The Board discussed the necessity of having another
make-up meeting on October 15th. The following items were
continued to October 15th at 9:00 a.m. at Key Colony Beach
City Hall due to the application of the 4/5 Rule and a full-
member Board of County Commissioners:
Amendment #167 James Flenner; IS to SC; Coral Shores Sub-
division, a part of Tract A, Plantation Key.
Amendment 1168 Clayton and Joyce Whitehouse; SC to UC;
Plantation Beach, Tract P, Plantation Key.
Amendment #169 Yogendra Patel; IS to SC; Lots 4, 5, 6, 7,

Fred Tittle, attorney, addressed the Board. Motion was made
by Commissioner Lytton and seconded by Commissioner stormont
to designate Amendment #166 as SR-L. Roll call vote was
taken with the following results:
Commissioner Freeman No
Commissioner Lytton Yes
Commissioner Stormont Yes
Mayor Hernandez Yes
Motion carried.
Amendment .170 Robert Vaughni SR to SCi Lot 16 and Shalf
of Lot 15 Block 3, Plantation Beach, Planta-
tion Key.
Nicholas Mulik, attorney representing Robert Vaughn,
addressed the Board. Motion was made by Mayor Hernandez and
seconded by Commissioner Lytton to accept the recommendation
of the Planning Commission to approve pursuant to Section
13-101 (d)5 (b)3. Roll call vote was taken with the
following results:
Commissioner Freeman Yes
Commissioner Lytton No
Commissioner Stormont No
Mayor Hernandez Yes
Motion failed. Motion was then made by Commissioner
Stormont and seconded by Commissioner Lytton to continue
this item to October 15th and to refer to the Planning
Department to investigate the possibility of designating an
Area of County Critical Concern which would allow full
expectations of both residential and commercial use and
which would maintain the scenic corridor along US #1.
Motion carried unanimously.
Motion was made by Commissioner Lytton and seconded by
Commisioner Freeman to continue the following items to
October 15th and to refer to the Planning Department to
investigate the possibility of designating an Area of County
Crital Concern which would allow full expectations of both
residential and commercial use and which would maintain the
scenic corridor along US .1:

Lucene Popp addressed the Board. Motion was made by Mayor
Hernandez and seconded by Commissioner Freeman to accept the
recommendation of Planning Commission to approve pursuant to
Section 13-101 (d)5 (b)4. Motion carried unanimously.
Amendment 1195 Mitchell Kulkulski; NA to SRi Part of
Government Lot 1 of fractional S32 T62 R38,
Plantation Key.
The Board agreed that this Amendment 1195 would be continued
to October 15th at the request of the applicant due to the
application of the 4/5 Rule and a full-member Board of
County Commissioners.
Amendment 1182 Fred Snowman; SR to SC; Beginning of W'ly
Corner of Lot 14 Tropical Coral Reef
Estates and further by metes and bounds,
Plantation Key.
Fred Tittle, attorney representing Fred Snowman, addressed
the Board. Motion was made by Commissioner Freeman and
seconded by Commissioner Lytton to accept the recommendation
of the Planning Commission to approve pursuant to Section
13-101 (d)5 (b)3. During discussion, motion was withdrawn.
-- Motion was then made by Commissioner Lytton and seconded by
Commissioner Freeman to continue this item to October 15th
and to refer to the Planning Department to investigate the
possibility of designating an Area of County Critical

tial and commercial use and which would maintain the scenic
corridor along US 11. Motion carried unanimously.

Fred Tittle, attorney, addressed the Board. Motion was made
by Commissioner Freeman and seconded by Commisioner Freeman
to continue this item to October 15th and to refer to the
Planning Department to investigate the possibility of
designating an Area of County Crital Concern which would
allow full expectations of both residential and commercial
use and which would maintain the scenic corridor along US
#1. Motion carried unanimously.

Motion was made by Mayor Hernandez and seconded by
Commissioner Freeman to accept the recommendation of the
Planning Commission to approve pursuant to Section 13-101
(d)s (b)s. Motion carried unanimously.
Motion was made by Commissioner Lytton and seconded
by Commissioner Freeman to reconsider the Board's previous
action on the following items and continue the hearings on
those requested Map Changes to October 15th at 9:00 a.m. at
Key Colony Beach City Hall:
