A Special Meeting of the Monroe County Board of
County Commissioners convened at 3:00 p.m. on the above date
in the Commission Chambers, 310 Fleming Street, Key West.
Present and answering to roll call were Commissioner William
Freeman, Commissioner Eugene Lytton, Commissioner John
Stormont, and Mayor Jerry Hernandez, Jr. Absent from the
meeting was Commissioner Michael Puto. The following mem-
bers of the Planning Commission were present: Tim Koenig,
Chairman, Mary Kay Reich, Michelle Keevan, Jeanne de St.
Croix, and Ed Kloski. Also present were Danny L. Kolhage,
Clerk; Lucien Proby, County Attorney; Rob Wolfe, Assistant
County Attorney; Tom Brown, County Administrator; Charles
Pattison, Director of Planning, Building & Zoning; Bob
Herman, Building Official; Howard Tupper, Development Review
Coordinator; members of the Press and Radio; and the general
public.
Mayor Hernandez announced that Commissioner Puto
was ill and could not be present.

Commissioner Lytton addressed the Board and
discussed the amount of work that was required by the Land
Use Plan and the Board's inability to meet the deadlines as
outlined in the Land Use Plan for certain studies and addi-
tional work to be accomplished. He also discussed this
problem in relation to staffing requirements and the timing
of the necessary events which must occur before the Planning
Commission and the Board of County Commissioners.
Tim Koenig, Chairman of the Planning Commission,
addressed the Board concerning problems that he felt the
Planning Commission was experiencing with staff support as
outlined in his letter to the Commission dated April 3,
1987. Michelle Keevan also discussed the problems with the
staff as outlined in her letter dated April 6, 1987. Ed
Kloski discussed the operations and the staff support and
indicated that he was generally satisfied with the support
that was provided. Jeanne de St. Croix also opposed the
statements made by Miss Keevan and Mr. Koenig and indicated
that she was generally in support of the staff's assistance
to the Planning Commission. Mary Kay Reich also criticized
the amount and quality of the staff support to the Planning
Commission.
Tom Brown, County Administrator, addressed both
Commissions and commented as to the complaints directed
toward the Planning Department and questioned the Planning
Commission as to their complaints involving the production
of the agendas and other materials for meetings, the amount
of staffing required at these meetings, and the nature of
r-i the staffing requirements. He advised both Commissions that
I he would work with the Planning Department and the Planning
~ Commission to solve any problems being experienced with the
support extended to the Planning Commission.
Lucien Proby, County Attorney, and Rob Wolfe,
Assistant County Attorney, discussed their views on the
notice requirements and provisions of the Land Use Plan con-
cerning the review by the Planning Commission of requests
for changes in Land Use designations.

Michael Halpern, Special Counsel, discussed notice
requirements, Planning Commission procedures, pending liti-
gation concerning the Land Use Plan, and provisions for
"third-party" requests for changes to the Land Use Maps.
Charles Pattison, Planning Director, discussed the
objections of the Planning Commission, presented information
in response to those objections, and entered into a
discussion with the County Commission and the Planning
Commission concerning the efforts to solve the problem of
staff support and proper notice.
Commissioner Lytton discussed his meeting with DCA
concerning third-party nominations and the six-month review
process.
Mr. Rodriguez addressed the Board concerning
problems he was having in obtaining a permit for a single-
family residence. Mr. Fred Castro, developer, addressed the
Board concerning permitting requirements. Mr. Al Damron
addressed the Board concerning general matters associated
with Planning and Building.
Special Counsel Halpern indicated that he hoped
that the County would continue to have a dialogue and ami-
cable relations with the DCA in order to solve many of the
problems which occur on matters of general interest between
the two governmental units.
There being no further business, the meeting was
adjourned.
