04/23/1987 Regular II 017 Special Meeting Board of County Commissioners Thursday, April 23, 1987 Key West --- A Special Meeting of the Monroe County Board of County Commissioners convened at 2:30 p.m. on the above date in the Grand Jury Room, Courthouse Annex, 500 Whitehead Street, Key West. Present and answering to roll call were Commissioner William Freeman, Commissioner Eugene Lytton, Commissioner John Stormont, and Mayor Jerry Hernandez, Jr. Absent from the meeting was Commissioner Michael Puto. The following members of the Judiciary were present: County Judges Sandra Fowler, Richard Payne, Reagan ptomey; Circuit Judges Richard Fowler, Helio Gomez, David Kirwan, M. Ignatius Lester. Also present were Danny L. Kolhage, Clerk; Lucien Proby, County Attorney; Tom Brown, County Administrator; William Freeman, Sheriff; Randall Winter, Public Defender; Kirk Zuelch, State Attorney; Michael Somberg, Sheriff's Department; Tom Long, Court Administrator; Bob Harris of Post, Buckley, Schuh & Jernigan; Charles E. McCoy, Architect; and Dr. Maldonado of the Lower Keys Mental Health Clinic. Also present were members of the Press and Radio and the general public. ~ The Board, members of the Judiciary, and the Constitutional Officers entered into an extended discussion of the conditions and population of the County Jail and the need to improve the third floor. Motion was made by Commissioner Freeman and seconded by Commissioner Lytton to move to complete the third floor of the Jail Facility and authorized Post, Buckley, Schuh & Jernigan to proceed with plans and specifications. Roll call vote was unanimous. Mayor Hernandez then asked all present to introduce themselves. There being no further business, the meeting was adjourned. * * * * * ,.--
