A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY SUPPORTING THE PASSAGE OF
AMENDMENTS 4, 5, AND 6 TO THE FLORIDA CONSTITUTION ON
THE NOVEMBER 5,1996 GENERAL ELECTION BALLOT WHICH
MANDATE THE IMPOSmON OF A PENNY-A-POUND FEE ON
SUGARCANE GROWN IN THE EVERGLADES, REQUIRE THAT
POLLUTERS BE PRIMARILY RESPONSIBLE FOR THE ABATEMENT
OF ~OLLUTION IN THE EVERGLADES, AND ESTABLISH THE

~EREAS', the quality of life and stability of the environment in Monroe County is
related to the health of the Everglades;

WHEREAS, the Everglades is being degraded by pollution threatening the survival of a
wealth of indigenous wildlife and endangered species and the economic security of Monroe
County's fishing and tourism interests;
WHEREAS, the primary source of pollution in the Everglades is phosphorus-laden
agricultural water run-off deposited by sugar cane farms within the Everglades Agricultural Area;
WHEREAS, Monroe County citizens are taxed to finance the South Florida Water
Management District, which spends significant resources on restoring and maintaining water
quality in the Everglades and will be assisted in its efforts by the proposed amendments;
WHEREAS, the amelioration of water pollution in the Everglades will reduce the pressures
to divert water from the water supply for Monroe County;
WHEREAS, the November 5, 1996 General Election ballot will contain Amendments 4,
5 and 6, mandating that the sugar industry pay a penny-a-pound fee on all sugarcane grown in the
Everglades, holding polluters primarily responsible for paying the costs of abatement and
establishing the Everglades Trust Fund;
NOW THEREFORE, the Board of County Com'missioners of Monroe County hereby
resolves as follows:
1. The Board of County Commissioners of Monroe County support the passage of
Amendments 4, 5 and 6 to Florida Constitution in the November 5, 1996 General Election.
