A Special Meeting of the Monroe County Board of
County Commissioners convened at lO:OO a.m. on the above
date in the Commission Chambers, 310 Fleming Street, Key
West. Present and answering to roll call were Commissioner
William Freeman, Commissioner Michael Puto, and Mayor Eugene
Lytton. Absent from the meeting were Commissioner Jerry
Hernandez, Jr. and Commissioner John Stormont. Also present
were Danny L. Kolhage, Clerk; Lucien C. Proby, County
Attorney; Tom Brown, County Administrator; Michael Managan,
Assistant County Administrator; Charles Pattison, Executive
Director of the Monroe County Land Authority; Howard Tupper,
Development Review Coordinator; Roger Braun, representative
of the Monroe County Housing Authority; members of the Press
and Radio; and the general public.
Prior to the start of the meeting, Mayor Lytton
commented on certain discussions at the City Commission
meeting held on December 2l, 1987, concerning Tourist
Development Council funding of beach improvements. Mayor
Lytton indicated that the City chose not to be .subject" to
the operation of the Tourist Development Council as it rela-
tes to the beach improvement funds and would demand an
Interlocal Agreement between the City and the County so that
the City could control the funds. He also indicated that
the City was demanding a Workshop between the City and
County concerning the use of the County's portion of the
allocation for beach improvements. Mayor Lytton also indi-
cated that at the proper time, he would press for a deferral
of any of the use of the third cent funding for beach impro-
vement and restoration until after the creation of the Beach
Authority and the appointment of the District One Advisory
Board.
Jeannie Fewell and Tom Jackson, representing
Plantec, addressed the Board concerning the Affordable
Housing Study done in Monroe County. Roger Braun, repre-
senting the Monroe County Housing Authority, addressed the
Board concerning the report. No action was taken.
There being no further business, the meeting was
adjourned .
