Joint County/City Commissions

Key West
A Special Workshop of the Monroe County Board of
County Commissioners and the Key West Board of City
Commissioners convened at 10:00 a.m. on the above date at
City Hall, Angela and Simonton Streets, Key West. Present
and answering to roll call were Commissioner William
Freeman, Commissioner Jerry Hernandez, Jr., Commissioner
John Stormont, and Mayor Eugene Lytton. Absent from the
meeting was Commissioner Michael Puto. The following City
Commissioners were present: Commissioner Sally Lewis,
Commissioner Virginia Panico, Commissioner Harry Powell,
Commissioner Jimmy Weekley, and Mayor Richard Heyman. Also
present were Danny L. Kolhage, County Clerk, Josephine
Parker, City Clerk, Lucien Proby, County AttorneY1 Steve
Stitt, City AttorneY1 Tom Brown, County Administrator1 Peter
Horton, Assistant City Manager1 members of the Press and
Radi01 and the general public.
Commissioner Puto entered the meeting at 10:30 a.m.
and assumed his seat.
The City Commission and County Commission discussed
proposed bus service to Boca Chica. The County's participa-
tion in this project is projected at $61,000.
Charles Aguero, County MSD Manager, and the
Commissioners discussed a proposal by Catalyst on a Joint
City/County Lower Keys Incinerator project.
Commissioner Weekley discussed parking ticket
collection and also proposed an Ordinance to withhold
issuance of tags for unpaid tickets. This matter was
referred to the Monroe County Tax Collector.
The City and County Commissions entered into a
discussion regarding the City Beaches. After lenghty
discussion, Mayor Heyman appointed Walt Marlowe and Virginia
Panico to the Beach Authority Advisory Board. After a flip
of a coin, it was decided that Commissioner Panico would
serve on said Board.
Commissioner Lewis discussed a joint property
purchase and beautification of the Hilton/Hyatt property by
Smathers Beach to be used for parking.
Commissioner Powell discussed the bottle/container
deposit law.
Mayor Heyman discussed disposition of funds. After
discussion, this item was referred to the legal staffs of
the City and County.
There being no further business, the meeting was
adjourned.

Commissioners convened at 1:30 p.m. on the above date in the
Commission Chambers at 310 Fleming Street in Key West.
Present and answering to roll call were Commissioner Jerry
Hernandez, Jr., Commissioner Michael Puto, Commissioner John
Stormont, and Mayor Eugene Lytton. Absent from the meeting
was Commissioner William Freeman. Also present was Danny L.
Kolhage, Clerk1 Shelley Brown, Deputy Clerk1 Lucien Proby,
County AttorneY1 Tom Brown, County Administrator1 Michael
Managan, Assistant County Administrator1 Donald Craig,
Planning Director1 Staff1 members of the Press and Radio1
and the general public.
Tom Brown, County Administrator, discussed the
Monroe County Capital Improvements Project List approved for
Fiscal Year 1988.
The Board entered into a discussion regarding the
Clerk's storage building. Sonny McCoy addressed the Board.
Motion was made by Commissioner Puto and seconded by Mayor
Lytton to approve the conceptual design of the Clerk's
storage area. Roll call vote was unanimous. Motion was
then made by Commissioner Stormont and seconded by Mayor
Lytton to instruct the Clerk to proceed to make his desires
known so that appropriate plans may be drawn. Roll call
vote was unanimous.
The Board then entered into a discussion regarding
Jail Overcrowding. Mike Kremmel addressed the Board.
Motion was made by Commissioner Puto and seconded by
Commissioner Hernandez to request PONI's (Planning of New
Institutions) assistance by submitting a formal application
and a letter from the Mayor accordingly. Motion carried
unanimously.
Tom Brown, County Administrator, led the Board in a
discussion regarding New Capital Improvement Projects list
for consideration to implement in Fiscal Year 1988.
Bob Harris, PBS&J Consultant, addressed the Board
regarding Card Sound Road. Motion was made by Commissioner
Stormont and seconded by Commissioner Puto to approve
$260,000 for road re-surfacing. Roll call vote was
unanimous.
Tom Brown, County Administrator, discussed the list
for Capital Improvement Projects submitted for consideration
for Fiscal Year 1989.
Mayor Lytton discussed a telephone conversation he
had had recently with Senator Larry Plummer regarding thirty
matching acres of land in Dade or Monroe County. No action
was taken.
Mayor Lytton recognized Ervin Higgs, Property
Appraiser, and Harry Knight, Tax Collector, and welcomed
them to the meeting.

adjourned.
