Board of County Commissioners
Monday, January 12, 1987
Key West
A Public Hearing of the Monroe County Board of
County Commissioners convened at 1:00 p.m.on the above date
at the Key West City Hall. Present and answering to roll
call were Commissioner William Freeman, Commissioner Eugene
Lytton, Commissioner John Stormont, and Mayor Jerry
Hernandez, Jr. Absent from the meeting was Commissioner
Michael Puto. Also present were Danny L. Kolhage, Clerk;
Tom Brown, County Administrator; Susan Vernon, Assistant
County Attorney; Charles Pattison, Director of Planning,
Building & Zoning; Michael Halpern; County Staff; members of
the Press and Radio; and the general public.
Mayor Hernandez called the Public Hearing to order
and discussed the mailing of the postcards and the response
his office had been receiving since the postcards had his
name affixed as Chairman of the Board of County
Commissioners. He indicated that several people were
distressed that they had received the cards after the first
Public Hearing had already taken place. He recommended and
called for the continuance of the current Public Hearing to
a time certain at the Regular Meeting of the Board of County
Commissioners on January 20, 1987 at Plantation Key to allow
those persons who were not aware or had not received notice
of the first Public Hearing to come forward and respond.
Mayor Hernandez proceeded to introduce the Staff
and members of the Press.
Mr. Pattison then described to the Commission and
public present the processes for requesting amendments to
the Plan and Text and also Map Changes.
The following individuals spoke at the Public
Hearing concerning the Land Use Plan: Ronald Sawyer, Ray
McClain, Howard Fogelstad, Lloyd Good, Ron Hoffman, David
Glassman, Robert Jones, Robert Delietas, Stan Becker, Boyd
Hamilton, Sandy Barrett, Ballard Goodwin, June Girrard,
Marie Landry, and Joel Beardsley.
Commissioner Lytton discussed a letter received
from Garland Smith, Zoning Consultant, concerning signage
and submitted the letter for the record.
Al Fried then addressed the Board concerning
several points.
The Board recessed approximately 3:30 p.m. since
there were no additional members of the public present who
chose to speak on the Plan.

The Board reconvened at 6:30 p.m. in Key West
Courthouse Annex, Courtroom B, with all Commissioners and
Staff present. Howard Tupper, Development Review
Coordinator, was also present.
The following individuals spoke: J. J. Johnson,
Irene Vaught, Bruce Merky, Lynn Kephard, Al Fried, Richard
Stacer, Joan Gladwell, and Vern Pokorski.
The Board adjourned approximately 8:00 p.m.
