Key West
A Special Meeting of the Monroe County Board of
County Commissioners and the Tourist Development Council
convened at 9:00 a.m. on the above date at 310 Fleming
Street, Key West. Present and answering to roll call were
Commissioner William Freeman, Commissioner Michael Puto,
Commissioner John Stormont, and Mayor Jerry Hernandez, Jr.
Absent from the meeting was Commissioner Eugene Lytton. The
following members of the Tourist Development Council were
present: Vice Chairman Samuel "Mickey" Feiner, Neil Boyce,
Bill Sellers, Stan Becker, Bill Wickers, Linda O'Brien,
Harry Galloway, Sandy Higgs representing Keys Advertising
and Marketing - the Administrator of the TDe, Andy and
Stuart Newman of Stuart Newman and Associates, Rick Balter
of Tinsley Advertising, and Tom Sawyer. Also present were
Danny L. Kolhage, Clerk; Tom Brown, County Administrator;
Lucien Proby, County Attorney; The Honorable Ron Saunders,
State Representative; County Staff; members of the Press and
Radio; and the general public.
All stood for the Invocation and Pledge of
Allegiance to the Flag.

Prior to the regular Agenda, the Commission
discussed the request for advance payment of $1,14l.00 to
Mrs. Davidson for travel for Key Lime Pie production to
Canada for Eaton's "Uncrate The Sun" promotion. Motion was
made by Mayor Hernandez and seconded by Commissioner Puto to
approve the advance travel payment to Mrs. Davidson in the
amount of $1,14l.00 and also to approve travel for Vice
Chairman Feiner and Mayor Hernandez to attend the Canadian
Eaton's "Uncrate The Sun" promotional event. Motion carried
unanimously.
Mayor Feiner, Vice Chairman of the Tourist
Development Council, opened the meeting with comments.
Stuart Newman, representing Stuart Newman and
Associates, public relations firm for the TDC, made a pre-
sentation. Rick Balter of Tinsley Advertising addressed the
Board concerning the agency's activities and also made a
presentation.
Vice Chairman Feiner discussed the breakdown of TDC
revenues and the budgets.
Bill Sellers made a presentation concerning the
activities of the Advertising Committee.
Bill Wickers discussed the cultural funding proce-
dures.
Art Espinola of the Latin American Chamber of
Commerce addressed the Board concerning efforts to promote
more Latin American tourism.
Vice Chairman Feiner discussed the liaison between
the TDC and the Board of County Commissioners and indicated
that he would serve as the spokesman for the TDC. The Board
discussed the possible need for quarterly workshop meetings

and quarterly reports to the Commission.
Vice Chairman Feiner advised the Board that the
contract payments to Tinsley Advertising and Stuart Newman
and Associates were being handled by the Finance Department
and that the Finance Department was developing written pro-
cedures for that purpose. He also advised the Commission
that progress was being made in this area.
Sandy Higgs of Keys Advertising and Marketing
discussed trade shows in general and the payment of
registration and sanction fees and the many benefits
derived from participation in trade shows, both inside and
outside the country. Mrs. Higgs presented an updated list
of trade shows and indicated that one change involved the
event called "Florida Insight" from May lSth to May 19th to
be held somewhere in Florida. Motion was made by Mayor
Hernandez and seconded by Commissioner Puto to approve par-
ticipation in the Florida Insight Trade Show from May lSth
to May 19th to be held in the State of Florida. Motion
carried unanimously.
Vice Chairman Feiner, the Board, and County
Attorney Proby discussed the potential use of TDC funding
for insurance coverages.
Mayor Hernandez discussed Commissioner Lytton's
work and correspondence concerning the potential use of TDC
funding for other County purposes.
Board members, Council members, and Representative
Saunders proceeded to discuss the concept of the use of TDC
funds for such items as construction of a civic or community
center, construction of jails, and general revenue
appropriations.
Richard Heyman of the Monroe County Fine Arts
Council addressed the Board concerning the administration of
cultural funds and proposed that a workshop be scheduled
with the Board of County Commissioners and the Fine Arts
Council.
Sandy Barrett, Al Fried and Joe Roth addressed the
Board concerning the use of TDC funds.
Prior to the close of the meeting, motion was made
by Commissioner Freeman and seconded by Commissioner Puto to
extend a vote of confidence to Vice Chairman Feiner and all
of the Tourist Development Council members for the work that
they are doing. Motion carried unanimously.
There being no further business, the meeting was
adjourned.
