A Special Meeting of the Monroe County Board of
County Commissioners convened at lO:OO a.m. on the above
date in the Commission Chambers at 310 Fleming Street, Key
West. Present and answering to roll call were Commissioner
William Freeman, Commissioner John Stormont, and Mayor Jerry
Hernandez, Jr. Absent from the meeting were Commissioner
Eugene Lytton and Commissioner Michael Puto. Also present
were Rosalie L. Connolly, Deputy Clerk; Calvin Allen,
Assistant County Attorney; Tom Brown, County Administrator;
Charles Aguero and Jim Baker of Municipal Services
Department; Bob Harris, Al Damron and Dave Deans of Post,
Buckley, Schuh & Jernigan; representatives of the various
companies making presentations; members of the Press and
Radio; and the general public.
Mayor Hernandez advised the meeting that
Commissioner Lytton was out of town for the day and that
Commissioner Puto was en route to the meeting.
Charles Aguero, MSD Manager, addressed the Board
about the Request For Proposals for a Solid Waste Management
Study for the Municipal Service District and advised that
copies of submitted proposals had already been transmitted
to DCA and to the Governor's Office of Energy. He then
discussed the guidelines which would be followed.
The Board then recessed until Commissioner Puto's
arrival.

Commissioners present except Commissioner Lytton.

Following the final interview, the Board proceeded
to ballot on the nominees, with the highest selection
receiving the Number One Ranking and the successful appli-
