Joint County/City Meeting
Thursday, May 1, 1986

A Joint Meeting of the Board of County
Commissioners and the Key West City Commissioners convened
on the above date at Key West City Hall. Answering to roll
call and representing the County were Commissioner Alison
Fahrer, Commissioner William Freeman, Commissioner John
Stormont, and Mayor Wilhelmina Harvey. Answering to roll
call and representing the City were Commissioner Emma Cates,
Commissioner George Halloran, Commissioner Sally Lewis,
Commissioner Jimmy Weekley, and Mayor Tom Sawyer. Also pre-
sent were Danny L. Kolhage, County Clerk1 Kermit Lewin,
County Administrator1 members of the Press and Radio1 and
the general public.
The Boards discussed the joint use of the beach
cleaning machine purchased by the City of Key West. Mayor
Sawyer indicated that his staff had arrived at a rate of
$20.00 per hour for use of the machine, including labor.
This matter was referred to the Public Works Department.
The Boards also discussed the joint use and development of
the Higgs/Rest Beach Project.
Mayor Sawyer discussed County participation in the
public transporation provided by the Port and Transit
Authority to County residents on the south side of Stock
Island. He indicated that they constituted approximately
18% of the ridership and that based upon the current
operating deficit, the appropriate amount of County par-
ticipation would be $54,347.00. This matter was referred to
staff. During this discussion, Commissioner Swift arrived
at the meeting and took his seat.
The Boards discussed the toll road concept for US
#1 and also an occupational license tax based upon gross
receipts.
Discussion was entered into concerning the possibi-
lity of a Bottle Law.
Regarding traffic, the Boards discussed a committee
consisting of appointees by the City and County Commissions
and members of DOT. On behalf of the County Commission,
Mayor Harvey appointed Public Works Director Dent pierce to
serve on this committee.
Bob Harris of Post, Buckley, Schuh & Jernigan
discussed and passed out some information concerning an
inter-governmental planning agency concept.
The Boards entered into a general discussion of
low-cost housing needs in both the City and County.

The Boards discussed the possible joint use of the
City's Resource Recovery Facility on Stock Island. No
action was taken.
The Boards entered into a discussion concerning
animal control in both the City and County. The general
concensus was that animal control activities in the City
needed to be strengthened. This matter was referred to
staff.

Mayor Harvey discussed some sewer problems in cer-
tain locations of the City of Key West.
Commissioner Halloran briefly questioned the
closing of Old Boca Chica Road.
The Boards then proceeded to discuss the RDA
Property. Paul J. Sher, Chairman of the Redevelopment
Authority, discussed the current situation concerning the
property with the Joint Commissions. Bob Cruz, an RDA
member, made a presentation concerning possible use of the
property.
