RESOLUTION NO. 605 -1996
A RESOLUTION OF THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS REQUESTING AN EXTENSION
AND/OR MODIFICATION TO THE FLORIDA
COMMUNITIES TRUST ROGO GRANT FOR LAND
ACQUISITION.
WHEREAS, the Florida Communities Trust has awarded Monroe County a 50% matching grant
in the amount of $3,677,987 for the purchase of property to assist in the implementation of the
rate of growth controls, density reductions, and open space requirements in the Monroe County
Year 2010 Comprehensive Plan; and
WHEREAS, said grant will expire on January 5, 1997; and
WHEREAS, Monroe County has not yet been required to purchase property subject to the rate of
growth ordinance (ROGO) and therefore the majority of the grant has not been spent; and
WHEREAS, there are approximately 140 properties with a corresponding value of approximately
$5 million that have been denied development approvals under the residential ROGO and may
therefore need to be purchased in the future; and
WHEREAS, the commercial ROGO has resulted in a county-wide moratorium on commercial
development which may create land acquisition needs equal to or greater than the needs of the
residential ROGO; and
WHEREAS, the grant provides an opportunity to facilitate the purchase of downzoned
subdivision lots targeted for acquisition by the Conservation and Recreation Lands (CARL)
program; and
WHEREAS, Monroe County is willing to use the grant to assist in said CARL acquisitions,
provided title to the acquired properties is either transferred to or directly vested in the Board of
Trustees; now, therefore,
