Special Meeting
Board of County Commissioners
Thursday, June 23, 1983
10:00 A.M., Key West
A special meetingl!of the Board of County
Commissioners convened on the above date. Purpose of the
meeting was to meet with Dr. DeGrove of the Department of
Community Affairs and his staff concerning Land Planning in
Monroe County. Present and answering to roll call were
Commissioner Alison Fahrer; Commissioner Ed Swift and
Chairman Jerry Hernandez, Jr. Commissioner Wilhelmina
Harvey was absent due to illness and Commissioner Ken
Sorensen was out of the County on vacation. Also present
were Virginia Pinder, Deputy Clerk; Lucien Proby, County
Attorney and Ron Saunders of his staff ; Edward Stickney,
Acting County Administrator;; Members of the County's
Consulting Engineering Firm; Members of the Press and Radio;
and general public.
Commissioner Fahrer gave the Invocation and
Commissioner Swift led thePledge of Allegiance.
Mayor Hernandez introduced the following
individuals:
City of Key West Planner - Art Mosley
Local Counsel fori;Planning - Hugh Morgan, P.A.
Members of Plannin;'g Staff - Dr. Jeff Doyle,
Planning and Zoning Director; Dave Rickerson, Sr. Planner;
Mark Robertson, Biologist;!,and Andy Hooten, Biologist.;
Members of the Dep',artment of Community Affairs,-
Dr.•DeGrove, Secretary; Nan',cy LeNan, Assistant Secretary;
Mary Clark, Chief Counsel;�.Larry Keasey, P.A.; Craven
Reedes, Planner.
Bureau of Land and Water Management - Bob Hopkins,
Acting Chief.
Mayor Hernandez turned the meeting over to
Commissioner Swift. Commissioner Swift introduced Hugh;
Morgan, P.A., who reported 'on State funding to implement'
Area of Critical State Conc;ern.
The following individuals spoke:
Howard Post, Taxpayers League of the Keys discussed
Flood Insurance requirement's.
Jim Lewis discussed Major Development Moratorium
and requested moratorium on;'ad valorem taxes.

George Holleran, Contractor for the City of Key
West.

Capt. Ed Davidson,imember of Management Resources
Committee and member of Citizens Coalition.
Bill Westray, City:of Key West citizen requested
the City and County combine!'together in joint planning
effort.
Dagney Johnson, citizen of Florida Keys, discussed
Islamorada Beach.

Michael Morris, citizen City of Key West, discussed
City/County Government.

Bob Eric, member of Big Pine Key Civic Association.
Questions were directed at Dr. DeGrove and his
staff by the above individuals.
The meeting recessed for lunch. The DCA staff mem-
bers were invited to meet in the Planning and Zoning Office
for a tour of facilities to be followed by a press con-
ference at the Public Service Building Chappel at 2:45 P.M.
