Ordinance 024-1993 Building Official ORDINANCE No. 024 -1993 AN ORDINANCE OF THE BOARD OF COUNTY COMMIS- SIONERS OF MONROE COUNTY, FLORIDA, AMENDING THE BUILDING CODE BY PROVIDING THAT ALL MAJOR STRUCTURES (EXCEPT FOR MOBILE HOMES) IN MONROE COUNTY BE DESIGNED PURSUANT TO THE WIND DESIGN REQUIREMENTS OF ASCE (AMERICAN SOCIETY OF CIVIL ENGINEERS) STANDARD #7; USING A MINIMUM FASTEST MILE WIND VELOCITY OF 115 MPH; AMENDING THE BUILDING CODE BY ADDING A MINIMUM ROOF SHEATHING REQUIREMENT OF 5/8" APA RATED PLYWOOD SHEATHING EXP 1 OR 2 , FASTENED TO THE FRAMING BY A MINIMUM OF 8d CORROSION RESISTANT NAILS 6" OC ON THE EDGES AND 6" OC IN THE FIELD; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF ALL ORDINANCES INCONSISTENT HEREWITH; PROVIDING FOR INCORPORATION INTO THE MONROE COUNTY CODE; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, both the Monroe County adopted Standard Building Code (SBCCI) and the Council of American Building Officials Code (CABO) do not mandate the use of ASCE Standard #7 for wind de- sign; and WHEREAS, both the aforementioned Codes only offer design date for a fastest mile windspeed of 110 mph maximum; and i := rn ,• . WHEREAS, Florida Statute 161.55 mandates that Monr;ote_ County use a fastest mile wind speed minimized at 115 mph; and -o CD WHEREAS, the severity of the damage caused by Hurricane Andrew forcefully demonstrated the vulnerability of an area which admin- isters less stringent code requirements; and int WHEREAS, ASCE Standard #7 is a national consensus standard that reflects the latest state of the art in wind engineering; and WHEREAS, a critical and vulnerable component of the roofing sys- tem not adequately addressed by our present codes is the roof sheathing; and WHEREAS, the American Plywood Association has recommended minimum fastening schedules for high wind uplift; NOW THEREFORE BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, THAT: Section 1. This Ordinance will be incorporated into Sec- tions 6-16 (c) re: ASCE Standard #7 and 115 MPH fastest mile wind speed; and 6-16 . 1 (7) re: roof sheathing. Section 2 . Requirements All major structures in Monroe County (except for mobile homes) shall be designed pursuant to the wind design requirements of ASCE Standard #7; using a minimum design fastest mile wind speed of 115 MPH. All roof sheathing shall be a minimum of 5/8" APA rated plywood sheathing exp 1 or 2 ; fastened to the framing by a minimum of 8d corrosion resistant nails 6" o. c. on the edges and 6" o. c. in the field. Section 3 . If any section, subsection, sentence, clause or provision of this Ordinance is held invalid, the remainder of this Ordinance shall not be affected by such invalidity. The provisions of this Ordinance shall be included and incorporated into the Code of Ordinances of the County of Monroe, Florida, as an addition or amendment thereto, which shall be appropriately renumbered to conform to the uniform numbering system of the Code. Section 6 . This Ordinance shall take effect immediately upon receipt of official notice from the Office of the Secretary of State of the State of Florida that this Ordinance has been filed with said Office.
