RESOLUTION NO. 417 -2001
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, SUPPORTING SENATE BILL 100 OR
OTHER SIMILAR LEGISLATION TO INCREASE FUNDS DEPOSITED
INTO THE TRANSPORTATION DISADV ANT AGED TRUST FUND
WHEREAS, Florida's seniors, disabled, low income and children at risk who have no
other form of transportation depend on the Transportation Disadvantaged Trust Fund to
assist them with daily transportation to the doctor or other medical services, to the grocery
store or other nutritional activities, to go to work or receive job training or to obtain other
essential services of daily living that are not sponsored by any other funding source;
WHEREAS, providing for transportation results in tax dollars returned to the State
of Florida due to the prevention of deteriorating health conditions, institutionalization,
unemployment and an unacceptable quality of life for Florida's seniors, disabled, low income
and children at risk who have no other form of mobility to remain independent and in their
homes;
WHEREAS, funding for the Transportation Disadvantaged Trust Fund has not been
increased in nearly eight (8) years, yet there has been a continued trend in trips not being
provided to this most vulnerable population resulting in no access for these citizens;
WHEREAS, Monroe County was unable to provide numerous trips to local seniors,
disabled, low income and other last year. The Transportation Disadvantaged Trust Fund is
the funding of last resort for these individuals, however, it continues to be under-funded to
meet these unmet needs;
WHEREAS, Senator Richard Mitchell has filed Senate Bill 100 and Representative Ron
Greenstein and others are filing a companion House Bill. This legislation will provide for the
revising and correction of a loophole of the currently collected $1.50 for current exemptions
for some trucks, trailers, motorcycles, tag transfers and temporary tags. This bill will
increase the trust fund by approximately $9.3 million which will begin to address the growing
unmet needs of Florida's seniors, person with disabilities, low income and other transportation
disadvantaged;
WHEREAS, if these proposals are adopted by the 2002 Legislature, each Florida
county would receive additional funds to provide essential mobility needs. These additional
funds would not meet all the needs but they would begin to provide for those trips being
denied as well as providing more available transportation choices for our seniors, disal:~.led and
others who have no other form of transportation for medical care, grocery shopping,
employment and other services essential to being independent and having an improved quality
of life;
WHEREAS, Monroe County, respectfully requests your consideration for the passage
of Senate Bill 100 or other similar proposals to increase the Transportation Disadvantaged
Trust Fund during the 2002 legislative session; now therefore,
BE IT RESOLVED BY THAT THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA supports senate bill 100 or other similar legislation to increase
funds deposited into the Transportation Disadvantaged Trust Fund.
BE IT FURTHER RESOLVED BY SAID BOARD that the Clerk of the Board is hereby
directed to forward a certified copy of this resolution to the Honorable Jeb Bush, the
Honorable Bob Graham, and the Honorable Bill Nelson.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a regular meeting of said Board held on the 17th day of October, 2001.
