Special Meeting
Board of County Commissioners
Tuesday, August 29, 1980
11:00 A.M., Key West
A special meeting of the Board of County Com-
missioners requested by Commissioner Hernandez was called to
order for the purpose of discussing the Cuban Refugee situa-
tion in Monroe County.
Present and answering to roll call were Commissioner
Curt Blair, Commissioner Jerry Hernandez, Jr., and Commissione
Richard Kerr. Also present were Virginia Pinder, Deputy Clerk
Kermit Lewin, County Administrator; Michael Cates, County
Attorney; members of the Press and Radio; and general public.
The meeting was chaired by Vice Chairman Blair in
the absence of the Chairman.
The Chairman had advised the staff that he was in
full support of the proposed resolution but was unable to be
present at the meeting.

The Vice Chairman turned the meeting over to Com-

missioner Hernandez who presented a resolution opposing desig-
nation of Key West and Monroe County as a temporary and/or

permanent Cuban Refugee Center. Commissioner Hernandez also
advised the Board that he had forwarded a letter to the
President of the united States asking that he reconsider any
move to locate the Refugee Center here. Motion was made by
Commissioner Hernandez and seconded by Commissioner Kerr
ratifying the letter and directing the County Attorney to
forward copies to all appropriate Federal and State Agencies.
Motion carried unanimously. The County Attorney then read
the proposed resolution into the records. Motion was made by
Commissioner Hernandez and seconded by Commissioner Kerr to
adopt said resolution. During discussion a motion was made
by Commissioner Kerr and seconded by Commissioner Hernandez
to waive the Board Administrative Rules of Procedures in
order to allowfue public to participate in discussion after
a motion was on the floor. Motion carried unanimously. At
this time the Board heard from Mr. Rick Eyerdam who made some
comments on the Cuban/Hatian Task Force. Motion was then

taken on the proposed resolution and carried unanimously.

Motion was then made by Commissioner Blair and
Federal
Agency.
seconded by Commissioner Hernandez instructing the County
Attorney to draft a resolution and the Chairman to execute
same identifying the County's conviction that the regugee
resettlement issue and the cause for handling refugee is a
Federal problem and that they should be sympathic to some of
the financial needs that we have in the community in terms
of those refugees that have migritated back to the community.
Motion carried unanimously.

The meeting was then adjourned by the Vice Chairman
The Board then meet informally with representatives
of the City of Key West regarding the School Guard problems
in the City of Key West.
