09/16/1980 Special V 042 * * * * * * * * * * * * Special Meeting Board of County Commissioners Tuesday, September 16, 1980 IO:OO A.M., Key West A special meeting of the Board of County Com- Budget. missioners was held on the above date for the purpose of discussing Budgets. Present and answering to roll call were Commissioner Jerry Hernandez, Jr., Commissioner Richard Kerr, and Chairman Don Schloesser. Also present were Danny Kolhage, Deputy Clerk; Michael Cates, County Attorney; Kermit Lewin, County Administrator; members of the Press and Radio; and general public. Commissioner George Dolezal and Commissioner Curt Blair were absent for roll call but entered and were seated during the morning session. v 043 Mr. Sanders, City Manager of the City of Key West, made a request to the Board for an allocation of $23,000.00 to assist the City in funding School Crossing Guards. Motion was made by Commissioner Hernandez and seconded by Com- missioner Kerr to authorize the County Attorney to prepare an Interlocal Agreement with the City of Key West in the amount of $23,000.00 for the funding of the School Crossing Guards. Motion carried unanimously. Motion was made by Commissioner Hernandez and seconded by Commissioner Kerr to add an ap- propriation of $23,000.00 to the Fine and Forfeiture Fund in the 1980-81 fiscal year Budget. Motion carried unanimously. The Board discussed the recent accident concerning the animal control vehicle in the Upper Keys. Motion was made by Chairman Schloesser and seconded by Commissioner Kerr authorizing the execution of a Lease-Purchase Agreement with Duncan Ford for the lease purchase of a vehicle to be used for animal .control purposes in the Upper Keys in the amount of $234.83 per month. Motion carried unanimously. A full Board is now present. Sheriff Freeman was present and discussed his Budget request for fiscal year 1980-81 and also a request for additional Deputies to be assigned in the Upper Keys. No action was taken. Motion was made by Commissioner Hernandez and seconded by Commissioner Blair to support Legislation to transfer the funding of Witness Fees to the State. Motion carried unanimously. The Chairman announced that for the purpose of complying with the TRIM Bill, he was tentatively calling a special meeting for the Tentative Budget for October 14, 1980 in Key West at 6:00 P.M. He also indicated that this date was subject to change upon further meetings with the Property Appraiser and other taxing bodies. Motion was made by Commissioner Hernandez and seconded by Commissioner Blair to tentatively adopt and certify to the Property Appraiser, General Fund millage for Budgets; Schools; Contracts& Agreements Animal Control; MachinerycS Equipment; Contracts & Agreements; Budget. Budget; Sheriff. Budget; Legislation: St. Agency. Budget; Co. Tax Assessor & Collector. Tax Millage: Co. Tax Assessor & Coll~ctor. V 044 Tax Millage; Co. Tax Assessor & Collector. a total amount of 4.711, reflecting an 18 percent increase. Motion carried unanimously. Motion was made by Commissioner Kerr and seconded by Chairman Schloesser to tentatively adopt and certify to the Property Appraiser a millage of .066 on the 65 Building Certificates Fund. Motion carried unanimously. The Board recessed for lunch. Meeting Re-convened 2:l0 P.M. The meeting re-convened with everyone present. Funds (Fed. Motion was made by Commissioner Blair and seconded Grants); State Agency by Commissioner Dolezal to approve an application for a Grant Tax Millage; District; Budget. County Tax Assessor & Collector. Tax Assmts. Budget. with the Governors Highway Safety Council for a Traffic Engineering Technican. Roll call vote was taken and carried with Commissioner Hernandez voting no. Motion was made by Commissioner Dolezal and seconded by Commissioner Blair to tentatively adopt the mill- age of 1.750 for the Municipal Service Tax District reflecting an increase of 273 percent. Roll call vote was taken and carried with Commissioner Hernandez and Commissioner Kerr voting no. Since this motion did not pass by a four-fifth majority, additional discussion concerning the Municipal Service District Budget followed. Motion was made by Com- missioner Dolezal and seconded by Chairman Schloesser to ten- tatively approve and certify to the Property Appraiser a mill- age for MSD of 1.300. Roll call vote was taken with the following results: Commissioner Blair Commissioner Dolezal Commissioner Hernandez Commissioner Kerr Chairman Schloesser No Yes No No Yes Motion failed. After continued discussion a motion was made by Commissioner Blair and seconded by Commissioner Dolezal to tentatively approve and certify to the Property Appraiser a millage rate of l.300 mills for Municipal Service Taxing District and also to increase the Special Assessment and the correspondencing commercial rates by whatever amount is necessary to fund a total MSD Budget of $3,778,335.00. Durin~ discussiong a motion was made by Chairman Schloesser to V 045 eliminate the rate increase. Motion died for lack of a second. Roll call vote was taken on the original motion and carried with Commissioner Hernandez and Commissioner Kerr voting no. Motion was made by Commissioner Blair and seconded by Commissioner Dolezal to call for a public hearing on the necessary increase in the Special Assessment. Roll call vote was taken and carried with Commissioner Hernandez voting no. Motion was made by Commissioner Blair and seconded by Commissioner Dolezal to certify the millage rate for Municipal Service Taxing District to the Property Appraiser at 1.300 mills. Roll call vote was taken and carried with Commissioner Hernandez voting no. Mr. White, the Clerk, then discussed the building loans for the Special Districts with the Boulevard Bank. Motion was made by Commissioner Dolezal and seconded by Commissioner Hernandez to adopt the following resolution authorizing the adjustment to the interest rate bid for the purpose of adding the expenses of the loan.
