Special Meeting
Board of County COmnUssioners
March 19, 1980
A special meeting was held on the above date. The following
members were present: COmnUssioner Dolezal, Chairman Schloesser,
Commissioner Blair, Michael Cates, Count1.1 Attorney, and Danny Kolhage,
Deputy Clerk.
The Board proceeded to negotiate for auditing services. The
Board began negotiations with the firm of Coopers & Lybrand. Following
a presentation to the Board, the following proposal for services:

The Board proceeded to negotiate with the firm of Deloitte,
Haskins & Sells for auditing services. After a brief presentation, the
firm presented the following:

The Board proceeded to negotiate with the firm of Ernst &
Whinney for auditing services. Prior to the discussion, Mr. John Parks

of Parks, Bishop & Hutchins advised the Board that due to the decision
fo the Board concerning the requirements for a single audit and single
opinion concept that his firm was withdrawing from the Consortium with
Ernst & Whinney and that Ernst & Whinney had amended their proposal which

had been given to the Selection COmnUttee accordingly. After a brief
presentation, the representatives of Ernst & Whinney presented the
following proposal:

Following the negotiations and after considerable discussion by
the Board, a motion was made by COmnUssiner Dolezal to award the contract
to the firm of Coopers & Lybrand. During discussion, Commissioner
Dolezal withdrew his motion.
Motion was made by Chairman Schloesser and seconded by Commission r
Dolezal to accept the low bid of Deloitte, Haskins & Sells of $47,500
for Fiscal Year 78-79 and 79-80 plus a maximum of $6,000 for expenses
contingent upon the firm coming to an agreement concerning the terms of

a contract to be prepared by the County Attorney. Roll call vote taken
with Commissioner Blair voting no. Motion carried.
There being no further business, the meeting was adjourned.
