03/19/1980 Regular u 080 Special Meeting Board of County COmnUssioners March 19, 1980 A special meeting was held on the above date. The following members were present: COmnUssioner Dolezal, Chairman Schloesser, Commissioner Blair, Michael Cates, Count1.1 Attorney, and Danny Kolhage, Deputy Clerk. The Board proceeded to negotiate for auditing services. The Board began negotiations with the firm of Coopers & Lybrand. Following a presentation to the Board, the following proposal for services: Separate Report F /Y /E F/Y/E 9/30/79 9/30/80 Total Fees $60,000 $65,000 $125,000 Expenses -8,000 -8,000 -16,000 Net Fee $52,000 $57,000 $109,000 Single Report Fees Expenses Net Fee $55,000 -7 , 500 $47,500 $60,000 -7,500 $52,500 $115,000 -15,000 $100,000 In addition to the above, the firm of Coopers & Lybrand presented the following information concerning their estimates of man hours necessary to perform the audit: Single Report F /Y 1979-1980 1980 350 hrs 400 hrs 80 hrs 40 hrs 80 hrs 800 hrs 1750 hrs Tax Collector Sheriff Property Appraiser Supervisor of Elections Clerk Board of County Commissioners Total (less 10%) The Board proceeded to negotiate with the firm of Deloitte, Haskins & Sells for auditing services. After a brief presentation, the firm presented the following: Single Report F/Y 78-79 Fees $20,000 820-900 hrs F /Y 79-80 Fees $27,500 Total $47,500 + $3,000 per year for expenses The Board proceeded to negotiate with the firm of Ernst & Whinney for auditing services. Prior to the discussion, Mr. John Parks u u 081 of Parks, Bishop & Hutchins advised the Board that due to the decision fo the Board concerning the requirements for a single audit and single opinion concept that his firm was withdrawing from the Consortium with Ernst & Whinney and that Ernst & Whinney had amended their proposal which ~c_ had been given to the Selection COmnUttee accordingly. COmnUsion rs Total Following the negotiations and after considerable discussion by the Board, a motion was made by COmnUssiner Dolezal to award the contract to the firm of Coopers & Lybrand. During discussion, Commissioner Dolezal withdrew his motion. Motion was made by Chairman Schloesser and seconded by Commission r Dolezal to accept the low bid of Deloitte, Haskins & Sells of $47,500 for Fiscal Year 78-79 and 79-80 plus a maximum of $6,000 for expenses contingent upon the firm coming to an agreement concerning the terms of -- a contract to be prepared by the County Attorney. Roll call vote taken with Commissioner Blair voting no. Motion carried. There being no further business, the meeting was adjourned. * * * * * * * * * * * * *
