Special Meeting
Board of County Commissioners
Monday, July 21, 1980
10:00 A.M., Key West
A special meeting of the Board of County Com-
missioners convened on the above date. Present and answering
to roll call were Commissioner Curt Blair, Commissioner Jerry
Hernandez, Jr., Commissioner Richard Kerr and Chairman Don
Schloesser. Also present were Danny Kolhage, Deputy Clerk;
Michael Cates, County Attorney; Kermit Lewin, County Adminis-
trator; members of the Press and Radio; and interested
citizens.

Purpose of the meeting was to discuss Budget request Budget.
Prior to the meeting the Chairman discussed the
Board of County Commissioners's regularly scheduled meeting of
September 9, 1980 which is the date of the First Primary and
the possibility of re-scheduling that meeting. No action was
taken.
The Board considered and conducted preliminary
discussion of the following Budgets: Planning; Building and
Zoning; County Administrator; Personnel/Safety; Veterans
Affairs~ and public Works including Courthouses and Annex,
Other Administrative Buildings, Parks and Beaches, Animal
Shelters and Recreation.
The Board recessed for lunch at noon.

Meeting Re-convened
Budget.
The meeting re-convened with everyone present. The
Board continued discussion of Budget requests. They now heard
the requests of the Board of County Commissioners, AARP
Budgets of the Lower Keys, Middle Keys, Big Pine Key, and the
Upper Keys. During discussion Commissioner Blair made a

motion to place the funding for Recreation in the Special
Districts. Motion died for lack of a second. The Board
then discussed the Budget requests of the Medical Examiner,
Tubercular Care, Health Systems Agency, Museums and Legal Aid.
The Chairman recessed the meeting until 10:00 A.M.,
Tuesday, July 22, 1980.

10:00 A.M.
The special meeting of the Board of County Com-
missioners of July 21, 1980 re-convened at 10:00 A.M., July 22
1980. Present and answering to roll call were Commissioner
Curt Blair, Commissioner Jerry Hernandez, Jr., Commissioner
Richard Kerr and Chairman Don Schloesser. Also present were
Ralph W. White, Clerk; Michael Cates, County Attorney; Kermit
Lewin, County Administrator; members of the Press and Radio;
and interested citizens.

sioners Commissioner Blair to change the September 9, 1980 meeting to

Motion was made by Commissioner Kerr and seconded by
September 11, 1980. Motion carried unanimously.
Budget;
Sheriff.
First Budget considered and discussed was that of
the Sheriff. After extensive discussion a motion was made by
Commissioner Hernandez and seconded by Commissioner Blair to
amend the Sheriff's Budget request for fiscal year 1980-81 and
to adopt said Budget as amended as follows:
(a) Salary of the Sheriff $ 29,598.00
(b) Salaries of Dep. & Assts. 1,884,889.00
(c) Matching Funds 371,168.00
(d) Exp. Other Than Salaries 1,015,030.00
(e) Equipment 136,000.00
(f) Investigations 30,000.00
(g) Reserve for Contingencies 50,000.00
(h) Salary Incentive Program 50,000.00
TOTAL $3,566,685.00

It was also stipulated that the sum of $50,000.00 was included
in the line item "Expenses Other Than Salariesu for maintenanc
of all of the jail facilities. Motion carried unanimously.
The Board then discussed further Budget Sessions.
It was agreed that all of the Budgets should be returned to
the County Administrator for additional meetings with Depart-
ment Heads for the purpose of revising said Budgets and making
the necessary budget cuts to bring the Budget in line with
estimated revenues. The County Administrator was instructed
to incorporate the proposed 9 percent salary increases for
County employees.
The Chairman then recommended that the Board meet
again on August 5, 1980 for additional Budget meetings.
The Board then discussed the Budgets of the Clerk
to the Board of County Commissioners, Clerk of Circuit Court,
Data Processing, Clerk of County Court, and Microfilming.
These Budgets were all tentatively approved by the Board of
County Commissioners with the deletion of 2 additional positio s
requested in the Budget of the Clerk of the Circuit Court.
There being no further business the meeting was
recessed until August 5, 1980 at 10:00 A.M.
