A special meeting of the Board of County Commissione s
was continued from July 21 and 22, 1980 for the purpose of
discussing Budgets. Present and answering to roll call were
Commissioner Curt Blair, Commissioner George Dolezal, Com-
missioner Richard Kerr and Chairman Don Schloesser. Com-
missioner Jerry Hernandez, Jr., was absent. Also present
were Danny Kolhage, Deputy Clerk; Michael Cates, County
Attorney; Kermit Lewin, County Administrator; members of the
Press and Radio; and general public.
Prior to discussion of Budgets the Board heard from
Mr. Emory Major and members of the Political Action Club who
discussed the movement of precinct polling places to a more
centralized location in the black community in the City of
Key West. After considerable discussion a motion was made
by Commissioner Blair and seconded by Commissioner Kerr
supporting the concept of the movement of the 2 polling places
in Precincts 6 and 7 to a more centralized location in the
black community and appointment Commissioner Blair to work
as liason with the Political Action Club :and the Supervisor
of Elections to pursue any options which may be available to
accomplish this purpose. Motion carried unanimously.
The Chairman discussed the South Florida Regional
Planning Council. Motion was made by Chairman Schloesser and
seconded by Commissioner Blair to appoint Chairman Schloesser
as an observer from Monroe County in matters between Dade
County and the Department of Community Affairs subject to the
approval of the Legal Counsel of the South Florida Regional
Planning Council. Motion carried unanimously.
Motion was made by Commissioner Blair and seconded
by Commissioner Kerr to adopt the following resolution
authorizing the Chairman to execute the grant application for
approval by the Community Services Trust Fund for Vocational
Educational Programs, a program for Shrimp Deckhand Training.

(Ref). agenda of the next regular meeting of the Board of County Com-
missioners and that there was a genera 1 concensus of the Board
favoring the placement of this question on Referendum.

The County Attorney's Budget was held over until the
August 6, 1980 meeting.

Motion was made by Commissioner Kerr and seconded by
Chairman Schloesser to restore the 3 Special Reporters in the
Circuit Court Budget in the amount of $25,038.00 and to delete
one official court reporter in the amount of $6,l03.00 and
approve a tentative Budget for the Circuit Court for FY 1980-8J
as amended in the amount of $127,069.92. Motion carried
unanimously.

Motion was made by Chairman Schloesser and seconded
by Commissioner Kerr to approve a tentative Budget for the
State Attorney for FY 1980-81 as amended in the amount of
$57,794.00 with the following deletions: Furniture for Specia
State's Attorney, $2,250.00; Car Allowance for Special State's
Attorney, $2,040.00; Communications for Special State's At-
torney, $5,000.00. Motion carried unanimously.

Motion was made by Commissioner Blair and seconded
by Commissioner Kerr to approve a tentative Budget for the
Public Defender for FY 1980-81 as amended in the amount of
$80,385.00 with the deletion of $5,000.00. Motion carried
unanimously.

Motion was made by Commissioner Kerr and seconded
by Commissioner Blair to approve a tentative Budget for the

Personnel/Safety Department for FY 1980-8l as amended in the
amount of $33,595.34 with the deletion of $707.00. Motion
carried unanimously.

Motion was made by Chairman Schloesser and seconded
by Commissioner Kerr to eliminate two (2) Gasoline Attendant
positions in the Budget for Garages for FY 1980-81. Motion
carried unanimously. Motion was then made by Chairman Schloes-

ser and seconded by Commissioner Dolezal to approve a tentativ
Budget for the Garage Department as amended with the deletion
of $1849.74, error in salary, in the amount of $42,855.73.
Motion carried unanimously.
The Budget of Courthouses and Annexes was discussed. Budget.
Commissioner Blair was absent during this entire discussion.
Motion was made by Commissioner Kerr and seconded by
Commissioner Dolezal to adopt the amended Budget for FY 1980-,
8l for salaries in the amount of $21,708.33. Motion carried
unanimously. Motion was made by Commissioner Dolezal and
seconded by Commissioner Kerr to adopt the amended Budget
for FY 1980-8l for Parking Lot in the amount of $25,000.00.
Motion carried unanimously. Motion was made by Commissioner
Kerr and seconded by Commissioner Dolezal to adopt an amended
Budget for FY 1980-81 for Pump and Tank (Water) in the amount
of $9,000.00. Motion carried unanimously. Motion was made
by Chairman Schloesser and seconded by Commissioner Dolezal
to adopt an amended Budget for FY 1980-81 for Dump Truck in
the amount of $12,000.00. Motion carried unanimously.
Motion was made by Commissioner Dolezal and seconded Budget.
by Commissioner Kerr to delete the salary account in the
amount of $9,061.74 and approve a tentative Budget for Other
Administrative Buildings for FY 1980-8l in the amount of
$409,338.58. Motion carried unanimously. Motion was made by
Chairman Schloesser and seconded by Commissioner Dolezal to
delete $9,000.00 for the painting of the Armory Building.
Motion carried with Commissioner Blair voting no. Motion was
made by Chairman Schloesser and seconded by Commissioner Blair
to restore $l500.00 for tenting of the Armory Building. Motiol
carried unanimously. Motion was made by Commissioner Blair
and seconded by Chairman Schloesser deleting $44,000.00 for
repairs to the Public Service Building. Motion carried
with Commissioner Kerr absent. Motion was made by Com-
missioner Bla~r and seconded by Commissioner Kerr to delete
$75,000.00 for the building of a vault at the Public Service
Building. Motion carried with Commissioner Kerr absent.

The Board discussed the Budget of Parks and Beaches.
Motion was made by Commissioner Dolezal and seconded by Com-
missioner Blair to delete $1500.00 from Utilities. Motion
carried with Commissioner Kerr absent. Motion was made by
Commissioner Dolezal and seconded by Commissioner Blair to
delete salaries in the amount of $3,849.87. Motion carried
with Commissioner Kerr absent. Motion was made by Commissioner
Dolezal and seconded by Commissioner Blair to delete Painting
Concenssion Standing in the amount of $l800.00. Motion
carried with Commissioner Kerr absent. Motion was made by
Commissioner Blair and seconded by Chairman Schloesser to delet
$30,000.00 appropriation for the construction of Tennis Courts.
Motion carried unanimously. Motion was made by Chairman
Schloesser and seconded by Commissioner Dolezal to delete
$4,000.00 for Wiring West Martello Towers. Motion carried
unanimously. Motion was made by Chairman Schloesser and
seconded by Commissioner Kerr to delete $3,500.00 for Sea 1
Tennis Courts. Motion carried unanimously. Motion was made
by Chairman Schloesser and seconded by Commissioner Dolezal
to delete $5,500.00 for Fence at Plantation Key. Motion
carried unanimously. Motion was made by Chairman Schloesser
and seconded by Commissioner Dolezal to restore funding for
repairs at the Bath House at Islamorada in the amount of
$900.00. Motion carried unanimously.
The Board discussed a request from the Wesley House
for an increase in the funds provided for the Community Pool.
This item was postponed and referred to the County Attorney.
The Board recessed for lunch.
The Meeting reconvened at 2:l5 P.M. with all Com-
missioners present except Commissioner Kerr.
Motion was made by Chairman Schloesser and seconded
by Commissioner Blair to approve a tentative Budget for FY
1980-81 for Mental Health in the amount of $21,800.00 with the
deletion of $2,200.00 from the Lower Keys Mental Health Clinic.
Motion carried unanimously.

Motion was made by Chairman Schloesser and seconded by Com-
missioner Dolezal to postpone action on the Middle Keys
Guidance Clinic until the County Administrator obtains in for-
mation from Dr. Rice concerning the total Budget, a complete
salary break-down and analysis of total operational expenses.
Motion carried unanimously.
Motion was made by Commissioner Blair and seconded
by Chairman Schloesser directing the staff to instruct non-
profit corporations who are funded by the County to supply
their Budget request on County Budget Forms and also to pro-
vide the Board of County Commissioners with a copy of their
most recent annual audit and also to direct the States
Attorney and public Defender to file with the Board a completE
copy of their State Budget. Motion carried unanimously.

by Commissioner Blair to approve a tentative Budget for the
Upper Keys Guidance Clinic for FY 1980-81 in the amount of
$27,904.00 reflecting an increase of $2,304.00 over FY 1979-
80. Motion carried unanimously. Motion was made by Com-
missioner Blair and seconded by Commissioner Dolezal to ap-
prove a tentative Budget for FY 1980-8l in the amount of
$30,000.00 for Baker Act. Motion carried unanimously.
The Board discussed the Budget of the Key West
Animal Shelter. Motion was made by Commissioner Blair and
seconded by Commissioner Dolezal to adopt a tentative Budget
for FY 1980-81 in the amount of $55,872.35 as amended. Motior
carried unanimously. At this point in the meeting CommissionE~
Kerr entered and was seated. Motion was made by Chairman
Schloesser and seconded by Commissioner Blair to adopt a
tentative Budget for FY 1980-8l in the amount of $21,343.52
for Animal Shelter, Plantation Key. Motion carried unanimous y.
Motion was made by Commissioner Blair and seconded
by Chairman Schloesser to adopt a tentative Budget for FY
1980-81 for Planning and Zoning in the amount of $174,198.13
with the deletion of $9,000.00 error in salary. Motion
carried unanimously.

Motion was made by Commissioner Blair and seconded
by Chairman Schloesser to adopt a tentative Budget for
Veterans Affairs for FY 1980-8l as amended in the amount of
$95,982.51. Motion carried unanimously.
Motion was made by Commissioner Blair and seconded
by Commissioner Kerr to adopt a tentative Budget for FY 1980-
81 for the Division of Disaster Preparedness as amended with
the deletion in the salaries account in the amount of $788.53.
Motion carried unanimously. Motion was made by Commissioner
Blair and seconded by Commissioner Dolezal to delete $6,976.00
for new vans for the department. Motion carried unanimously.
Motion was made by Commissioner Dolezal and seconded by Com-
missioner Blair to appropriate the sum of $28,855.00 for parts
and equipment. Motion carried unanimously.
Motion was made by Commissioner Blair and seconded
by Chairman Schloesser to adopt a tentative Budget for
Emergency Services Coordinator for FY 1980-8l as amended with
the deletion of $3,000.00 in the salary account. Motion
carried unanimously.
Motion was made by Commissioner Kerr and seconded
by Commissioner Blair to adopt a tentative Budget in the amouni
of $l04,055.02 for Welfare Administration for FY 1980-8l with
the deletion of $32,344.98 in salaries. Motion carried
unanimously.
Motion was made by Commissioner Blair and seconded
by Chairman Schloesser to adopt a tentative Budget for the
County Home for FY 1980-81 as amended in the amount of
$2l5,12l.53 deleting the following: Storage Room, $7,875.00;

discussion a motion was made by Commissioner Kerr and seconded
by Chairman Schloesser to postpone this item until the
completion of the Budget reviews. Motion carried unanimously.
Motion was made by Commissioner Blair and seconded by Com-
missioner Kerr to reduce by $19,000.00 the fol1owing line
items: deletion of Juvenile Librarian's salary by $2,000.00
and Office Supplies and Subscriptions by $2,000.00. Motion
carried unanimously.
The Chairman declared the meeting in recess until

The special meeting of the Board of County Com-
missioners continued from August 5, 1980 was continued. Pre-
sent and answering to roll call were Commissioner Curt Blair,
Commissioner George Dolezal, Commissioner Richard Kerr and
Chairman Don Schloesser. Also present were Danny Ko1hage,
Deputy Clerk; Michael Cates, County Attorney; Kermit Lewin,
County Administrator; members of the Press and Radio; and
interested citizens.
Motion was made by Commissioner Blair and seconded

Motion was made by Commissioner Kerr and seconded by Chairman
Schloesser to reconsider previous action. Motion carried
unanimously. Motion was then made by Commissioner Kerr and
seconded by Chairman Schloesser to approve a tentative Budget
for RSVP match for FY 1979-80 at $12,000.00 subject to the
Board being supplied with a list of the names of the 200
participants and the approximate numbers of work hours per
day. Motion carried with Commissioner Dolezal voting no.
The Board discussed the Special District Budgets.
Mr. Reggie Paros, EMS Coordinator, was directed to re-work
the District Budgets in conjunction with the various Fire
Chiefs and to reduce the requested appropriations as much as
possible. Motion carried unanimously.
Motion was made by Commissioner Kerr and seconded
by Commissioner Blair to approve a tentative Budget for the
Emergency Medical Communications Grant for FY 1980-81 with the
reduction of $8,000.00 in Capital Outlay in the amount of
$24,800.00. Motion carried unanimously.
Motion was made by Commissioner Dolezal and seconded
by Chairman Schloesser to approve a tentative Budget for the
Marathon Airport for FY 1980-8l in the amount of $55,158.66.

The Board then discussed street lighting. Motion
was made by Commissioner Blair directing staff to investigate
the possibility of putting the street lighting appropriation
into a Special District. Motion died for lack of a second.

missioner Dolezal to approve a tentative Budget for Lighting
